So, the best plan I've come up with to beat Keiko is either grappling her or putting a net in a storage seal/Macerator mk1 and entangling her.
 
Combat:
  • Goal: Entangle/grapple Keiko
  • Loss condition/Surrender state: Get Moderate Consequence
  • Utilize net (purchase from chakra-fishermen, if one isn't already in Hazou's misc gear) if possible with macerators to keep her immobile long enough to slap an (inactive) explosive seal on her back and declare her toast
  • If not possible grapple her (*wince*) and keep her pinned. The moment she surrenders, let her up ASAP.
 
...uh. @faflec What's a hybrid seal? If it's storage seal + explosive seal, uh, maybe we should consider not using untested seal combinations on the international stage against Keiko?

Untested? It's Kagome's method for using stupid boxes (destroy the storage seal from ranged and release the box).

Eh.....I don't think it'll affect Pangolins all that much. And we kinda suck with blindfight, I think we have 2 Alertness or something while moving.

Alright, now that there is no chance I accidentally bring about the outcome I don't want:

I have an interesting idea on how we could defeat Keiko, based on @MadScientist's observation that our Deceit is much higher than hers.

In general: We could cause Keiko to surrender by making her think that we are about to cause an unrecoverable OPSEC breach of international proportions. Come up with some strategy that ends in us winning through the use of a classified tool, start enacting it, draw it out (letting Keiko deduce it), then ensure that the only way she could stop us sufficiently fast is immediate tap out.

Specifics may differ; I'm not a tactician. Directional explosives? Poor Man's Yellow Flash? Blatant macerator usage? More armor? Skywalkers? Whatever works best.
