It means that whenever Noburi doing drain/mist drain he can instead (possibly as well as, but not betting on it) choose to fill up someone allied to him. It lets him give chakra to someone using his own supplemental actions, rather than needing them to use their own actions, which could be a big thing if he's using it to support an S ranker like Jiraiya. On the other hand, I'd expect that it is also probably limited to the amount that he could otherwise be draining per turn, which is probably a lot less than they could get from drinking chakra water as an action. So probably still fairly well balanced?Is this going to be a thing that comes back to haunt me horribly when players find a way to munchkin the heck out of it?

This is the kind of idea that is dangerous to talk about in public, attacking through the Seventh Path sounds like a very dangerous precedent to set so if this happens at all it'll have to be kept very close to the chest. If we haven't already, Leaf should inform the other nations with Jinchuriki of the threat, and perhaps invite them to participate in information sharing and hunting the mutual enemy if they're interested. A powerful crazy cult collecting Jinchuriki is a threat to everyone. For all we know they want to unleash all the tailed beasts or recombine them. They can't be allowed to get any more, and they can't be allowed to hold on to the ones they have.
