also good lord i dont understand how anybody in the land of fire can eat. only keeping 5% of every harvest is less than 1/6 of what even the greediest daimyo's were taking in feudal japan - for most peasants its probably closer to like 1/10th. i... actually dont think thats enough to feed a group of people.
That's a small mistake on my part. I took the number straight off our economics spreadsheet without remembering that it was 95% after subsistence. I'll add that note.

My scattered thoughts:
  • Is now a good time to talk to Shikamaru? Is there some way we can make it less of an imposition?
  • We may not be able to fit both in the plan, but maybe Yuno has some perspective on it as well. I'd want to take care not to go 'spill all the secrets you swore to keep, so orders your Lord' on her but for all we know she's a treasure trove of lore she'd be perfectly happy to share.

Well, that's a good sign.

Yeahp, that is DEFINITELY on the right side of the Laffer I Curve. We could probably cut that down by like 15 percentage points before we hit the point where reducing taxes reduces how much tax we get. At least, based on the estimates I've seen.

It kind of sounds like a trade school, but mobile and with free tuition. That sounds like something that could have been really helpful for countries just coming out of being colonies, since a lot of them had been forced to buy any product that needed skill to make from their colonizers, thus depleting the amount of skilled workers they had when they finally became free.

"Third, we intend to provide a modest stipend for every member of the community regardless of age or ability to work. This will give them the discretionary resources to invest in waterwheels, or whatever else they might need, without needing to trek back to Leaf and seek an audience with a Clan Head. An excellent example of cool things we can do with enough money! We'll certainly need money to cover at least the taxes of the first year (the one where we're asking for a %0 tax rate).

Holy crap, that's brilliant. Instead of trying to do this one town at a time and making sure we directly own each one, we're maneuvering so that while the Tower or whoever still owns them, we eventually get a cut of the increased profit from every single town. Clever.

Asuma studied the chart for a moment, drumming his fingers in thought. "All right," he said at last. "The census and identification of ninja candidates makes sense. Till'n'fill missions to build walls for all the towns makes sense. We'll do those. As to this tax business...I'm not convinced but I'm not disbelieving either. The experiment with Stone Faces is inexpensive but won't be completely clear for years. We don't have years. We need to get out in front of whatever the AMITY ends up accomplishing."

He fell silent for a moment, then nodded. "This year and next, the tax rate across the Land of Fire will be 85%."

Author's Note: The graph that Mari used for her display is, of course, the Laffer curve, named for the economist Arthur Laffer. In most economics books it's drawn with tax rate on the x-axis and revenue on the y-axis so that the curve goes up, but when Laffer invented it he was a professor. He drew it as described here, with the curve going to the right, specifically (quoting from distant memory) "because it makes my male students pay attention."

I would maybe mention that we attempt to use our EMPATHY and knowledge of Shikamaru as a good friend, brother-in-law, etc. to structure our initial argument so that we can explicitly use some of Shikamaru's own Aspects (we get a free tag once we figure them out) to drive things home on the Rapport side of things.

tl;dr:
1) Use Empathy to attempt to figure out one or two of Shika's exact Aspects (and maybe if hes trying hard to hide them, waste some of his FP).
2) Use FP invokes on our own + free tags on his to Rapport him.
 
I think that taxation from villages is usually food, not ryo?
Hopefully, the planners of the econ stuff know this and will plan accordingly for its effect. The Nara and a daimyo are involved and so should have knowledge. But this is unprecedented stuff. And even Gaku messed up on not realizing effects of printing Goketsu scrip.
Wonder if we should check up on the village Haru donated too (although hazou doesn't know about it). But if the effects in there were bad and get discovered, it might paint the whole project in a bad light.

edit: the villagers and tax collectors also need to actually know that the tax rate is decreased. otherwise tax collectors could innocently or malicious take the usual 95%

I low-key worry that Orochimaru will just take it, anyway... But I suppose that there's really nothing we can do to stop it. :<

I feel like we should just attempt to sell it to Orochimaru directly. If we are putting it up in a public lab precisely so that Oro can't grumble about it, and don't expect many other people would be interested in researching it, then we might just want to extract a benefit from it, and go talk to the snake. I imagine he isn't a sore loser when it comes to people coming to him with actual, interesting opportunities and would be willing to exchange something worthwhile for it, especially since replacing his virgin snake scale dna with those of chad dragons with biosealing sounds like something in his desired ballpark.
 
I love how much of the quest is simultaneously using Ami's influence, curtailing, increasing it and trying to prevent assassinations while preparing our own, while fully intending to work for a common goal whit her.

Hazou's relationship whit Ami could be described as "high stakes fuck, marry, kill"

One of them he delegates to Mari, Ami has no intention of doing one of those herself but approves for others to do and he has to coordinate whit Mari for the remaining one.

Didn't we upgrade our calligraphy since then? Is a +3 the make-or-break? I mean it's not a big deal to change it I'm just curious
We did, yes, but not by a large enough margin for the +3 to not be substantial. Calligraphy's real easy to fuck up on with fate dice if we're not at +9 over level, and I don't *think* it's part of our Sealing SOP...

Actually, we should revisit our Sealing SOP, what is it?
 

Rationale behind this plan:

We don't seem to be able to make effective use of the dragon scale directly. The value of a dragonforged weapon or another piece of gear is exceedingly limited to us at present, especially compared to how unique and one of a kind a treasure the scale is. Therefore it makes sense to eke out value out of the artifact by outright selling it. It should be extremely valuable to Orochimaru given the reasoning mentioned in the plan as well as his overall obsession with research. Valuable to the point where he'd likely be willing to just steal it from us if we don't hand it to him one way or another. Shroom's plan sets up a public lab where Oro could study it... which doesn't exactly give us anything, and its not like anyone but Oro is likely to take interest in the item, therefore that's basically giving it away for free.

Stealing from us is annoying for him at present, but its just that. Conversely, I think giving us some okay jutsu or some of his sealing notes would not even register on his radar as a loss, more just as another annoyance, and likely a lesser one than the theft. Therefore I believe he'd be likely to give us something of value in return, and we could really use sealing notes or a jutsu from his private library. The object in question is, after all, priceless, so it warrants the trade. What does he care if he gives us something that we can use in return, so long as it costs him nothing personally? After all, he does not seem to view us as entities on the playing board just yet.

So basically it comes down to "is stealing from the Gouketsu after the recent Tsunade fiasco more annoying, or is giving them something in return more so?". And I think the theft would be the less favored option for him - which doesn't mean he'd not do it if not given the option of acquiring the scale otherwise. So instead I say we hand it to him and eke out valuable sealing notes/jutsu that we can use to grow stronger. And the more valuable we pitch the scale to be, the more he'd give us in return.

That's my reading of Oro anyway, and it sounds good to me, though I'd appreciate if someone could comment to sanity check me. And yes, he is someone who murders people and who we'd want to get rid of eventually, but its not like we can attempt to do so just yet - and even if we could, it'd not be worth the price unless we were absolutely certain we could do it without coming to much harm ourselves - after all, its just one more asshole in a ninja deathworld, plus he is a significant part of Leaf's military power - so him and us both growing stronger is a win. And its not like he would want to mess with us over trivialities, whether it be in the near future (because Tsunade) or long-term once we begin FOOM-ing in earnest - so the option as presented should not really have much detriment to it, and is essentially exchanging what amounts to a vanity item for us, into something of real and large value.
