What situation would you want to exist before Hazou starts implementing the Uplift? After enough data was collected, after the Merchant council gives approval, after keiko/mari gives approval, etc.? If it is something that can be satisfied during the mission (such as enough data was collected) you might add that if it gets satisfied to start implementing the uplift. If it's something that can't (like Merchant council approval) it's a bit tricky. I dunno when the next time we'll have time to go out to the boonies again. As is this month long mission will probably change the internal and external politics of Leaf a lot. On the other hand I don't want to get an embargo from the merchant council if they dislike what we do. Perhaps ask Naruto if his shadow clones can reach Leaf to deliver Mari a message to work on the council? Or buy a messenger bird to do the same?

There are circumstances under which I would vote to destroy the basement.

"Noburi dead, Tsunade unwilling to let us keep secrets, Kabuto not joining, Shika still not giving us researchers, no other promising medics to snatch up for the foreseeable future, Hiashi super interested in skin farms" is a strong contender.

Well, yes, but given thats not currently the case it fits the "More bluff than not bluff" bin, no?
 
[X] Action Plan: Goketsu beach party
  • Make camp in sky towers
  • Next day head to the coast
    • Head a reasonable amount South so the weather gets warmer
      • No more than 8 hours
    • While traveling keep an eye out for interesting chakra plants or specimens
      • Grab as many as you can especially while still in the swamp to give to Noburi for study
    • While on the way there, stop at villages to inform them of till'n'fill subsidies (if they are unaware) offer funding for Till'n'fills and provide them quick General Uplift stuff
    • Salterns/Ice
      • Declaration: Spend a fate point to have the wood we would need
      • Use MEW to wall off some sections of ocean.
      • Freeze with EM.
      • Boil leftover brine.
      • Make as much Ice as possible and collect as much salt as possible
    • SIN testing
      • While Akane is use EM to freeze/boil water Kagome and Hazō will continue SIN test
      • Same precautions as first time but only up to 5-stack batches
    • Beach Party!
      • Use Elemental Mastery and make a bonfire to warm up
      • Spend at least on day having a fun day at the beach
      • Have it near enough a village to take Naruto on a tour: give him the chance to get insight into the way civilians live.
      • Have fun
        • We have had a crazy stressful time lately and need to destress
      • Make a bonfire at night
        • Have hot chocolate
        • Share stories with Naruto
        • See what stories he is willing to share

It bears mentioning that we can certainly give a credible appearance of having blown up the basement. Just toss youthenizers into the few floors we'd already cleared after sealing the way down. Not like anyone will be able to tell the difference without actually going down there.

'implementing the Uplift' is a non-binary proposal. Given our lack of crisis demanding our attention then at minimum we should be personally advancing it when we can spare the time, if only to prove that we're a net benefit to the world and that we're not just idly talking about Uplift.

Beyond that, it's all a matter of how big we can construct Uplifty apparatuses in various domains. Mission subsidies for till'n'fills, clanless education initiatives, civilian education initiatives, international diplomatic outreach, there are a bunch of things will require the legwork of more people than just ourselves and thus all the organizational, legal, and stability hurdles that entails. Priority matters too: if Leaf undergoes a crippling ninja shortage and can't cover all the bases on chakra beast extermination then till'n'fills and wall construction are much higher priority than civilian education initiatives. And if WW4 breaks out, there's no way we'll be able to peacefully reach out to Rock-nin and try to forge some semblance of friendliness.

Right now there's a lot of projects we can start on if we spare the attention for them, and also things we can do to help support those projects or their upscaling. In particular, money-making initiatives are important groundwork for long-term Uplift initiatives because the more money we have the larger organizations we can support once we've built them.

Personally, I would like to have Hazou work on the KEI and money-making for now, since the KEI just sent massive ripples through Konoha and it would be better for us to focus on making the most out of that opportunity than adding more ripples to the pond and risk spooking people more than the KEI already probably did.

So, in other words, I am in support of learning more about the running of the KEI and how we can advance Uplift through it, whenever we next have the time to do so.

It's possible that a lot of villages also don't have the funding to spare on something that they may see as new and untested. Villages that ordered Till n Fills will likely have surpluses of funds soon enough, but ones that haven't gotten them may not have the funds to order one, thus preventing them from making themselves profitable enough to hire a bunch of Till n Fills. Till n Fills are pretty cheap, but at the same time villagers are very poor.
Perhaps we should offer loans or something for them to pay for Till n Fills with. Or just give them free money. I'd suggest giving it a pretty name to lessen the negative connotations that always pop up in politics when you suggest anything that involves giving poor people money, but we don't actually need that here. These people are completely insulated from the bad press that America has tried to give to monetary handouts for the poor. We can easily just call it welfare, and nobody will care. And as long as we're using our own money, there's no reason for Hiashi to start slandering the idea of welfare either.

-Added talking to the team about the uplift portion. Also discussing possible impediments like the Merchants, leaf clans who might have influence or business in TG, or laws that block us.
-Added getting bribery reserves to smooth things over in TG
-Added TnF info and subsidy if uplift building is not a go.
-Made it clear to try and get Jiraiya's spies in on this if possible.

      • Identify possible assets (merchants, Jiraiya's network?, artisans, underworld, etc) and impediments to uplift development.
    • Disguise and analyze recon data as a resource building board game with the team's help. Use TG's establishment as inspiration.
      • Have assets introduce the game to TG gambling houses for money (licensing), data collection (People simulate development plans for Hazo), and plan improvements.
  • Use data to test designs and layouts. Use Kagome's construction book, builder feedback, laws, etc.
    • Implement building.
      • If not feasible, provide alternatives.(Till n fill info, subsidy, etc).

I'm more conservative on the geoengineering part. I don't think we need to broadcast our fingerprints on this too loudly just yet. I want Hazo to really do the leg work in mull Uplft projects over while getting things done at the same time. I was thinking of teaching KEI geoengineering and meshing it with uplifting villages. Maybe this would be explained as border strengthening?
