    • Can Summons forcibly reverse summon their Summoner? If so, could you get together high-powered Summoners to convince or force Itachi's Crows to reverse-summon him onto prepared ground?
    • Might be worth, er, bringing your old team back together.
    • Also might work on Kisame's Sharks.
  • Go home and get packed, there's a likelihood you'll be leaving Mist very soon.
I feel like there's more I should be putting here but none of it is stuff that's actionable from Hazou's perspective. This is way above our pay grade so we just need to let the bigwigs handle things, be ready to receive orders, and handle our pocket of responsibility if we can.

Modulo listing specific tactical advantages to operation murderino and pointing out flaws (One flaw: the only high-tier non-Akatsuki combatants we know are summoners are you and your old teammates, sir.") this is pretty much as good as its going to get.

It means that whenever Noburi doing drain/mist drain he can instead (possibly as well as, but not betting on it) choose to fill up someone allied to him. It lets him give chakra to someone using his own supplemental actions, rather than needing them to use their own actions, which could be a big thing if he's using it to support an S ranker like Jiraiya. On the other hand, I'd expect that it is also probably limited to the amount that he could otherwise be draining per turn, which is probably a lot less than they could get from drinking chakra water as an action. So probably still fairly well balanced?
Also, it lets him fill us up on runs across open water, so we wouldn't have to worry quite as much about running out of chakra during such treks.

Assuming he can fill people up with VD via water, and that this wasn't a thing that required direct physical contact, of course.

Do we know if other jinchuricki besides Naruto and Gaara have been captured? We need an accurate count, and if there are any left still free that haven't been informed of the danger they need to be told so they can stay somewhere very well protected or impossible to find.

This is the kind of idea that is dangerous to talk about in public, attacking through the Seventh Path sounds like a very dangerous precedent to set so if this happens at all it'll have to be kept very close to the chest. The way I'm thinking it'd go down is Jiraiya personally contacts Tsunade and Orochimaru and other trustworthy summoners, they all go kick the Crows in, and Itachi shows up in T&I one day with no explanation.

If Jiraiya can't spare five minutes, then he can tell us that and we keep our mouth shut. This also doesn't have to be immediate, if Jiraiya needs a couple hours to put everything together and then can yank Hazou underground for a chat then that works too.

Yagura's been captured, I think Killer B is still safe but Cloud might be covering that up like we're covering up Naruto. A lot of Bijuu are whereabouts-unknown and it's really up in the air whether Akatsuki found them or not.
 
...Ami did this. Intentionally. because she doesn't want to owe us a favor, and she's a jounin, and therefore her intereceding to stop Zabuza would not be sufficient to cause a diplomatic incident.

    • Hazō of course is ready to scribe any seals the strike force might need

On the Seventh Path we could show up with an unstoppable literal army of pangolins if we wanted to go that route.

Also ditto on the concern about Jiraiya not wanting to go high opsec measures right now. We could just write it down and show him or something.

I was half expecting Yukino to just start living in the Yuki clan compound because she decided their last name being the same is enough to earn clan membership.

Actually, maybe she did try that and was only stopped by Zabuza just when she was about to cross the Yuki clan gates.

Which was also all according to her plan because she is playing one level above Zabuza and her actual goal was to live with Zabuza to begin with.

This is a neat idea but it's also getting a bit ahead of ourselves since we need to sell him on the op itself first. It's also decently likely to be an 'of course' option if the Crow summoning scroll is already supposed to belong to the Uchiha.

This is a relatively big section for the things it's trying to say, with a lot that doesn't need to be explicitly spelled out - either because Jiraiya's smart enough to get our jist or because saying it plainly might bother him. I'd suggest restructuring it like this:
  • Itachi apparently fought the clan solo, but it's probably a good idea to bring backup.
  • We don't know many summoners, but it's maybe worth bringing your old team back together?
    • Keiko's probably not strong enough to help out, but she could send a message through the Pangolins.
Saying 'old team' suggests Tsunade and Orochimaru without being blunt about it, and Jiraiya can fit the pieces together from that.

I don't think we can get the Pangolins on board, because a) this isn't Summoning, anyone we send could actually die which is a very different kind of agreement from what we have with our Tessera, and b) the Pangolins as a whole do not want to seek confrontation with the Crows, and I doubt we can convince them otherwise. We can ask them to send messages, though, and Jiraiya might find sending a message through that vector more poignant or something, so it's worth mentioning.

This is probably best stated as something like 'Of course, we're ready to draw whatever seals you need to set up prepared ground against them.'

I think at this point secrecy is the enemy. If we haven't already, Leaf should inform the other nations with Jinchuriki of the threat, and perhaps invite them to participate in information sharing and hunting the mutual enemy if they're interested. A powerful crazy cult collecting Jinchuriki is a threat to everyone. For all we know they want to unleash all the tailed beasts or recombine them. They can't be allowed to get any more, and they can't be allowed to hold on to the ones they have. And as powerful as they are, they can't stand against all the hidden villages working together.

The Pangolin don't want a war with them but they do want to play politics with them:

Hmm, that's fair. We could tell Jiraiya that Keiko could bring this to the Pangolins and see if they're willing to help.
 
@Inferno Vulpix implemented most of your suggestions. Keeping in the explicit mention of Orchimaru though. It's to important to leave up to Jiraiya independently deciding to do it
