I thought that was just a message from him to her
I suppose?

Anyhow, what do you think of visiting her and giving her said thing and a hot meal while having Noburi offer her chakra water so she can spam any regen techniques she might know? Could get her back on her feet faster which would be a win for us.

How do you figure that? We're out basically all our Jonin and rock and Cloud are only out a much smaller proportion of their own.

More importantly, we need to know what Mari if off to do. I'm concerned that she's off to commit elaborate suicide by Haishi.
No, she's competent, remember? She's going to go politic and build alliances like there's no tomorrow, because if she doesn't there won't be.

...the bribe could get us in there earlier than usual. Gonna sleep soon but will add once I wake up.

@faflec maybe a line about pointing out to Tsunade that if Naruto's not up for the job just yet, she could take the hat as "Acting Hokage" for a short while for him to recover, so that Hiashi doesn't get the hat and lock him out for decades?

You could try. It wasn't going to happen on a walk-in basis where you just showed up and said "I need to see her NOW!" but if you schedule it in advance it might or might not be feasible.
Something like this should work next update:
"The Lord Hokage ordered me to personally deliver this message to Lady Tsunade immediately in the event of his death. Are you not going to respect the Lord Hokage's last wish before his heroic sacrifice for Leaf?"

Other point, before we sign the Toad contract we should get a thorough gauge on Naruto's condition. If he's more or less alright, he might make a better summoner than Noburi due to cheating Jinchuriki chakra reserves. If he's not going to be functional for who knows how long, Noburi is probably the better choice because we need someone we can actually use if necessary.

We should read Jiraiya's will and also find out where the toad scroll is.

[X] Action Plan: Gathering Allies

@Oneiros I gave your plan a quick skim. My honest feedback:
  • It seems all over the place without a good sense of direction
  • The political plays proposed are decidedly amateurish and are likely to have Hazou come across as naive and signal weakness on the part of Gouketsu.
  • "Be polite but firm" -- with Tsunade? She's not going to respond well to that. Further, we have no authority over either of them. Playing that card is just going to get egg on our face at best.
  • Meet Kabuto, "Let him know that he will always have a friend with the Gōketsu." -- Erm, okay. Sans any particular offer or giving him a reason to throw his lot in with us, this isn't going to accomplish anything. If anything it gives *him* an in to manipulate Hazou. I'm actually strongly in favor of reaching out to Kabuto but this isn't the way to go about it. (Maybe offer him access to Orochimaru's lab, plus bloodline research? And more importantly, what specifically do we want from him?)
  • We don't know it was Hiashi behind the propaganda.
  • Send an invitation ... "Lord Gōketsu wishes to discuss your future" -- Again, this is just the wrong card to play and is likely to piss people off.
  • Meeting with ISC -- this comes across strongly as "We have no idea what we're doing. Please bail us out."
    • Treating Chouza as a confidant and asking for advice just screams inexperience and weakness. He doesn't owe us anything. ISC allied with us previously because we were in a position of strength and had a lot to offer them. With Jiraiya gone, that strongly comes into question. Sending signals like this is likely to wind up with them dropping us fast.
  • I strongly support taking time to meet and talk with Naruto, but we really shouldn't be making demands on Tsunade's time and attention.
    • We should also probably go over the will in private before inviting Tsunade in. She's a wildcard; we can't assume she can be trusted to operate in our interests.
I support your ambition but the execution just isn't there.

We should read Jiraiya's will and also find out where the toad scroll is.

Honestly, our plan should be flexible WRT the contents of the will. There's so much that can change based on what's inside that making a bunch of contingencies is mostly pointless when we can just have Tsunade open it and find out what Jiraiya thought we would need to know.

Yeah, that goes without saying. I imagine there will also be a formal reading of his will before the Clan Council, once it gets organized, but we should be ahead of the curve.

That's another major concern I have: reading the will and verifying to whatever acting powers that be that the will has not been tampered with. I would assume that there's precedent for this but without an acting elected Hokage this might be tricky.

We don't know if the news is propaganda by Hyuuga or his faction or just the feverish figment of imagination by some uninformed news rag.

"Be polite but firm" -- with Tsunade? She's not going to respond well to that. Further, we have no authority over either of them. Playing that card is just going to get egg on our face at best.

I actually think that's one of the better ways to interact with her? She doesn't like disrespect but she also hates attempts to manipulate her and/or dissembling. Maybe "respectful but straightforward" would be better? I'm not sure.

@faflec Can you nix the line about asking Chouza for advice on acting as Clan Head? I'm not against this per se, but if we do that it needs to be careful so as to not send the wrong signals.

Mari/Naruto are fine to talk with openly. I worry what Tsunade will do if we express any weakness or hesitancy, so I'd caution against asking her for advice right away.

Implemented your suggestions

We don't know if the news is propaganda by Hyuuga or his faction or just the feverish figment of imagination by some uninformed news rag.
I mean, I guess it's possible that Hyuga/their allies didn't push this narrative but I doubt it. A news paper getting just enough facts right despite supposedly having no insider, while making a bunch of bullshit up that happens to push the Warhawk faction's agenda? I wouldn't hold my breath

The phrasing was "Lord Gōketsu wishes to meet at your earliest convenience." That is so totally and blatantly acting above our station. We aren't Jiraiya, and he left some Sannin-sized boots to fill. I'd be surprised if we don't get immediately swatted down by Tsunade.

@Oneiros maybe instead say, "On behalf of the Gouketsu Clan, Gouketsu Hazou wishes to meet at your earliest convenience"?

Lady Tsunade, this is about Jiraiya's last will. Nobody can open it but you.

I love the update! The BotG was good because of where it brought the story, but this one was better because of what happened and what Hazo had to do. Thanks, @eaglejarl!

Hazo despises the Kurosawa and socializing with one of their diplomancers on a daily basis while trying to keep his secrets secret would not be good for his sanity
Does he hate all Kurosawa, or just the ones that were involved in the decision to push Hana out? What if it's a Kurosawa diplomancer that was too young to have any influence on that decision?

"Always make sure!" Sensei had always said
The use of "always" twice in such close proximity feels off. Maybe drop the second one?

"Keiko," he said at last. "Let's get this out of the way right now. Do you accept my authority as Clan Head or not? Because if you do then you can advise me, you can argue with me, but you cannot ever tell me that you 'will not allow' something I've proposed."

Keiko's eyes narrowed and the winter air grew even colder.

"Uh, Hazō," Noburi said nervously, only to cut himself off when Hazō raised a hand for silence.

No one spoke as Hazō stared his sister down.
Killing the boy, Hazō, good job!
but we might want to think about whether Nakano and his team are the right ones. No reason to choose them just because we know them. If we need to bring clanless in then we want to get the absolute best that we can find.
Excellent point.
"As well as their economic profile. The ideal candidates would be poor enough that our offer will be maximally desireable, but have families with some form of revenue that could be grown with investment. Avoid anyone with a history of serious disease in the family. As few as we are and as difficult as the next few months will be, we cannot afford sickness."
will be maximally desirable

Also, who's speaking here? Is it Keiko?
Hazō sighed and stood up. "My responsibility Mari. Not yours." He turned and left the room, closing the door softly behind himself.
That went better than I would have expected.
Hazō spun around in his chair to find Mari standing on the stairs. Her hair was washed and brushed. Her makeup was perfect, all trace of redness gone from her eyes, and her clothing and jewelry were elegant and understated.

"Your responsibility," she said, nodding to Hazō. And then she walked out of the room and out of the house without another word.
Epic.
There was no realistic way you were going to be allowed into Tsunade's hospital room.
Maybe send a note through the Pangolins and the Slugs?
why did Jiraiya have to let Shikaku show up and get killed.
Makes our position in-universe harder, but makes the game more interesting for the hive-mind. Personally, I like the fact that Hazō now has no obvious superiors.
on the other hand this might make Tsunade mad enough to run for Hokage, if only to make Hiashi suffer.
Or she might just punch him through the continental crust. Whatever works.
Either he'll improve, or he's a master deceit spec, in which case I want him in the clan even more.
Or he doesn't care enough to work on this, or it's something he can't change.
If Naruto does agree to join the clan, but only on the proviso of being made Clan Head and making decisions his way, what's our response?
Naruto, we're definitely open to you being Clan Head, but not instantly. You were just recovered from Akatsuki, you need to recover and we all need to get to know you, and you need to get to know us. How about if we revisit the issue in three months?

Changed this to respectful and straightforward
Meet Kabuto, "Let him know that he will always have a friend with the Gōketsu." -- Erm, okay. This was intended to be a sit up move to try to convince Kabuto to join the clan later. Once we know if we have Tsunade/Naruto on our side can offer him a stronger offer
We don't know it was Hiashi behind the propaganda.
Have no strong feelings about this. Someone requested I add it but easily deleted
Send an invitation ... "Lord Gōketsu wishes to discuss your future" -- Again, this is just the wrong card to play and is likely to piss people off.
Edited to just send invitations. Added a line about seeing how they interact together before we propose any adoptions

The plan was to bluff inexperience to chouza as part of a long term gambit to get him to underestimate us while at the same time getting actionable information to the player base. But can see your point

We should also probably go over the will in private before inviting Tsunade in. She's a wildcard; we can't assume she can be trusted to operate in our interests
Solid idea added

I believe all the errors in the news broadsheet were intentional in character errors. Looks like whoever wrote it was very rushed and sloppy.

A much better phrasing.
To get in in a hurry, all we need to do is tell the truth. We've got a high-importance message from the Hokage he ordered us to delver to her in the event of his death.

Heck, until a new Hokage is chosen, those orders technically trump the authority of everyone.

Huckleberry Finn would be shocked. Chapter 28 quote:
So I went to studying it out. I says to myself, I reckon a body that ups and tells the truth when he is in a tight place is taking considerable many resks, though I ain't had no experience, and can't say for certain; but it looks so to me, anyway; and yet here's a case where I'm blest if it don't look to me like the truth is better and actuly _safer_ than a lie. I must lay it by in my mind, and think it over some time or other, it's so kind of strange and unregular. I never see nothing like it. Well, I says to myself at last, I'm a-going to chance it; I'll up and tell the truth this time, though it does seem most like setting down on a kag of powder and touching it off just to see where you'll go to.

I'll note that Inuzuka Gaku was one of the survivors of the Battle of the Gods, and I think I remember hearing something to the effect that they weren't particularly injured.

So if the group arrives home and Hiashi and Tsunade are both whisked away to the hospital, Gaku would be one of the few survivors able to tell the masses what happened. The Inuzuka have a pro-Hiashi political stance and probably don't know how to spell, so it all fits!

My personal guess is that it's the rushed product of the Tower propaganda office, quite possibly by someone junior who wouldn't normally do it but their boss is dead.
