The key point being that all the Hazōs think the same, whereas Kei and Snowflake do not.Put another way, this certainly seems to be an instance where Kei and Snowflake are making an assumption about someone's internal experience on the issue: they experience this phenomenon in a different way and choose to identify as different people, therefore they are. The Hazous (arguably independently of their internal experiences of the Shadow Clone jutsu) choose to be the same, therefore they are.
On the other hand I think he can and should be! Quite loudly in fact! Having Naruto's plan hinged on that, meant it wasn't a very good plan.

Other users have already written ways in which Naruto could have ameliorated the issue, even examples where giving up different "truths"[1] (insofar as "Hazo is currently doing research" was "the truth" this time) to Itachi could have resulted in far lower alarm levels all around.

it is interesting that cannibal naruto clone disobeyed what naruto prime wanted then. perhaps this is the secret to cognitively independent shadow clones oro was seeking all along. he just had to use the cannibal seal on himself.Edit: It's possible that you haven't picked up on this since it's rarely referenced, but Snowflake also suffers from a fundamental lack of autonomy. She reacts exactly like any other shadow clone when Kei orders her to do something, and she and Kei have invested a lot of time in finding ways to circumvent this "feature".

I mean, the Frozen Skein specifically is a unique kind of divergence no other clone is going to have, but if you view it in terms of how much Snowflake diverges from Kei, that's a finite number that another clone could theoretically approach by stacking other kinds of divergence.

Might I suggest writing up a brief description for the rune/rune sequence that we (and the QMs) can look at?I am, once again, asking the thread to have Hazo consider the Conductivity Runes. He has the requisite knowledge for inspiration.
Whether the knob on the runes goes sufficiently high or low, either version of the rune instantly kills people in its AoE in multiple ways.

If that makes the rune easier to research, it may only affect the minds of people in its vicinity (e. g., within 100m of it, such that if someone stares at it from 1km away, they won't be affected).

Edit: this is not to say Kei can't read any of Snowflake's memories. Snowflake can, say, remember what she had for breakfast without needing to exercise forbidden mental functions like initiative.
