This seems different - "unkind" is a word one would expect from an entity that has a notion of kindness. Likewise, "rival" "heartbreaker", and so on aren't the sort of concepts Out!Hazō even has. This reads more like a supernatural influence trying to make Hazō depressed

... are we hearing the Mori voice there?

I don't think those will be sufficient for our purposes, as they only last for a single use, and presumably do not have a long duration. Some more modifications will thus still be needed, especially factoring in that we no longer need the chakra adhesion trigger.

Clearly the Mori Voice is fighting against our attempts at getting Forbidden Lore.
 
Other important things to remember:
  1. Dogs have no hands.
  2. Each dog that needs to use seals will need to be individually trained in how.

Dogs are cooler than Toads, confirmed.

Something like a sled, pulled/directed by a single Dog and propelled with explosives or macerators seems like our best bet.

Considering Jiraiya and Naruto's confidence, I would think pure (real) confidence would work well for Noburi, as it seems to be what redeemed him here (confidence in the righteousness of his past actions)

Maybe all bloodlines are the result of the Sage caging Outer Beings and then setting up a metaphysical link between the cage and ninja? Anyway, then, depending on the nature of the cage and the nature of the Being, the bloodline clan would get [whatever] power and the Being might be able to experience some sliver of mortal life through the generations of bloodline ninja.

Huh, I'm pretty surprised the Dogs aren't nearly as overtly aggressive/hostile as I thought. Beyond the scant few threats that are common in any MfD ninja adjacent discussion they were downright polite.

Especially considering Hazou is probably the closest thing to a war criminal on the 7th Path. :p

Anyway, we are probably building pup carriers. One option is simple cloth saddlebags. Each adult carries two pups, with two unladen adults to act as defenders. The main difficulty is handless use and maintenance.

This option can be extended in a few ways. An emergency release that will detach the pups from the carrier and let them both run unhindered. Storage seals glued to wooden boards for stability and ease of use. I would like something that would just allow the carrier to drop the pups and set an air dome over them in one quick go, and maybe throw in a air seal while they are at it.
 
Why not? They have their 274 elements, surely they can all take a level in a wind jutsu that doesn't require hand signs (!) that fixes the manual dexterity problem! :D

The technique can't really carry much, those puppies are likely pretty large compared to normal dogs. So I really wouldn't count on it.

You mean besides the actual Pangolin? Besides, Jiraiya called the cat clan psychopaths, so they must be even worse!
