The entire section is just supposed to be Hazou suggesting things to Mari, leaving control of the actual negotiation to Mari herself. All Hazou is doing is bringing up information (like novel Skywalker capabilities) & specific logical argument counters that he's thought of to help Mari negotiate. Should make this very clear if it isn't already so.

My vote won't make a difference, and I am somewhat dubious about the benefit of Lore Update now, given how much I hated Lore Update.

No, sorry, not gonna. That's in point number one of the entire negotiation strategy, and I'm going to presume eaglejarl isn't a jerk who won't adhere to that (provided Mari agrees with it as part of her strategy, which I suspect she will to some degree, though Hazou may need to talk at some points).

Good Plan overall, but I am worried that she jumps into this in her depressed state for the wrong reasons. Basically Hazou shouldn't suggest it, if Mari thinks she needs/wants that she is going to do it anyway.
 
Can we at least ask what will be expected of us as Leaf citizens?

Not knowing proper protocol caused us to get kicked out of Leaf in the first place and we still haven't completely solved that problem.
