Valid point. Too late.@Noumero I would advise putting more detail into the how of how we're going to stall Zabuza for another 30 seconds. I would stipulate that If he interrupts us or attempts to argue with us, Hazou should stand his ground unless signalled by Jiraiya to stop. Scream over him if need be.
great what are the new chargen rules

instead of being metaphorically chained to a desk making skywalkers while everyone else goes out to kill people.
And also the fact that, because of the multiple interludes, I didn't even know voting was open until yesterday.@eaglejarl
I would chalk the dearth of discussion and/or votes up to people being busy and some decision paralysis mostly.
Hazou: "Mister Zabuza, I'm curious about something. I have a bet with Noburi, you see."
Zabuza: "What is it, traitor?"
Hazou: "Did you fall for our plot to bait you into going to Snow? Noburi was sure it would work, but I wasn't certain you'd fall for something so blatant."
Noburi: "Dude! What the fuck?"
Zabuza: *twitches*
Hazou: "We weren't in a position to find out, though. You see, we turned around and went to a tropical island to relax on a beach for a while."
Zabuza: *more twitching*
Hazou: "I'll take that as a yes, then. Noburi, here's your one ryo. Alright, back to you Jiraiya."
And also the fact that, because of the multiple interludes, I didn't even know voting was open until yesterday.
For me it was a combination of:Voting is still open.
Given the low turnout, I'm guessing that people either aren't interested in the quest anymore, don't give a damn about the current problem, or don't feel like they have any ability to affect the situation.
Which is a shame, because the next thirty seconds are a pivot point for the entire quest. If things go poorly, there's probably going to be another war in the next month or so. If they go well, then the good economics that Jiraiya has managed to negotiate for will start to pay dividends for Leaf. They will marginally raise standard of living for many people, significantly raise it for some, make it much more likely that Jiraiya keeps the hat, and ensure that there's peace enough for you to focus on Uplift instead of being metaphorically chained to a desk making skywalkers while everyone else goes out to kill people.
HAZOU: Right, so some of your friends died. Not enough for you? You need to do something so crazy and ill-advised that Mori tried to stop you from doing it instead of sitting back and eating popcorn? I'm sure thats a great idea, and won't get you any more dead friends in the near future.
@Velorien would be proudOh, also...
Hazou: "Oh, Yukino. Since Zabuza only went to Snow because he was chasing us, and they would have killed you if you'd stayed, you owe us your life for sending him your way. Or at least one really big favor."
Yukino: "I... guess you're technically right?"
Hazou: "That's the best way to be right. Just remember, you owe us."
Ami: "Excellent, my student. You won't be surpassing the master, but I'm glad to see you're learning! Clearly the value of my lessons are greater than you thought, so you also owe me a bigger favor."
Hazou: "...yeah, you're technically right. Can't dispute that."

I agree with Shard that we should find a way to use Yukino somehow.
(Also, for any plans that had involved Ikeda: I get why keeping her as a contact has value, even if I don't particularly like her. But any plan that relies on convincing a genin from a different village via glances to follow the lead of a genin she thinks she's seduced and duped probably isn't going to work.)
@eaglejarl I think a little bit of the case may be that of rolling plans, ie people assume the winning plan from the update before gets passed through and don't feel the need for engagement? Though that doesn't change the lack of engagement, and I'm sorry it is discouraging.
But see, Zabuza doesn't need the room's attention. Zabuza only needs to be within earshot. He needs people actively listening to him only if he is trying to optimize his delivery; if he just wants to shout out our secrets, no obstacles short of actual violence would stop him.The attention in the room will shift to Sand and away from Zabuza

The goal should be to distract him, to make him spend time on anything except shouting out our secrets. Everyone else is irrelevant except inasmuch as they could be used to achieve that.
Nitpick: Gaara has been in Sand this whole time, and is a Chunin IIRC.Alright, I see your point.
On another point, It just came to me but why is everyone so sure he'll continue to plow on with what he just learned? Even he would hesitate to reveal further weakness after learning a Sand genin was just kidnapped under Mist's watch.
He knows Mist just lost more face and he should be smart enough to halt, pivot, and make a show of tracking Gaara down. It's the only way to save face and score points or strengthen his position. I'd expect him to shoot for the oppurtunity considering his skill set.
