Alright, let's ask what this 20% discount means in practice, for our Shadow Clone, Rune research, and FOOM efforts. As reference, Hazou has 315 chakra capacity.
In terms of Shadow Clone, the cost to produce only one clone is now (150 + 25) * 0.8 = 140 chakra, leaving Hazou with 175 chakra split two ways into Hazous with 87.5 chakra each. This 87.5 chakra, of course, also benefits from the 20% discount, and can be imagined as an effective 109 chakra per clone.
Looking up at the maximum, Hazou could create a maximum of 9 clones, for a total cost of (150 + 9*25) * 0.8 = 300 chakra, leaving 15 chakra split 10 ways. Since we have Noburi with us, as long as sufficient chakra exists among the party we can refill any and all of these Hazous as we please.
But what does this mean for rune research? As a refresher, WoG says that we regen enough chakra during the earthshaping process to waive the costs of infusion, so the only thing we need to measure is the cost of Earthshaping itself. I cannot for the life of me remember whether we need to cast it at max Effect for runecrafting or not, but looking at a previous effortpost I have the following numbers: 332 chakra if cast at Effect 6, and 240 chakra if cast at Effect 4. If you apply the 20% discount to those you get
266 or 192 chakra respectively.
Our primary research pipeline revolves around two Hazous doing DoB rune research. To sustain just this, we need to create one clone (140 chakra, leaving each Hazou with 87.5) and then each Hazou needs to do a full Earthshaping run (192-266 chakra). To cover the cap, after casting Shadow Clone each Hazou will need a refill of 105-179 chakra, demanding
210-358 external chakra. This is readily doable even from just Mari's reserves.
But our
ideal research pipeline involves 3-4 research tracks, allowing us to pursue unboosted projects like chuunin-tier seals or very easy runes. First, let's ask how much more it costs to run three clones instead of one, if we presume the extra two are doing seal research (no chakra cost): the initial Shadow Clone cost is (150 + 3*25) * 0.8 = 180, leaving Hazou with 135 chakra split four ways. However, we immediately rebalance Hazou's chakra from the seal-Hazous to the rune-Hazous, so it's only really split two ways, leaving the two rune-Hazous with 67 chakra each, about 20 less than our two-track example. This means we need 40 more chakra to run this set, demanding instead a total of
250-398 external chakra. Again, still easily covered by just Mari's reserves.
I'd broadly advise against scheduling non-DoB runes for the same day as DoB runes, since our prep days for the DoB runes have a lot more free chakra floating around and thus this kind of scheduling does not strain our metrics, but if we do suppose that Hazou wants to infuse three runes in one day, here's how the math works out (I'll also assume that a fourth Hazou is also here doing paper research). With three runes to infuse, we need to cover a total chakra budget of 576-798 chakra, of which we have 135 available, meaning the Hazou collective needs to source
441-663 external chakra. This is the point where we probably need to lean on the rest of the team for more chakra budget.
(Four runes all in one go means
633-929 external chakra, but please, just schedule the non-DoB runes for a different day than the DoB runes. I don't think you even get the same number of prep days if you aren't using DoB!)
So, that is to say, it's safe to say that we can cover our research budget, comfortably so if we don't infuse more than two runes per day. Now, what about FOOM?
The cost of a FOOM block has gone down from 80 chakra to 64, but that's still quite a lot if we want to start stacking it. Given Noburi rebalancing, I'm going to skip the annoying part of the math and just say that each extra Hazou adds 20 chakra to the amount we have to externally source (25 * 0.8). Here's the approximate FOOM milestones:
- 1 FOOM Hazou: 20 + (3 * 64) = 212 chakra, spending 3 blocks for a 1.3x multiplier
- 2 FOOM Hazous: 212 * 2 = 424 chakra, spending 6 blocks for a 1.6x multiplier
- 3 FOOM Hazous: 212 * 3 = 636 chakra, spending 9 blocks for a 1.9x multiplier
- 4 FOOM Hazous: 212 * 4 = 848 chakra, spending 12 blocks for a 2.2x multiplier
- 5 FOOM Hazous: 212 * 5 = 1060 chakra, spending 15 blocks for a 2.5x multiplier
I stop at five clones because, if we're running two DoB tracks, that takes us all the way up to 19/19 FOOM blocks, research requiring 4 blocks instead of 3. If we want to full-tilt, max throttle, two DoB tracks plus five FOOM clones, we need to source
1270-1418 external chakra for that day. If we scrape together all the chakra in the team we might be able to achieve that, but we'd be asking them to sacrifice their own daily chakra to let us run full FOOM. If we only take a portion of their daily chakra, and all of Mari's, we can probably sustain 2 or 3 FOOM clones without much issue. Maybe 4 if there are no rune infusions that day.
(We will need to have a conversation about how yes, actually, Hazou should get all the FOOM chakra, because he's leveling the win-the-mission stat and the rest of you aren't going to get stronger fast enough to matter. In politer terms, of course, but Mari wasn't wrong when she spoke about the strategic situation this chapter. I think it's only really Kei that would lose out from this, but I'm going to stress that I would not ask so much chakra from Kei that she can't afford to summon Snowflake, that'd just be barbaric.)
What does this all mean in practice? Bookkeeping is a headache, so what we'll want to do is cover this topic one time to figure out how much chakra we can source from just Team Uplift, figure out how much FOOM that translates to based on how many rune infusions we do that day, and pin that chart on a wall so we don't have to think about it again.

Once we figure out how much external chakra we can source, just refer to this table to see how much FOOM that lets us sustain. And, ugh, I think it's not as easy as just dividing all this by 0.8 to get the same cheat cheet for no chakra discount, so gimme a sec to make that one too.

Again, just figure out how much chakra we can externally source, figure out how much FOOM that translates to for each row, and pin that to the wall somewhere so we don't have to worry about the math again. This should be all we need to not only plan out our research but also our FOOM in sufficient detail to actually get this research mission cooking.
Edit: scratch most of this, reread the end of the chapter and had a conversation with Stompy and realized that the clones don't benefit from the boost at all, so only Hazou Prime gets any benefits and saves, like, maybe a hundred chakra or so on a rune infusion day. I'd just go with citing the latter table then and let the water effect run out, tbh.
