What situation would you want to exist before Hazou starts implementing the Uplift? After enough data was collected, after the Merchant council gives approval, after keiko/mari gives approval, etc.? If it is something that can be satisfied during the mission (such as enough data was collected) you might add that if it gets satisfied to start implementing the uplift. If it's something that can't (like Merchant council approval) it's a bit tricky. I dunno when the next time we'll have time to go out to the boonies again. As is this month long mission will probably change the internal and external politics of Leaf a lot. On the other hand I don't want to get an embargo from the merchant council if they dislike what we do. Perhaps ask Naruto if his shadow clones can reach Leaf to deliver Mari a message to work on the council? Or buy a messenger bird to do the same?
'implementing the Uplift' is a non-binary proposal. Given our lack of crisis demanding our attention then at minimum we should be personally advancing it when we can spare the time, if only to prove that we're a net benefit to the world and that we're not just idly talking about Uplift.
Beyond that, it's all a matter of how big we can construct Uplifty apparatuses in various domains. Mission subsidies for till'n'fills, clanless education initiatives, civilian education initiatives, international diplomatic outreach, there are a bunch of things will require the legwork of more people than just ourselves and thus all the organizational, legal, and stability hurdles that entails. Priority matters too: if Leaf undergoes a crippling ninja shortage and can't cover all the bases on chakra beast extermination then till'n'fills and wall construction are much higher priority than civilian education initiatives. And if WW4 breaks out, there's no way we'll be able to peacefully reach out to Rock-nin and try to forge some semblance of friendliness.
Right now there's a lot of projects we can start on if we spare the attention for them, and also things we can do to help support those projects or their upscaling. In particular, money-making initiatives are important groundwork for long-term Uplift initiatives because the more money we have the larger organizations we can support once we've built them.
Personally, I would like to have Hazou work on the KEI and money-making for now, since the KEI just sent massive ripples through Konoha and it would be better for us to focus on making the most out of that opportunity than adding more ripples to the pond and risk spooking people more than the KEI already probably did.
So, in other words, I am in support of learning more about the running of the KEI and how we can advance Uplift through it, whenever we next have the time to do so.
