Personally, I think scheduling a dinner is a waste of time.

If we want his attention, we should go up and ask to spar. If he's anything like he is in canon, he'll find dinner to be a waste of time at best.

"Desperate" is definitely not what I want to affect.
Then invite him to spar after the tournament. We're not going to go from 'stranger' to 'draw him into politics enough to help Jiraiya's vote' in a couple weeks, so we can afford to wait until some time and the tournament has passed before approaching him in a way more to his liking.

Well, we can just keep trying shit. We have ~18-20 days left after this plan is done, right?

As long as everyone that wants to get things done just doesn't vote for []TimeSkippy Options then everyone can compromise.

Edit:

But like theres a minimum amount of social interaction required to start meaningfully interacting with these people in a way that amounts to Getting Shit Done.

Wait, what was the rationale for putting Righteous Face Punching Redux in there? I'm confused.

Also, are we going with the plan of leveling Awareness as much as we can before the tournament, because given how important getting the first strike is in ninja combat, I think that's the most likely way we could get a real benefit from training in time for the tournament.

In the next entry in my continuing series of "are we the baddies?", this bit of insight into Hazou's headspace is both troubling and reflective of how he's behaved up until this point.

Potentially undermining worldwide medical efforts that probably help more people daily than Hazou has helped in his entire life? A worthwhile risk in order to increase the chance of Jiraiya maintaining power, in turn maintaining the chance for Hazou to get the ball rolling on plans to save everyone forever.
Perhaps Tsunade could support Jiraiya without getting intensely involved in the administration of Leaf, especially its more controversial policies. She is Jiraiya's old team mate, I doubt anyone would really be surprised that she'd support him for Hokage. And she could be very prominently involved in things like running a medical school/new university and international outreach/cooperation programs aimed at humanitarian goals. It might even enhance her reputation.

Hazou just got his ass dumped through the stratosphere and needs to distress big time.

He hated doing that back in the Liberator village, he's not going to find it fun now. I really doubt it'll help him de-stress. They're probably not going to say yes when Hazou asks, and Hazou's going to look absolutely insane if he goes on about Righteous Face Punching, which it seems like the plan is calling for him to do.

You make a good point, although maybe it could be viewed as a mix of nostalgia and the enjoyable challenge of martial arts hacking trying to make a deliberately absurd approach (always punch them in the face!) workable?

Heck, I bet Lee would find it a delightful challenge. They could work on it together.

Also, we should make our research proposal for Kabuto sometime soon, preferably next plan. The sooner we get that to him, the sooner we get his opinion/guidance on how much needs to change before it's fit to submit as a proper research proposal.

Do you mind if I chit chat with you about it and type up a proposal in LaTeX?

(All you fancy pantsy biology folks can chime in too I guess :p)

That sounds good. I have a writeup of the topic in my sig that we can use as a base, the formatting is casual and I didn't bother to figure out the maths for a somewhat unlikely edge case, but most of it is prepared and somewhat discussed.

Come to think of it, we shouldn't need to consult Kabuto to find the rules for how proposals are to be formatted. It would be nicer to Kabuto and reflect better on us if what we hand him is already compliant with the rules and just needs help being thorough and convincing enough.

I'm almost afraid to ask, but how does quantifying chakra costs IC actually help us?
It helps Leaf by smoothing out a lot of things. Instead of having to work on rough estimates how much a jutsu costs or how much chakra a person has, if you have the actual quantities you can just say how much chakra the jutsu costs and how much chakra you have, and that helps logistics everywhere from the academy to scientists to mission planning.

It helps us by building our reputation, especially in a way that's more than just weapons tech. Quantifying chakra, as I understand it, is something a large number of ninjas would like but has never been important enough to sic researchers at, like an itch at the back of their heads that they can't afford to scratch, so if this works well for us then Hazou's actions will spread pretty wide as 'a guy who made my life just a little bit easier', which is not a bad reputation to have.

Do we know if two people with the same elemental aspect spend the same amount of chakra on a given jutsu? We'd need a standard candle to quantify things. And if there is a standard candle, presumably /somebody/ has thought to measure chakra capacity in terms of how many times a ninja can perform X jutsu in a row before they're dry.
