  • Detailed Budget + Justification (just need to hammer down the manpower estimates and sample size + other contingencies)
  • various other sections which will be mostly made-up fluff, most of which amount to a paragraph of content or less

Broadly agreed, although we might not need to use our personal funds since we're talking about public works that would benefit Leaf. Those are the sorts of things the government should be funding.

The engine stuff being proposed seems overly complex. Don't things unseal from the same side they seal, which is opposite to the side you touch to active the seal? Then all you need is a box containing a mass, attached to your person, and to seal-unseal that mass repeatedly as fast as you can. It shouldn't be impossible to make a seal that just does that on a loop. Further, even a standard macerator should be usable manually for things like flight and fast transport, since you only need to average about 2 actions per second for net thrust upwards: seal-unseal gives 20 m/s for 100kg, or ~2g, but it's accelerating also the box and attached human. Doing the same for fast horizontal movement should be significantly easier. Note that you don't need to modify the macerator if you use a block of metal.

This produces forward thrust that can be used for flight, horizontally for forward thrust, or attached to some pivot to produce rotational thrust.
I was going to credit that one to you in the spirit of creditting all non-nuke related ideas to you and all nuke ideas to Radvic regardless of who's actually responsible for them

You probably already know, but the seal list you threadmarked also contains jutsu suggestions. I've been commenting these ideas, and I've liked a few so far, though for some of them I've thought changes or clarifications were necessary. The ones I think are particularly good,
  • Earth Board Technique (for Hazō),
  • Shuriken Shadow Clone Technique (for Keiko),
  • Grasping Earth (for Hazō)
  • Adrenaline Blast Technique (for Noburi),
  • Immediate Recovery Technique (with changes, for Noburi).

This technique is an expansion on the common "Water Condensation" cantrip used the world over. While generally fairly pointless, variants of it it see use by the relative few water element types in Sand to improve water supply, and by Wakahisa in mist.

True to its name, it flash-condensates all the humidity in the air of its area (No, it can't be used to drain water from people or their eyes or anything like that) into a sheet of water that falls as it is wont to do. This technique is occasionally used by dual-natured Raiton/Suiton types as a conducting element for their own techniques or other esotetic techniques, though they need take care or they will fall prey to their own techniques.

AFAI can tell, those two aren't incompatible. Ninja politics are naturally super volatile, b/c of, y'know, chakra? So another world war is basically inevitable at the density of superhumans, political factions, and resources that are currently in play. The negotiations are happening to try to prevent a war with Mist in the near future, or at least create a prewar period where Leaf can gain a lot of leverage to limit the scale or impact of a conflict/proxy war with Mist.

I'm mainly concerned about that model because the most immediately obvious failure mode is failure to re-seal fast enough, which sends your reaction mass flying outward very quickly. Other Note: You asked Mari-sensei about the clan's financial situation. The answer is that, as long as the pangolin gold keeps flowing in, you're set. The bills are being paid, the estate is being fixed up, a generous clan war chest is being accumulated, and a lot of the money is being funnelled into the search for Naruto, supplemental to the Leaf budget. More relevantly, however, all of you have a 30,000 ryō / month allowance. That's about $3,000 USD (~2300 GBP or ~2500 euro), and it's pure disposable income. You have no rent, there's always food in the house, and no one in Leaf has to pay for internet service. (Because there isn't any, obviously.) That $3k can be spent on hot chocolate, meals out, clothes, starting businesses, whatever. Just don't get yourselves in trouble with the Merchant Council. If you need more than your allowance, you can probably get it but you'll need to check with Jiraiya and/or Mari.

Black paper isn't an effective way to hide the details of a seal. They can still trace the chakra pathways by touch.

We need to spend 15,000 ryo to buy the 1,500 pieces of paper to put the seals we want to outfit Hazou, Noburi, and Keiko with on. That leaves us with 15,000 ryo. I kinda want to hide it in a bunch of different storage seals on our person so if we need to go missing we've got some -- Ideally, use it to purchase valuable rocks or something so it can't be tracked as easily as Leaf ryo can.

Using steel, it's a sphere radius ~14.5cm.

You unseal into a box, and that box is attached to the thing that is being moved, which includes you. So if you're on a sled, the "box" might be a concave area at the front that catches the ball to drive the sled forward. The storage seal is positioned such that the ball hits the container wall almost instantly, so it's never flying anywhere random.

Personally I'd rather get things that would be very hard to get otherwise. LIke tinted lenses for glasses, for use with flashbangs, etc.

The time for research problems is a really clever idea though. Maybe we could get them to start looking at the viability of making a sealing language compatible with printing presses or something.
