The chapter went : "Hazo is depressed", then "Jiraya suddenly has a plan and mysteriously vanishes" and finally "Jiraya brings back Mom!"
It could have been a cunning and careful long-term plan that just happened to be in its finishing stages now.
But I will always believe that he just tossed caution to the wind and went crazy for Hazo!

To be fair, we were told to expect her a while ago - at most, he got her back here early, which isn't quite the same level of diplomatic incident kidnapping/rescuing her would have been.

Current state of the Secret Mission:
- Jiraiya and Noburi left for some reason, but not the others.
- That J took Noburi indicates that he wants a medic on hand.
- Why not Tsunade?
- Did he also bring Tsunade, but wants as many trustworthy medics as possible?
- That J didn't take the rest of the team indicates that he doesn't want us in the fight.
- He probably has a dozen ANBU/Jonin/Spec-Jonin on call 24/7 if he wants firepower, so we don't really compare.
- Noburi probably isn't in the fight either. Just hanging back at the designated medic area with Tsunade and Kabuto, awkwardly trying not to fanboy at them.
- J returns, elated but sober, and dashes off to the tower.
- He recovered Naruto then?
- Noburi isn't back yet. Possibly still working, being the guy who hands over a scalpel when Tsunade says "Scalpel." without looking up from Naruto's chest cavity.
- If Noburi isn't off doing medic things then why hasn't he gotten back yet?
- Hana shows up, but she was coming anyway and due to arrive soon, so I don't think she's related to the mission.

Because while there are more experienced medics, Noburi is still a competent medic who J knows he can trust with important missions (see: that he wasn't happy about giving the spy network mission to a team that wasn't his clan).
But his battery is another possibility. Albeit one that raises the question of what he's still doing if not medic stuff.

Jiraiya just shanghai-ed a bunch of skywalkers from us at a moments notice, was away for a day and a half and then came back in a mood "As good as the Stimulant incident, except twice as good with no stimulants."
If that doesn't imply some serious progress at least then I dunno what it could imply.
We also know that "Jiraiya contacting Snek Uncle about that clue" was one of the things discussed in QM chat last weekend. So theres a good to fair chance they either just tracked down Akatsuki's headquarters or rescued the kid.
(If it is Rain, then its possible they used Noburi to accurately dodge the water chakra sensing rain pouring everywhere too.)

A targeted strike sounds like the sort of thing you need All The Skywalkers for. We don't actually know how far the Rescue Naruto project was along before this. J's been keeping us fairly in the dark about it.
