One of the elements of ninja demographics is that turnover is extremely high, which means big meatgrinder but also that losses replenish pretty quickly, especially at the lower levels. Our Jounin population plummeted due to the various disasters and likely hasn't recovered much. The chuunin population was gutted but should still have seen a sizeable amount of recovery. The genin population recovers extremely quickly from any and all damage.These are by far the most optimistic numbers we could use. They are accurate and canonical as you could read in the link for leafs stable state. We're significantly below leafs stable state.

The last major manpower drain Leaf had was WWIV, which ended about a year ago. IIRC we've heard that the upper ranks were disproportionately affected by the war, with the genin population not as devastated as the chuunin or jounin populations. Other crises like the Collapse happened at least a year before the war, so in all odds they have negligible impact on the genin population by now even if the upper ranks are still hurting. Between that and their quick replenishment, I'd probably peg the genin population about 80-90% of their stable state, so 1200 x 150 x 0.85 = 153,000 chakra, give or take ten thousand or so. Your chuunin and jounin figures are more reasonable, but due to their lower populations bikeshedding about the exact current sizes probably doesn't affect the outcome that much. Taking your figures of 37,500 and 17,250 chakra and we reach a total of 207,750 chakra, which we can round to "about 200,000" for simplicity. Even accounting for how many ninja are off on mission at any given moment, I figure this probably gives us enough leeway to supply the Sannin with sufficient chakra for their clones.

Does Hazou think that his Out-senses refined by sneaking around the Dragons so often would meaningfully help detect the Dragons if they attacked while the Bosses et al. are still preparing?

- If Hazou thinks he can meaningfully contribute to detecting the Dragons if they attack, stay with Kamehameha as he enters Arachnid.
- Be ready to Unsummon the instant the Dragons appear, after sounding the alarm, of course
- Meet with Enma/Cannai on Kamehameha
- Ask them if the Bosses claiming small parts of Arachnid would meaningfully support the war effort. Clan Bosses are incredibly powerful on their home territory
- Hazou knows this is a huge ask for Kumokugo and the other Bosses and he wants to confirm it would be materially useful before taking it to her
- He isn't asking for more details about the process, just wants confirmation if this is a good idea
- Of course the territory would be returned after the fight. An uncomfortable process for all parties, we know.
- If viable, bring it to Kumokugo. Optimize that meeting with Mari and Kagome.
- Confirm that all combatants are stocked with skywalkers and trained in their use. Have Noburi do the training, if necessary.
- Ask Kagome to ensure there are sufficient skyslicers in Arachnid

Well, if it's any consolation, the fail-state if there isn't enough chakra is "there are actually only 18 Orochimarus and Tsunades" instead of the whole idea failing to work. End total of around 175k chakra in Leaf, with absurdly high average reserves chūnin and Jōnin.
On the other side, how many clans got hit in the collapse? The clanless have been doing better than ever, but a significant portion of the ninja forces, including the power base that makes more ninja forces, has been damaged in the past several years.
See I don't know, I really don't like it when I calculate we're planning on using at least half of the very optimistically calculated chakra in Leaf. That makes me think if we're planning pessimisticically at all, there's no way in hell we have enough chakra.

If I may ask, is there anything about jumps in velocity if you tear the inertia increasing seal off of an object it's been applied to in the notes or a moving object slowing down immediately if it is applied? Or from theory, do we have any idea if we would get some sort of conservation of momentum?
The last seal in the chain, the jinchuuriki seal, is longer than the others, so let's say it took two days instead of one to keep the SC XP rate constant at 0.4x. Other ideas:
- The reflection Dragon is hard to see if it isn't near the ground or clouds to reflect. Do you think we could use those party trick seals from the Conclave entry to create some effects that will then reflect off of it? Alternatively, hornets can fly around with misterators full of dyed water.
- Ruri (Condor Summoner) and Aika (porc Summoner) are seasoned jonin that can both probably summon their bosses too (especially with Noburi 50% overcharge) to get them out of danger.
- The Shifter Dragon that always seems to be looking at you would be a good target for mental attacks that target the eyes if anyone has any (though Hazou knows the difficulty of using genjutsu on unconventional targets.)
- See if Oro or Leaf has any darkness-dome type seals, have fodder hornets fly at the beautiful dragon and climb on.
- Similarly, have some hornets or other flyers fly at the night dragon and (do their best) to climb on with low-power banshees or long duration chime seals. It may be easier to string some spider silk between them and attach the seals there instead so if they fly past it the string might still catch
Meme idea:
- Oro uses a Cannibal Seal on the Dragon that always looks at you. They're already hungry for flesh but maybe we can make them attack each other
EDIT: it occurs to me that the hornets climbing on to the night and beautiful Dragons may need some lil booties to prevent their feet from melting immediately. I'd say just fly close to the beautiful dragon but they're gonna be blinded by the domes so probably can't just float nearby (they can be led by sighted hornets to get there though)
