Part of me wants to query Kei and Noburi for ideas on how to recruit these Dogs; would it be plausible to put the sanity-check/optimization before this section instead of as the header for the next section? Low-priority since I don't think it'll change too much, but my paranoia senses tend to tingle if we don't have a "sanity-check/optimize with the team".
Recruit Orochimaru's cultists. Orochimaru/Endo might know where their groups are; they may be fairly populous...
Would you be able to put this higher up than the "raid a minor village" section - maybe even at the top? I want to order the plan such that the ideas that are most likely to lead to *screaming in Orochimaru mind control* at the end.

I'm leaving you with this, and with the suggestion, if you want to get it to 299, to cut out or edit down the "Hazou's been there; he'll skip the dressing-down." and "Test how much earth Force Dome's chakra pillar pierces." sections.

Ok, that massively updated my priors against FD being rapidly temperature permeable.

I am still massively against researching the unrestrained version (because if it out-ranges our containment Force Dome we may have a continent-killing hypertornado!) but I am now less worried about the best-case scenario.
 
Suggestion: give some idea of how we would go about hiring those ninja. Otherwise the NPCs will say "we can't just walk up to a hidden village", consider that a valid objection, and veto the whole idea as if we couldn't think of anything better once the relevant update came up.

You are neglecting the warrior culture and inherent mistrust of the EN, they will fight to the death instead. They could potentially betray us to Akatsuki if left conscious, so we must drain them to unconsciousness, which they won't allow.
Don't ninja literally get hired by foreigners, with mercenary work being a major form of income for Hidden Villages? Which would be especially relevant to smaller Villages with poorer taxable land? Or has that been completely retconned out of MfD? I feel like this was still a thing back during our chūnin exams and in the early days of Marked for Economics.

I don't have a specific citation - they were around Jiraiya enough that I'm sure they all annoyed him at various points to varying degrees given that he explicitly cultivates an explosive persona. Hazo pissed Tsunade off when refusing to tell her where the Explosive Rune was buried. Kei tried to comfort Tsunade but came across as comparing their grief, getting her in (mild) trouble. Noburi trained under Tsunade and definitely incurred her wrath at some point. Kei and Hazo both upset Orochimaru during the Not Joking Face incident, and now Noburi joins our heroes with a full bingo card.

It's a throwaway joke line, but I think it's nice to joke around with him after he basically pissed himself.

I strongly disprefer this version of the plan. Sub-399 is fine. We aren't scrounging for XP here - no one is close enough to anything (AFAIK) that we're likely to miss the brevity bonus on ~single-day plans.
 
Notable update: my plan now researches Superchillers.

The intent is to have them in our pocket as a trump card we could use if the battle at O'Uzu goes poorly.

@Lord Marshal, @Suleverf, @Cariyaga, I have updated my plan in a manner that I feel maintains the original intent but incorporates the Great Chakra Slurp. It's functionally @faflec's fork but with a change (discussed below).
I am feeling very nervous about this Declaration and running out of FP this update. Can we just cut it and do it when we get in contact with Leaf? I precommit to remembering it in the future
I've taken the Declaration out. I too precommit to remembering this.
