Nope we got multiple different things. Would personally offer one to two scales to Oro

The Arachnids managed to recover five scales, one tooth, and parts of three claws

    • Subtext : One of a kind and could serve as an incredible upgrade for his snakey scales - it sounds just in Oro's ballpark to induce instant mind trauma in anyone who so much as gazes upon his form and be untouchable to any who don't want their flesh to melt right off. The toughness can't hurt either.
    • Should more be necessary for further study, there are 5 more specimens on the 7th Path which differ to a major degree (Nudge nudge)
I like the idea of going to Oro for a trade, since it gives us the initiative and time to prepare.

I actually think that asking Asuma for permission is incredibly important. This deal directly affects the power dynamics of his most important supporters, and he'll be less than happy if we don't at least give him a heads-up beforehand.

Asuma also has a better read on Orochimaru than us, so he can tell us whether Oro is likely to play nice without a peer there to stop him from just taking everything. Asuma can potentially moderate the deal himself, even. I wouldn't bother Tsunade with this, considering how she's probably feeling, but I do think we need someone there with us to moderate, who can tip the scales more towards 'make the deal' and away from 'take everything.' While I think he'll take the deal, this isn't the kind of thing that you go into without every single advantage you can get, and having Asuma there will help us bargain for a fair deal instead of getting Aura'd into giving him everything for a pittance.

How about this:
  • Sanity check with Asuma
    • Is he okay with this?
    • Ask for advice and presence during the deal, to help Orochimaru decide not to just take everything

  • Goketsu would like to exchange the scale for something of similar value we can use (sealing notes, techniques etc).
  • Would Orochimaru like to get his hands on it? Mention its Out properties, durability and the immense heat that melts flesh to the bone.
I think that Oro won't be satisfied with anything less than every dragon piece. I think we should also invoke every aspect we can. Maybe something like:
  • Bargain as hard as you can. Try to keep the biggest piece (only if possible). Get notes on everything he learns, relevant to the dragons/Great Seal
  • Internal: The clan, no, the world, is counting on your negotiations. You've been through worse. You have a plan, you know the value of what you have and what you want. (Invoke aspects)
 

Good points all around, will update the plan. I feel like with the current geopolitical reality and the recent Tsunade situation Oro would be very unlikely to just take it from us, but being careful would certainly not hurt. I'm torn on asking Asuma specifically to be present, given the situation with him the last time, but it could certainly work out. We should probably invoke Aspects and give Oro all the dragon goodies, yes (I was under the mistaken impression that we just have the one scale). Not sure if doing it this way and Shikamaru scene both in one plan would be feasible though.

Mari and Ami cannot have all the fun. Does Noburi want to helm an organization? Put personal effort and clan resources behind him. Workshop teaming up with Wakahisa? Isan? Doctors Without Borders with Tsunade? Accrue first mover advantage before others adapt to a world after war.

With advice and consent, pitch the Wakahisa on breeding koi to augment MARI settlement walls with moats. Trade walls to Mist one to one with moats. Take sterile koi to create a dependency on the Wakahisa. Sending piscinists to maintain each moat is bad. Pay a yearly per moat fee for sharing the secret knowledge and training outsiders. Test koi shock attack scaling. Plan pricing to offer this to other alliance members.

Give Noburi Dragon remains to show to Conclave. Share descriptions of living Dragons. Seek cooperation and resources. Rehearse with Mari to frame higher contribution as a bidding war.
 
The problem with Oro is that, well, what stops him from simply taking everything? Tsunade won't stop him because she already put a red-line down, she cannot put another, nor she would be interested in doing so. The Hokage simply doesn't have the political or military power to stop him.
There are good arguments to convince Oro, such as:
-If he steals from you, the next Dragon you won't tell him what parts you obtained
-If he steals from you, he'll need to take care of the other Dragons himself
-This means the Great Seal is real, and you're the primary Sealmaster working on it.

But we need to make them and depending on how possessive Oro is of his research, he'll simply ignore us because what can we do? Stop working on the apocalyptic threat? Lie to the Intimidation 60+ S-ranker? Personally i suggest talking to Kabuto, if we want to talk to someone.
 
There is a distinct dearth of celebrations for Mari's actions in these plans. Mari has done more to help humanity in this one chapter than the rest of Uplift combined have throughout the entire story. Maybe we can recover Hazō's title once we prevent the Drapocalypse, but for now Mari is the MVP.

I'm not saying that we should spend much word count or screen time on it, but it would be nice if the fam spends a day or so offscreen celebrating.

The point is he literally can't steal it from us because It shouldn't be with us. How is he going to steal it if it's on the 7th path? He can kill us but it won't get him what he wants and just cause more problems.
If we have to keep it on the 7th path we can't study it anyway. Better to try and keep as many dragon parts as possible and make sure to get a ton of goodies out of it if we can't keep them all. A dragon part stuck on the 7th path forever for fear of Oro just showing up some day and taking it, isn't very useful to us.

It's an excellent idea to have them on the 7th path during negotiations, though.

I'm not saying that we should spend much word count or screen time on it, but it would be nice if the fam spends a day or so offscreen celebrating.

Added a quiet offscreen Mari celebration to my plan. We can't really spare the wordcount next chapter if we want to get things done, so I feel like that would have to suffice for now.




Updated the plan. Would you be okay with the current wording? Its rather hard to fit Shika and Oro scenes both in one plan and keep maximum brevity, and I barely managed it.

How can we not study it on the 7th path?
If it's on the 7th path Hazō needs to study it himself, with his limited time and plan space. I suppose it's not technically impossible, but I find it highly unlikely that we would get around to doing it anytime in our lifetimes. We certainly wouldn't be able to turn it into a sword or axe, which by my reading is the primary benefit to keeping it for ourselves.

On the other hand, if human sealmasters are studying it or Oro is giving us notes, we can learn about it without having to work up the thread's political willpower or use Hazō's precious time.

Keep in mind that Hazou should always be able to just reverse summon himself in time regardless, particularly if he's not alone in the negotiations. And if he can't convince Asuma or someone relevant to accompany him, I assume him going alone just like that might be vetted by Hazou pilot or the Mari sanity check, or at least that she would tag along. Its still all in the middle of Leaf too. So I don't see that much danger, safety-wise, and he can't exactly steal it from us if he can't physically get it unless we give it to him, either (plus I still believe that to be something he would not try doing when presented with the much less annoying option of trade).

I imagine with us sponsoring it that will happen by default, no? Mostly the things that can be done immediately are till&fill, constructing walls etc, and I think that happened already, so not sure what more we could do in the short term besides the global tax reduction.

Also @eaglejarl @Velorien has Hazou researched LBF seals? And were the most recent Training Plans implemented?

No. This doesn't seem reasonable. As a Clan not specifically invested in empowering the KEI (so any Clan with more than one person that's older than Gokētsu) I'd vote firmly against this as it stands. There's no sensible reason to let the KEI control if an Aburame wants to marry a Kurusu. And inter-clan adoption is a zero sum game from a KEI vs old Clans perspective.

Hell, currently not even the Hokage has the power to veto inter-clan marriages. Or maybe he technically has due to being an absolute dictator on paper, but there's no precedent.



Also, I'm neither an economist nor a historian, but how do Fire cities other than Leaf function if 95% after subsistence goes to Leaf. And what even remains for the Daimyo to live like minor nobility? Do they normally take from the 95% and only pass on 90% or something? Or is the 5% that remains their usual cut? Is there a risk that they might secretly not go down by a full 10% because no ninja has the ability to notice the difference?

We aren't going to make the actual spreadsheets public, since it's mostly specifics that Hazō doesn't have, but here's the key details. Recall that 10 ryō (R10) = 1 US dollar ($1):

The Gōketsu warchest
You have R10,000,000 in the bank right now. This includes every source of money that the clan and its component individuals have ever received.

The Gōketsu mortgage
In mint condition, your property would be worth R102,300,000.

Jiraiya got it half off, with a 10-year mortgage of R51,150,000 principal with a R5,000,000 down payment and a 12.5% annual interest rate.

Your monthly mortgage payment is R675,526 according to the mortgage calculator website we plugged the numbers into. +1 XP if someone digs through the timeline and figures out the date on which the mortgage was taken out so we know how much of it has been paid off.

The market price of seals
Price per Jounin-Grade Seal Element R2290
Price per Chunin-Grade Seal Element R760
Price per Genin-Grade Seal Element R250

Explosive tags and storage seals are 1 element, Air/Earth Domes are 2, and Five Seal Barriers are (unsurprisingly) 5. Skywalkers are just Air Domes (2 elements each) and need to be used in pairs, meaning that a skywalker is effectively 4 elements.

(Kagome is rated as a chūnin-grade sealmaster. Hazō is rated genin-grade. Getting upgraded is a process the details of which are firmly HDK for now.)

An average till'n'fill mission is R500-2,000 ($50-200), meaning that using 2 explosives eats all the pay for a low-end TNF.

Note that not all seals can be made by all sealsmiths, because that person either isn't skilled enough to learn the seal or simply hasn't done so. This should really influence prices, but we aren't going to worry about it in most cases since that's a little more fussy than we want to get / have the skills to get. We'll probably add a bit of fuzzing where appropriate so it doesn't look like everything is completely deterministic, but these are the basic numbers that you can plan around.

Taxes: How do they work?!
There are eight general classes of people in the Land of Fire: Rural farmers, urban farmers (i.e., farmers who live inside the walls of Leaf or one of the major cities), non-farm workers, the nobility (the Daimyo and the local lords), the Hokage, clan ninja, clanless jōnin, and clanless ninja (meaning the genin, chūnin, and special jōnin who are not clan ninja). Taxes flow like this, with some money sticking at each level:

Rural farmers > Local lords > Daimyo > Hokage > Clan ninja + clanless jōnin
Urbanites (farmer and not) > Daimyo > Hokage > Clan ninja + clanless jōnin
All ninja > Hokage > Clan ninja + clanless jōnin

Tax rate for all ninja is 80%, with the first R42,400 (i.e. annual subsistence income for a ninja) not taxed. See below about refunds for clans.

The essence of this is that the Hokage rules everything and bribes the clans + clanless jōnin to keep them loyal to Leaf, the Daimyo and nobles are glorified tax collectors, and clanless ninja get screwed.

The money that goes to clans / clanless jōnin is paid 10% as a non-conditional cash transfer to the Clan Head / jōnin and the other 90% is in the form of conditional payments -- equipment allotments, tax refunds, bonuses to mission pay, etc. (See below for more.) The large majority of the non-conditional cash payment is typically used on clan investments, etc with only a small (or zero) allowance to each ninja.

(NB: Clanless ninja receive an equipment issue each month from the Tower's discretionary fund. The recipient can choose how to allocate the funds and will typically spend it on a couple of explosive tags unless they really need new uniforms, kunai, etc. Again, any monies not spent go into the Tower's discretionary fund.)

The benefits money is not divided evenly. By law, the 8 founding clans (Senju, Hyūga, Aburame, Inuzuka, Uchiha, Nara, Akimichi, Yamanaka) receive 70% of the money; the remaining 30% is divided among the non-founding clans (including the Gōketsu) and clanless jōnin.

Hazō has not been shown to know any of this onscreen, nor have we shown him getting registered to receive the Gōketsu stipends. We don't want to waste time with that, so we'll assume it's what he's been doing with his timeskipped hours since getting back from the Exams. This means that he has not had time for seal research.

Legal implications of the above
The money paid from the Tower to the clans is a fixed pool and awarded on a per-ninja basis. That means that the payments are zero-sum. When the Gōketsu were formed it cost all the other non-founding clans money and every time the Gōketsu adopt a clanless ninja the Gōketsu clan receives more money and every other non-founding clan ninja / clanless jōnin receives less money. Similarly, when Keiko stopped being a Gōketsu and became a Nara, some of the stipend that you had been receiving got taken away from you and given to the Nara. Based on this, we have decided that there are laws saying no clan may add more than 2 clanless ninja per year to their ranks. Ninja may transfer freely between clans, since that doesn't affect anyone else. (Note: We had not realized that these laws needed to exist, so an IRL month ago you would have been free to adopt as many clanless ninja as you liked. Hazards of asking us to work out a consistent economic system.) Naruto obviously does not count against your 2-ninja allotment, since he's a clan ninja.

Gōketsu income
There's some income from selling seals. We haven't figured out the numbers yet.

The Gōketsu receive a maximum total value of R382,700 per month (R76,540 per ninja * 5 ninja (Hazō, Noburi, Akane, Mari, Kagome)) from the Tower. This is divided into 10% non-conditional payment and 90% conditional payments, as follows:

  • R38,270 : Non-conditional monthly cash stipend from the Tower bureaucracy, paid directly to Hazō as Clan Head.
  • R344,430 : Maximum monthly value of conditional payments (CP), divided as follows. NOTE: Any portion of these that is not used will be retained by the Tower as part of its discretionary budget. There's no carryover.
    • Up to R258,322 (75% of CP): 50% bonus to mission pay + tax refund. All ninja face an 80% tax on their mission pay above the untaxed R42,400 annual subsistence rate; the tax is paid at the point of payment, meaning that if the client is paying R100 for a mission then you actually receive R20. If you are a clan ninja then the following month's benefits payment to your clan will include an extra R50 (50% bonus on the mission price) + R80 (refund of the tax). This makes it look as though it's fair to both clan and clanless while hiding the fact that clans are getting paid extra and aren't actually paying the tax.
    • Up to R51,644 (15% of CP): Equipment draw at Tower rates. This generally means seals, since all other ninja equipment is pretty cheap. In all cases, the Tower has discretion over what it can be used on. You still have to pay your monthly tax in seals and then provide first refusal on all other seals, but you can then immediately buy the seals back at the same rate you were paid by the Tower.
    • Up to R34,430 (10% of CP): Various other things that will probably come up but we haven't thought of. Suggestions welcome.

Things the Gōketsu want to do with their money
The Hagoromo have a large but unspecified debt to the Hyūga that is giving the latter a lot of control over the Hagoromo. If the Gōketsu agree to pay the Hagoromo R2,000,000/month for the next 15 years, the Hagoromo agree that in the upcoming election for Hokage they will vote for whomever the Gōketsu tell them to vote for. They have expressed an extremely strong preference that this be anyone other than Hyūga.


EDIT: Original language referred to the "conditional payments" as "non-monetary benefits", which is not correct. They are in fact cash, it's simply that you only get the cash if you do missions etc.
 
Unfortunately none of these are acceptable to me. Way to passive and giving to much in. Also strongly against cutting in Asuma at all.

It's in my plan but it isn't a scene. I'm sort of partied out atm personally so while I'd like it to happen there's other things I want to see

Well we are just freely letting people research on them without charging is just giving up value for no good reason. As for how to avoid just getting intimidated by Oro just have Noburi do the negotiations on the 7th path with Ma & Pa there.

Edit: And If Oro just winds up taking them once they are publicly available for research I reserve the right to say I told you so
