You have to learn Summoning from someone who already has the ability to.
By my reckoning, the only people who have it that we know of are Asuma, Keiko and Tsunade.
Unless for some reason theres a designated "You learn this Stunt just in case we ever get a summoning scroll" position in a clan or a retired summoner we don't know about, but I'm not really sure that theres a reason to do this because of the rarity? Tak in Isan had his own reasons (legacy stuff) and presumably Asuma learned it from Hiruzen because he was going to be the heir anyway.
Does Hiashi or anyone else have someone that could actually teach this stunt? It seems like only people who can do it are in our faction.

Though we do need to sanity check the snakes themselves. They were kind of bloodthirsty in canon and even that aside, the Pangolin themselves are. We'd wanna be sure of what we were signing up for.

- Meet with their families, since this concerns them as well.
- Offer to adopt them into the Gouketsu. Explain what that entails and all that.
- Make contact with the Snakes.
- Discuss trading with Pangolins for Condor space-time jutsu.

- We have been lawfully charged with Saving The World, and summon scrolls are invaluable resources that will clear numerous problems for Uplift.
- We have a right to the Snake Scroll by the letter and spirit of Jiriaya's order, we only need to get that through to the bureaucrats holding it.
- Bring Mari. We can take the lead with her skill at manipulation backing us up.
- Go directly to the Tower. We're Lord Goketsu and are acting on the direct orders of the Hokage, let no-one stand in our way.
- Take the Scroll and bring it back to the Goketsu compound.
- SAN check with Keiko: if you aren't trained at Summoning is it dangerous to sign the scroll or can you just not use it?
- If it's safe, sign immediately.

Just ping me with the subsection and, unless it's wildly unreasonable, I'll edit it into the post. I'll keep them there for a while until they either make it into a winning plan, fall out of favour, or the context significantly changes. Depending on circumstances, they might end up in my Side Project Cache, or they might be dropped, and I'll make sure to be transparent about what I'm doing.

"Sufficiently good" is probably "Way better than Jiraiya ever was." in this context. Even when we went up to him with the Reverse Summon Naruto Rescue Plan, he pretty much just shrugged and went "Summoning scrolls be mysterious yo, it might not work that way."I suspect that a sufficiently good sealmaster can figure out the summoning jutsu from looking at the scroll.

Good point. @Inferno Vulpix This should be the top of the line, if the Snakes are violently pro-Hiashi or some bullshit we should know before we commit. Shouldn't take more than 15min of looking over Jiraiya's notes on the Snakes and their disposition.

I'm a little leery of this, since the plan cache is meant to store concepts more than it's meant to store implementations. Its purpose is to remind planmakers of what's on the docket in the next few updates rather than be a plan in its own right.*glances at the Plan Cache* Hm...@Inferno Vulpix Could you put what's below into the Plan Cache? I feel that it aggregates some of the plan fragments floating around the cache.
On a completely irrelevant side note, I also want a bit discussing Pangolins:
- Acquire the Snake Scroll.
- Learn about Snake culture/predispositions from Pangolins, Toads, Jiraiya's notes...
- Send Jiraiya's letter to Orochimaru to the Snakes (via Pangolin messengers).
- Orochimaru could have faked his death; either way, he should have it.
- Also, did he leave a will with you guys? He's been pardoned and we'd want his wishes to be carried out.
- Get the Scroll from the Tower.
- Hazou takes lead, bringing Mari (manipulation) and Keiko (Intimidation).
- Demand the scroll.
- We're Lord Goketsu, acting under Lord Jiraiya's direct orders. Let no-one stand in our way.
- We've been lawfully charged with Saving The World, and summon scrolls are invaluable resources that will clear numerous problems for Uplift.

- If we sold seals to the Pangolins using Toad intermediaries, would that alleviate your earlier concerns?
Nitpick: Mari can likely out-social any non-major politician left alive in Leaf. If ANBU -- whatever dregs are left of the organization anyway --are guarding the scroll, it is extremely unlikely that they'll be able to keep up with her attempting to social-fu them. The work comes in after acquiring the thing. Once we have our hands on it (or before) we can make assurances to current allies and neutral parties or deal with them as we may since its now our bargaining chip instead of Hiashi's.
