Stats from a while ago:

Numbers are approximate, but:
1200 genin
250 chūnin
50 jōnin: 20 special jōnin, 20 regular, 10 elite (Gai, Kakashi…)
Pre-ish BotG and Ultimate Showdown numbers I think. So there should be less Jonin.

With Mari (Elite Jonin), Naruto(S rank) and the rest of us (I would peg us at mid to high Chunin but YMMV), we are now a significant percentage of the village's combat strength.
 
Rushing the Scroll (no pre-arrangement with the Snakes):
  • Pros:
    • Hiashi is still in the hospital by the time we publicly sign it and can't retaliate right away.
  • Cons:
    • We can't get the Snake to boast for us that Hazou/Noburi's the true successor to the Snake Scroll.
    • Snakes might outright reject Hazou/Noburi as unworthy.
Setting up for the Scroll (pre-arrangement with the Snakes):
  • Pros:
    • We can get the Snake to boast for us that Hazou/Noburi's the true successor to the Snake Scroll.
  • Cons:
    • Hiashi may recover and make a play for the Scroll before we finish setting up.
    • Snakes might not cooperate; additional point of failure.
imo spending more time preparing for the Scroll Snatch is actually the riskier option, since not only do we risk the Snakes being fickle with us we have Hiashi up and about again and maybe even beating us to the Scroll. Meanwhile rushing the scroll has the lack of snake coordination mitigated by the fact that Hiashi's in the hospital and can't properly respond to us before the waves have calmed down.

Also, incidentally, I think there's a case to be made for having Noburi take the Snake Scroll if we acquire both. Orochimaru was a ninjutsu-spec mednin which suits Noburi better than Hazou. Bring it up with the clan and everything but if we pull this off it's something to consider.

Tsunade has not only the strongest claim to the scroll, but she also has the clout to back it up, both more so than the Gouketsu clan. If she cares at all, then whoever she wants to end up with the scroll will get it, I'm pretty sure. She acts like Oro and Jiraiya piss her off (they do) but she is FIERCELY defensive of them, and if she feels like someone is trying to loot their estate I reckon she'll just murder that person in broad daylight.

Obviously her feelings toward Oro are complex, and it's possible that she won't even care about something as "inconsequential" as the scroll's new owner anyway. If she does though...

Can I convince you to add a section to your plan on getting Tsunade's buy-in (or at least permission) before attempting this?
 
Do we even know that the Snakes would agree if the Pangolins leaned on them? Could we even get the Pangolins to lean on them?

They seemed pretty keen on getting more allies the last time we asked. I don't see why not?

As for the Snakes: Unless they have delusions of grandeur, I don't see why they wouldn't sign on to the Pangolin Express

It was chapter 206-210 something. Keiko came back all depressed because they had a parade and executed Condor prisoners. We were on our way back to Leaf I think.

@Oneiros, would you be willing to add a section where we ask Keiko to look at the entire length of the Pangolin Scroll, so that Hazou downloads it, thereby checking whether it's indeed a seal?
 
Huh, I just realized that we will soon have three summoners in the Goketsu:
  1. Keiko, the pangolin summoner
  2. Noburi, the Toad summoner
  3. Naruto, the Naruto summoner
(I vote we start referring to referring to him as the Naruto summoner in casual conversation, and claiming that the clan has 3 summoners.)
 
Stealing the snake scroll is a terrible idea and using the flimsy pretense of Jiraiya telling us to do whatever it takes to save the world is perhaps the most foolish thing we have done in this entire quest. Any attempt for the scroll needs to be contingent on Tsunade giving us her blessing. We really don't want Tsunade to think that we're grave robbing someone that was so clearly very important to her.

Right, and you also don't actually say that Hazou will do what she says. The way the plan is written, if Tsunade says that it would be unacceptable, we would still do it.
I sincerely don't believe that Hazou is that dumb.

Yes, Hiashi is in the hospital. I doubt that'll stop him from making political countermoves. Hiashi doesn't need to be fighting fit to sway public opinion, delegate, and distribute propaganda. As long as he's conscious, and we know he is, he can fight us on preemptively grabbing the Snake scroll on dubious political grounds.

      • We're Lord Goketsu, acting on the direct order (letter and spirit) of the Hokage: save the world, let no-one stand in our way.
      • Summon Scrolls are valuable resources that have been instrumental in stopping Akatsuki, and will clear numerous problems for Uplift.
      • Jiraiya was Orochimaru's team leader and heir — his scroll rightfully belongs to the Gouketsu.
      • Brandish Orochimaru's pardon and will as appropriate.
    • Check with Keiko: if you aren't trained in Summoning, can you safely sign the scroll? If yes, sign once acquired.
    • (Would anyone even be willing to teach Hiashi summoning?)

    • Improving treatment of conquered Clans.
    • Conquered Clans' jutsu (Condors' space-time ninjutsu?).
