Too late. At what rate do you think he exchanges funny chakra beast corpses for live chakra humans? We can make Yuno happy and quench Satsuko's bloodthirst and amuse Oro and satisfy our curiosity and honour Jashin, all in one fell swoop!
 
How would we test? Trying to rez beasts after killing them with drain?
Pretty much. Take a few chakra squirrels, drain them to death, see how long you can wait and still be able to revive them.

Then do the same with suffocation, cold, and other manners of death that leave the body mostly intact.

Edit:
If all that goes well, we start looking into repairing the damage from throat slitting or whatever, and then revive. Just keep working our way up to better and better repairs.

Issues with this plan:

A false flag operation like this damages Sand more than the other way around, because Sand won't know about it and won't prepare for the retaliation strike while a false flag attack on Sand can keep the damage limited on purpose to some extent.
In the medium term is impossible to hide from Sand that Leaf did a false flag attack on Rock while using their flag. This will create obvious resentment and maybe even hostilities.
Hazou doesn't count as "a Summoner" in the context of easy instant messaging IIRC.

A good false flag attack is one that shows disrespect and disregard for Wind/Sand sovereignty and borders but is seemingly not about them. Like sabotaging trade hubs/caravans connected to Leaf/Fire. Or harming Fire citizen in Wind.

Yeah I goofed there. Still, I wish I had seen and said something earlier. In general a plan that just shits on Asuma's strategy without contributing is kinda poor manners. Ah well.

Like people said do have a pangolin stationed there. Plus recruiting a toad to head that way. Asuma has already said he'd be willing to pay for it so definitely should be able to find someone. That way we can either participate in summon rush missions or get chakra water deliveries on the otter mission

Jashin has intervened to help us protect people from getting killed. IE creating the portal to the afterlife to save the cultist and rigging the dice game to save people. Clearly Hidan's understanding of him is incomplete.

Yeah since Cannai wasn't willing to let us cut a deal moved onto solving the problem from the other end. Noburi's already got approval from all the relevant parties plus Asuma should still be willing to fund the mission since he agreed to do it in the opposite direction already

Noburi is going to ask around the Toad Clan, but he is not optimistic that any toad would be interested in undertaking the epic journey to Dog without a compelling reason.
 
So I just realized how we can greatly increase the odds of Akane getting assigned the Otter Scroll. We rush her training by having all of her SC study summoning on their own with either Hazou clones or Snowflake variants. This should get her super far ahead of any other candidates especially if she spends additional time training while we hunt the scroll

The entire point of getting the Otter scroll for Asuma is so that he can get a political win. Akane getting it would not help his political situation, especially since it won't make us any less likely to commit treason (nor would it make us much more in his corner, since we'd be manipulating him into doing it).

Instead, we should be figuring out how to make sure it doesn't go to a conservative clan. Ideally, we want it to go to a moderate clan or Sand/Mist. The scroll going to a moderate clan will help Asuma the most politically without it going to the Hyuga/Hagoromo, and would give us an opportunity to get on better terms with that clan through the summoner trade network. It going to an allied village lets us get instantaneous communication and trade with that village, cementing our alliance for decades to come and opening the door to more trade deals between the Gōketsu and foreign clans.

The scroll going to a conservative clan would naturally be a disaster for us because it would interfere with our background efforts to turn Neji into a moderate or even someone who is sympathetic to our block. It going to one of our allies isn't the end of the world, but it doesn't give us as much benefit as the scroll going to a moderate clan or an allied village.

Sure getting Asuma a political win is part of it but Hazou himself admitted that he wants to get the scroll for Akane at the same time. We can act in a way that maximizes our chances to increase our power and wealth by leveraging the fact that we can teach Akane faster than anyone else can. We in fact have been told multiple time that being ready to become a summoner dramatically increases your odds of getting award the scroll.

There's been hints that another contribution competition is possible if we request it. I'm fairly confident that we have a good chance to win such an event. Hazō made a promise to Akane that she would get the next summoning scroll a while ago. I'd like to make good on that with the Otter scroll as they seem like a good fit for her personality.

I support whatever reduces the probability of Akane dying due to a surprise Jounin.

On the other hand, Akane survived a surprise jounin.
 
The only problem i can find it is that it risks a FOOM OPSEC break, but if we can manage that and Akane can learn summoning the with Shadow Clones, it would help her position. Of course, if we propose it, we must be upfront and honest with Asuma, and also have a decent Mari-checked social plan to do so. Personally i like the idea.

Explain how it is treason to try to maximize us getting a scroll when we told Asuma up front that we would want Akane to get it? Summoning isn't some secret technique that can't be taught to people. We will just be telling Asuma that if he decides to give it to a Leaf nin (which he said he might do) that Akane can immediately get use out of it.
"If the Scroll is found, it will be turned over to the Tower. Depending on the situation I might allocate it to a Leaf ninja or I might trade it to Sand in order to gain their involvement in the war or in the peace that follows.
