For never having met any of the Capybara or Mara, I am highly suspicious of them. The pangolins are self-proclaimed masters of the martial ground - yet their two most preferred allies when we ask are the Capybaras (master infiltrators) and Maras (master manipulators). While high social-stat partners do in fact bolster the Pangolin clan's weaker areas, I wouldn't expect that to be sufficient to entice an otherwise apparently highly xenophobic clan. At minimum I expect the Pangolins were manipulated into wanting the Capybara and Mara clans as allies.

If there were clans capable of driving a wedge between long-standing allies, I'd presume they would be capable. It might be worth a question whether the Mara/Capybara clans were enemies of the Condors back before the betrayal - or if there were territories in possession by Mara/Capybara that was particularly appealing to the Pangolins or Condors - or perhaps vice-versa (Pangolin/Condor territory for the Mara/Capybara)

The situation seems like one where the Pangolins/Condors are locked forever in a stalemate (preventing substantial external aggression). We come along and break the stalemate, at which point the pangolins commit terrible war crimes which are likely to bring a coalition of other clans after their heads.

2) Using Skytowers more offensively is beyond a major OPSEC breach on our seals. This was ok with the Condors (they were already in a war) but is not an excuse to go to more war.

Surely the Pangolins (who themselves are paranoid about giving us secret techniques) are understanding of this

Jiraiya's presence would, however, be of great benefit. He's also Keiko's clan head, making it a great excuse. Just have them negotiate together and have Jiraiya do most of the talking.

Yeah certainly. I don't think we could do anything sans Keiko though.
 
The tack I basically want to take is very clearly implying that the Pangolins really ought to focus on consolidating their Condor gains and not start other wars or take more land, or else we will 'be forced to' renegotiate the Skytower contract. Enough cordial formalities that the Pangolins can pretend we didn't break decorum, enough implied threats that there's no mistaking what we want the Pangolins to do, and what influence we're leveraging to make it happen.

Argue that expanding and spreading the glory of the Pangolin Empire is righteous, but overexpanding at the expense of consolidation could lead to ruin.

I...maybe. It would depend on the person's identity and relative importance. We do not want to jeopardize the burgeoning Mist alliance by killing one of their ninja, for instance.

Is that a hard no from you on putting the alliance at risk? Even if we had a plan with greater than a 90% chance that we as well as Leaf at large would not be implicated?

That would have to depend on how foolproof the plan was. Which, again, relies on information that nobody has at the moment.

I'm not committing to anything, obviously; I'm just putting out some general thoughts which are subject to change based on the situation.

I getcha. I just want to avoid another incident like the Sunset Racer. It was pretty obvious to me that we would probably kill everyone on board but the thread at large missed it.

I currently have a decent amount of respect for the Condor summoner for continuing to support the Condors despite the poor cost benefit analysis. I would heavily prefer to not kill her.
If possible, I would like to find some way to negotiate with her and therefore the resistance. The problem is of course that the Pangolins probably won't accept it.
 
So @eaglejarl @Velorien @OliWhail In the original version of the rules Keiko's Monomanical (from Frozen Skein) was used on Summoning, allowing her to purchase levels in the skill with (Int x 3) instead of (Int x 1). But in the new rules there seems to have been no equivalent of an XP bump for Keiko, either in the Summoning Stunt (she still spend 250XP) or the Summoning Skill (she still spends 2x normal XP). Is there some other buff that was alloted to her so that she uses Monomanical for Summoning that I'm missing?

Also, is there any particular benefit to leveling the Summoning Skill? FMPOV the skill is just an XP sink since it doesn't seem to give Keiko anything...
