Since Naruto complied with the idea of snagging an enemy ninja so quick
Note that he didn't really agree to that precisely. He agreed to help save Kagome and Akane instead of deciding that they were not savable and should be killed immediately. There is an implication that he would capture a ninja for you if he could be confident that there were no political consequences, but he definitely did not make any effort to do that.

Is voting still open?
Yes, until Saturday at 9am Eastern.

Oh, okay. But I take it there's more of a chance of missing-nin, mercs, or bandits out in the woods, the Swamp, or village areas correct?

Also added changes. I gave Hazo 5 days in Swamp or the Woods.

I figured the critters were either trickling out of swamp and we could look into thinning it out or the Woods were becoming a problem area. Not sure which area the mission prioritizes or if there is a clash there.

Ill let Hazo decide.

And I think I'll take the "Hunter's blind out". Hazo can decide if it's an area to map out if it's interesting.

[X] Action Plan: Swamp RnR

Contingencies:
  • Maintain OPSEC
  • Prep for possible missing-nin/enemy presence.
Camp for the night on Skytowers:
  • Decompress.
  • Thank Naruto for his cooperation and understanding.
  • Thank Akane for saving Kagome.
  • Review the Seal Failure (Do so internally or hold off if inconvenient).
    • Shelf SINs
      • Review influence of seal trauma
    • Review Shikaku Nara's advice about the broader implications of weapons development (counter-measures, warfare, etc).
    • Review potential impacts of other Uplift projects.
Continue Chakra Beast Mission:

  • Map out interesting areas and record unusual activity while in Swamp or woods.
  • Make storage seals and collect interesting Swamp and woods Chakra beasts or plant samples.
    • Keep Noburi's interest in mind.
    • Gather material to either sell your basement destruction bluff to Kabuto or as deal sweeteners to warm relations.
  • Use Swamp's history to show Naruto (Hazo's view) of how Team Uplift was born. This is a sincere show of trust, an apology for your dark moment, and a window into your headspace.
  • Give a farewell to the fallen.
  • Exterminate designated mission targets.
  • Plan on spending 5 days.
Uplift engineering:
  • Tour a few civilian villages
    • Weigh villager perspectives with broader implications and impact of Uplift projects to reduce bias.
    • Examine possible human impediments to development(Leaf or villagers) and (foreign).
    • Use disguise kits if recon is hindered by Clan status.
  • Test designs and get feedback. Use Kagome's construction book, feedback from builders, etc.
    • Plan and implement foundations for uplift engineering.
      • If not feasible, provide lower hanging fruit (Extra Food, Water, etc).
  • Disguise and analyze project as a table-top building game for Goketsu or other leaf-nin (KEI?). Less annoying than surveys.
  • Use the Leaf's library.

Notes:

Additions and changes made.

I'm more conservative on the geoengineering part. I don't think we need to broadcast our fingerprints on this too loudly just yet. I want Hazo to really do the leg work in mull Uplft projects over while getting things done at the same time. I was thinking of teaching KEI geoengineering and meshing it with uplifting villages. Maybe this would be explained as border strengthening?

Why the guesstimating , out of curiousity? Our chakra beast killing mission likely comes with at least vaguely defined location parameters , and I'm not sure its at all involved with the Swamp.

(Not that I'm against more Swamp time in general. )

On the way to the deep woods, the team pretty much ripped apart anything that they came across, so I thought that a high ranked extermination mission would be nearer to the Swamp where the more dangerous stuff was.

Right, but my point is the characters certainly know where the mission locale is (with some degree of accuract) so "Go complete the chakra beast extermination mission." takes care of pretty much all the details on that front.

I could just separate the extermination mission and swamp trek.
Anything else you want to add besides that?

Erm. I thought I'd said this, but apparently not. The mission is to clear everything within 5+ miles of Tanzaku Gai.

Perfect.

Do some random Uplift for free around TG then maybe, while we're in the area.

I gave Tanzaku Gai priority.

Any advice on the time table? I figured we split a weak between a Swamp trek while we're there and the mission. And then the bulk of the 3 weeks would go to uplift projects.

I would very much appreciate it if there was a scene showing Naruto how civilians live. We need to use this opportunity to get him on board with uplift.

Here's the lastest updates.

@eaglejarl I went ahead and scrapped Hazo ruminating over the Sin failure and Uplift stuff internally. I doubt Hazo can get as much out of it and It's better as a team conversation. Plus it introduces Naruto to Uplift ideology.
-Added Uplift prioritizing Tanzaku Gai uplifting.
-Added staying 5 days in Swamp. Bulk of the 3 weeks should be devoted to Uplift or chakra beast clearing.

EDIT: Changed to 3 days.

5 days sounds a bit long to me, especially since gathering the samples shouldn't take long since we know where they are already. True if we explore the swamp for new critters and places it might take longer, but I'm against that considering the gators killed a jonin when they weren't prepared for it. I'd say 1-3 days in swamp.

Also, some of the critters use genjutsu right? Should prob warn Naruto about that in case it interacts with his shadow clones

Alright. I'll change to 3 days.

I'd rather not spook the team with 4 days.

4 is bad.

I'm still not confident that Blotchy isn't going to complete themselves and blow the area straight to Kamehameha.

On a similar note, we still need to rescue Blotchy. They're a unencumbrancing feature which awards immunity to explosions. This is a bloodline-level invention.

Why are we focusing on Tanzaku Gai area where we don't own any land or properties? Also, what are we designing/buildings?

And why does it need to be a table top building game?

Convenience.
The team's gonna do recon to figure out what villagers need.

And why does it need to be a table top building game?
YOU ARE A FREAKING GENIUS! I mean that

Huh, you know what... thanks for the question.
That was honestly not supposed to be a cover story in villages. I was leaving that up to the team.
It's supposed to be a fun AAR and survey for Goketsu to see how these Uplift building projects perform.

But now that I think about it...the town itself in canon seems to be a popular destination for gamblers and we could probably collect huge amounts of feedback if we can introduce a new game to the town.

Learning curve might be the problem, but besides that...

@MMKII @Sentient Tree @roobee @Cariyaga @faflec @Oneiros

What do you think? I'm mulling over using the town to participate in an experiment; a Hazo's version of an Ami style plan that uses a bunch of folks to feed us data before we commit to anything.
