Races to the bottom with regards to human rights generally occur when it's cheaper to produce and import goods from countries that have worse labor standards than other countries. My first observation is that you're putting the cart before the horse, my second is that Leaf will be a net exporter for a good while due to it being the center of uplift, my third is that trade agreements in of themselves can greatly mitigate the issue (or even cause a race to the top) if the country with more power and greater respect for rights actually cares enough to enforce labor standards (hint, the US does not), fourth when it does occur it's not inherently negative if the new industry jobs (which while shitty by leaf or US standards) are relatively better (similar or better pay/working environment) than other jobs in that country, and fifth it also makes it very easy for the poor newly exporting nations to industrialize quickly.

Night light seal lasts 24 hours. Party trick seals last 15 minutes. Jiraiya's lamp lasts ???

I like to believe that Jiraiya's lamp last on the order of 48 hours. If that's the case, it may be viable to build a green house, with sufficient insulation of course, to grow high value crops such as medical herbs in the middle of winter.

This was Jiraiya's First Seal, right? If so, just research a jacked up version. Shouldn't be super duper hard to do?

Get meeting plan sanity checked by Mari (and the clan, if available) beforehand; use Mari's advice and suggestions for the meetings. Don't blurt out OPSEC sensitive info(such as Goketsu's strategic moves).

For all:

  • Exchange condolences and commiseration. Confirm that they are voting for Asuma.
  • (if approved) Share that Goketsu secured deals for hat vote, but no specifics.
  • Inquire hosts on their read on Hiashi/Asuma as kage. Note: Don't ask Asuma on himself.
  • The rest is a social call unless there's something specific.
Asuma:

  • Inquire Asuma's plan for international diplomacy. Hazo is worried about a world war breaking out. Do Asuma have a game plan for continuing the peace?
  • Inquire what he hope to do to improve Konoha.
  • Suggestions for the future:
    • (Get Naruto's approval first) Naruto continues his leadership training by becoming a personal assistant to the kage or to that effect.
    • Focus more on economic development as till'n'fill. Ninja magic will help grow the economy faster and save more lives.
    • Educational reform. Kagome, Honoka, and Hazo's experience with education suggests villages' education system are probably all bad in their own way. Improving the academy will give Leaf an advantage.
Must do task:
  • Inquire Naruto's finance. Request a monthly budget required to secure deals.
If there's time(by descending priority):

  • Research outstanding legal and economic issues with landclearing.
  • Check up on civilians in the backyard. See where he could assist with rebuilding.
  • Draw skywalker seals. Exchange some for 5SB seals with an eye toward double the pangolin delivery requirement.

Try to avoid the negative while describing Leaf to the potentially future magic ninja king.

Each village's education system have their own strengths rather than being bad in their own way.

(As an aside, by having Asuma become Hokage after Hiruzen are we risking the creation of an actual dynastic monarchy? Not that current options give us much of a choice either way.)

There's already a "dynasty" of sort with basically each kage being the student of the last.

Dynastic monarchy could be a substantial improvement over the current despotism. Jiraiya threatened to personally kill anyone who refused to acknowledge him as (temporary) Kage. And the Gouketsu haven't even faced any repercussions for that. There isn't even any talk of reversing decisions that he forced them to make under threat of death, such as the unprecedented move of forming a noble clan out of mostly repatriated missing nin.. Maybe if we lose, I don't know. Naruto should be able to protect us.

My point is, the hat always going to the strongest Ninja runs the risk of a different Ninja disagreeing and trying to prove it, which could be very bad.

I doubt the Sarutobi dynasty would be closer to making the 'the Hokage must be one of us' claim than the Senju were. Granted, it's not impossible that the Senju could've made that claim but chose not to, and thus the Sarutobi could also be in a position to make the claim despite not having a stronger claim than the Senju, but I still don't think it's likely:

If Tsunade wanted the hat it would be hers, otherwise there aren't any other Senjus around.

between Hiruzen and Asuma we have Minato and Jiraiya.

Minato had the hat for less than two years and Jiraiya for less(?) than three months.

To be clear, I'm not saying it's a real concern, or one we should be dealing with or planning to undermine, just that it amusingly sounds evocative of dynastic beginnings.
