It is. But we can't exactly say, "Deidara can't fly and drop bombs anymore, and Konan can't fly and generate explosive tags anymore, and Pain can't summon freaky bird things anymore, etc." Nor can we say "Oh, by the way, people other than Ōnoki can now fly because it's only fair."
But surely you could say "Deidara's birds have limited aerial mobility and flight times, Konan's flight takes active concentration to maintain, and Pain's summons are dumb AF." Not to say you did it wrong, I was just surprised when making the quest you didn't object to the outcome being a seemingly foregone conclusion.

You- you realize that she's leaving to conduct the social equivalent of Kagome's Bliss, right? I wasn't kidding about the importance of suicide watch. I don't know why nobody ever listens.
This is a feature, not a bug. We get some use out of Mari (instead of her sitting around like a lump), she dies, then we try to get Hana. Hazo gets Momma back plus a reliable guide to the full power of Kurosawa powers, and we can use Mari-sensei's martyrdom for Team and Clan as a convenient inspirational point.

No! Bad! Stop!

Not only is "more connexions to Mist" a bad thing, but Mari-sensei is an important main character and it is IC to want her to survive. And I don't want her to die...

We should have an open and honest discussion with Tsunade, but do not ever try to manipulate her. Calling her a coward would be a particularly offensive and hamfistedly obvious example of manipulation. And untrue besides.

This is true, it's also the thing i noted as optional and dangerous.
But if she doesn't want to take the hat when Hiashi is the alternative, she is, in my opinion.
Is it understandable? Yes, she spent her whole life to create her image of neutral medic-nin and becoming Hokage would burn it all.
It's a dangerous thing do to for her, that wants nothing to do with politic.
But..well, neither did Jiraiya, he still did it when Hiruzen died, because someone needed to.

The best argument is to ask her whether she thinks Hokage Hiashi would be what's best for the village, and if she doesn't then ask what she's willing to do to prevent that.

Oh, C'mon, We all know he's not, she knows it, we know it, and everyone in a 100 km radius from(and in) Konoha that isn't called Hyuga knows this.
Her answer will probably be "Tell me your opinion instead of spinning it harder than Mari"

*Prepare plan "Kill everyone in leaf to take the Rinnengan and resurrect Mari"*

This said, there is a more important concern.
If we are going to adopt clanless in our clan, then there is a problem, a big one.
Under what reason will our clan exist? Without a common goal and a common soul the second we take some member the Goketsu will fall like a castle of cards.
Uplift?Peace?Overwhelming firepower? A place where worthy clanless can help each other?
As an example, AMI has as core the favors Ami has, but also the whole "The young blood of mist that will bring the village in a new era of prosperity"
What do we have?
Ironically enough, Tenten and Lee are like, the best here to adopt, because their values align with ours, while Akane is already part of the Goketsu, only not in name.

Went ahead and implemented these two suggestions
Noburi and Keiko made some point good points about not adopting too many people at once. We should probably hold off on tapping too many clanless at once. Personally I would say three people max including Naruto, and then look into more people in a later plan. I'd probably drop the people we barely know/interacted with like Kurenai, Anko, and Kabuto, and look into their situations more later.

Not my plan but just some thoughts I had

Fair enough, but we are talking about "Your brother died, after your other brother that just returned to fight with you died, after your father died".
She saw us once? Twice? Now , if she want to vent with us good, but i doubt she will just because we are here, this is what i mean.
To be fair "let her vent" means letting her vent. That could mean talking to us for a bit, having us leave to process the information, just having us leave the room for a bit, or even just skipping that and getting down to business so she can have some alone time later.

Shower thoughts:

Pain used Samsara of Heavenly Life while controlling Yahiko's body, and there was no indication anyone knew of the Six Paths of Pain technique. Depending on specifics of the technique, Nagato could still be alive, along with all of the Akatsuki, essentially having faked his death.

Isn't it convenient the jutsu gave him just enough time to say goodbye and give his orders before dying? What kind of technique has a cost of your own life, but respectfully lets you get in last words first?

Young, with a mop of untidy red hair. Thin, like he hadn't been eating enough.

Sounds like it was the real body. He probably couldn't use the other bodies because of the ritual.

@faflec @Oneiros , Some suggestions:
  • Send Noburi to the Hospital to help out (in general), he can gather info on Tsunade, Hiashi and Naruto and report if something changes
  • We should bring Tsunade some strong alcohol as gift, even if she can't drink, she probably wants alcohol more than flowers
  • We need some strategic information about the other nations, who are going to be the new Kage?

The alcohol is a nice touch, but I wonder if a quality vintage is a good idea, or if she would prefer a few bottles of sake instead.

If Jiraiya has a stash of alcohol, take the best Jiraiya had and give it to her.
She can drink? You drink to his memory, together.
She can't? It's hers, Jiraiya would have wanted so, but it would make us happy if, when she's recovered, she'll come to our home and drink to his memory together.
I'm fairly he would have preferred this.
But before we should read his will, just in case he already wrote down something like that.

All of this because of you and Team Uplift.
Oh, I didn't try to say we never did anything that mattered or that will have consequences, I agree with your points, but I still say we had little to do with the ultimate showdown that just happened, nothing to do with Oro, Nagato, etc.

At most we helped akatsuki capture Naruto by proxy(and oh boy does that sound bad, let's not say that out loud ever to anyone). Like it woulda probably happened later, maybe akatsuki would have more time to prepare or they could lose someone trying to capture yagura without our help, but it still would go down.

Like I know we are doing stuff, but I just saw that a ton of people were doing more awesome stuff, that has immediate consequences, not this long term butterfly effect crap.

Frankly put, considering Nagato alone was worth multiple Akatsuki, this outcome is fantastically good all things considered.
In any other situation, we would have been stomped in the ground pretty brutally.
Even if only by Pain going to Konoha and burning it to the ground with the Akatsuki and killing everyone.

That was beautiful. Hazou stepping up to the challenge in this update gives me much greater confidence that we can pull off what we need to win this game.

I'm also kind of torn. This actually is the best time to strike and remove rock and cloud. If we eliminate those villages leaf is the uncontested superpower. A domination Victory isn't as good as a diplomatic one here, but it's definitely workable.

So...part of me is asking "do we want to stop the next world war?". And...not gonna lie, I kinda want Leaf to go full Pangolin Empire on the Human Path.

You guys are aware that there are seven S-rank criminals out there, right? Dedicated radicals whom their leader, with his dying words, ordered to pursue peace "the hard way". And you really think starting a world war is the right decision in these circumstances?

I feel like a decent chunk of arguing against Hiashi's candidacy will be up to convincing the clan heads just how fucked Leaf and the other ninja villages are, and just how far we'll have to go to regain a measure of control over the world.

Personally I would say three people max including Naruto,
Seems reasonable to me. If so, they should be Akane, Tenten, and Naruto, in that order. Yes, I know that Naruto is potentially the most important. That's not important. A) We need to show our loyalty to the established crew, and Akane is a core member of Team Uplift, while Tenten is also a long-term friend. B) We do not yet know what condition Naruto's in post-Itachi. Is he merely traumatized? Is he broken? Is he stark raving mad? The answer to this question matters.

In addition, clanless account for thirty-seven percent of the ninja forces in Mist, yet seventy-one percent of all disciplinary action. Clanless ninja are approximately the same percentage of the population here, meaning roughly five hundred individuals. I have not investigated the precise figures for crime or disciplinary hearings, but other facets of military service are essentially the same between the two forces, so I have no reason to think they are different in this respect. We may debate the causes if you wish, but the fact remains that clanless ninja are far less respectful of authority than clan ninja.

I know you said you wanted to include more racism in the story but I am surprised even Keiko is falling for the narrative.

"I...believe that Tenten's skills would be a positive contribution to the clan."

:D

Noburi glanced at Keiko, clearly struggling to keep a knowing smile off his own face. "Yeah, I think that would be a good move. As to Akane, it would be great to have her but I'd be worried how it would work between the two of you if you're Clan Head and she has to follow your orders."

Are clan adoptions limited to the living?

Tune in next week to find out!

Marvelous update btw.

We can do a large number of things at once, we just need to make sure its not going to take like 3 big scenes and 9 hours of spoons on the QM side.
That's very nice of you. In my home, Thursday is known as "Writing Day" because an update can easily take 7 hours or so, during which any attempt to get my attention has 50/50 odds of success.

When making the quest, you were missing-nin fleeing from Mist to Fire. Forget Akatsuki's endgame, I personally was surprised that you lasted a month.

Mm. I'm not sold on the leading plans; a philosophical disagreement more than anything, which is pushing me to propose my own.

Word Count: 398

[X] Action Plan: Order of Operations
  • Tasks
  • Cry.
    • It's okay to cry.
    • It's not okay to stop moving forward.
    • Don't waste time drying tears.
  • Tsunade
    • Be cognizant:
      • Show measured sympathy:
        • She just lost her teammates.
        • She hates pity.
      • Let her vent.
      • She dislikes wasting time.
    • Attitude: Be respectful, firm, and serious. Don't aggress, don't retreat.
    • Meeting:
      • Deliver Jiraiya's message.
      • Offer condolences.
      • We're planning to adopt Naruto, as Jiraiya wanted. Is he OK for visitors?
      • Discuss the broadsheet's accuracy.
      • Is she going for the hat?
        • WW4 must be avoided.
          • Someone's preparing for war against Rock/Cloud.
          • Win or lose, in the fighting the villages will exhaust their remaining strength and collapse soon after.
          • Dying villages will launch vengeance missions on civilians and their fields.
          • Then disease will set in.
        • This is the greatest chance for lasting peace in the EN.
          • For the first time in recorded history, all village ninja fought together.
        • Additionally: Hazou's talked with clanless when returning; they don't think "mudfeet" can be mednin.
        • We need someone who can credibly oppose Hiashi.
          • She's the best candidate.
      • If she's unwilling, ask who she'd support.
      • Thank her for her time.
      • Her advice is always welcome.
  • Check what Jiraiya has left for Naruto.
  • Naruto
    • If Naruto is unable and/or willing to talk, hold this section.
    • Demeanor: friendly, open. Probably still crying.
    • Talk to him at earliest convenience.
    • Introduce ourselves.
    • Hand him what Jiraiya's will bequeathed to him.
    • Let him vent.
    • Explain our history when asked.
    • Jiraiya wanted us to adopt you; it's your choice.
    • Do you want to go for Hokage?
      • Relay Tsunade's anwers.
    • Nice meeting you. Hang out sometime?
  • Return to the compound
    • Read Jiraiya's will and answers.
      • Focus on whatever instructions he has for us if he's dead.
    • Review the gathered information.
    • Begin replenishing seal stock. Prioritize skywalkers.

Hazou: "You're kind of like Yagura, you know? Kill enemy jinchuuriki! Rawr! Do you guys really want inefficient weak Yagura as Kage? No thought so"

Ren letting them go is probably good indication that WW4 isn't going to start tomorrow, I doubt she would make such a huge mistake. Because if she were worried, she would have probably agreed to kill them/take them hostage.

Also most of Shikaku's speech is still relevant:
"But I won't," Nara said. "I will support Jiraiya. He has the contacts and the experience. Instead of fighting with him I will devote my efforts to keeping him reined in so he doesn't go rampaging around the village threatening clan leaders and destroying buildings."

Jiraiya's blush got deeper.

"Now," Nara continued, "despite Jiraiya's undeserved slander, I know that the Hyūga are some of the strongest champions of Leaf. He's not wrong that you can be too formal sometimes. For example, I am aware of several merchant families who prefer not to trade with the Hyūga because the merchants in question lack formal education and trading with you makes them feel inadequate. They may be uncouth, but I estimate that driving them off has cost your clan roughly eight percent of its potential income for the last six years. If it would be helpful then I would be happy to offer my services as a consultant, and introductions to the families in question, once we have settled this current issue."

For the first time, Nara sat up in his chair, his gaze sharpening as he looked around the table "Make no mistake," he said. "We face an existential threat to Leaf. When—not if, when—word gets out that our Hokage and ANBU were slaughtered and our jinchūriki taken, Leaf will be the laughingstock of the Elemental Nations. Leaf is powerful, but the perception of our power was based in large part on the knowledge that we controlled the Nine Tails and that our leader was the God of Shinobi. Sarutobi was respected and feared throughout the Nations. He was both charismatic and wise; our favored trading status with River is based in large part on personal relationships that he built. With him gone there will be a great deal of uncertainty as people wait to see who the new regime will be and if we will have a smooth transition of power or if we will break down into petty squabbling." He shot pointed looks back and forth between Jiraiya and Hyūga; both men had the self-awareness to look away. Nara paused to make sure that he'd driven the point home, then continued.

"When I say this is an existential threat, that isn't idle speculation. Thirteen years ago the Nine Tails destroyed eight percent of the city and the Fourth Hokage died stopping it. Our trade plummeted for three months and did not return to its former levels for three years. In large part that recovery was due to the speed with which the Third Hokage came out of retirement to take up the office again after the Fourth's death, and the amount of time that he spent on diplomacy thereafter. I don't know if you recall, but Sarutobi was only in Konoha for fifty-two of the four hundred days after taking office. The rest of the time he was traveling to our allied nations and some of the neutrals, rebuilding our relationships and reassuring everyone that we were still strong enough to make a reliable trading partner.

"Losing the Third so soon after the Fourth is going to be a disaster for us. Civilian families are going to feel unsafe; they will begin migrating to other villages, taking their labor and economic resources with them. And no, Manaka, clamping down and preventing them from leaving will only make the situation worse. We need their loyalty, and that cannot be gained with a stick." The Inuzuka clan head sank back into her chair with a disgruntled look.

"We desperately need to show ourselves still strong; we need to find these cloaked ninja, kill them, and recover Naruto. We need to do it soon, and we need to present a united front while doing it so that foreign nations will not believe they can drive wedges between us and pry Leaf apart.

"Now, my suggestion is this: Jiraiya, you will serve as Hokage for the next three months. By the end of three months we will either have dealt with our enemies and retrieved Naruto or we will need to face the fact that he is beyond our reach and turn our efforts to preventing Leaf from bleeding to death slowly. In either case, at the end of three months you will agree to step down in favor of the candidate selected by the Councils...which might be you, depending on how your time in office goes.

"For the duration of those three months, the Nara are completely at your disposal. You may draw on our treasury, have unfettered access to our library, and use whatever other resources we can offer. I will make available whatever ninja or civilian operatives you need, even if it means shutting down our internal projects. Leaf needs us, and the Nara will answer the call."

Tsunade as Hokage would make sure that the other Nations know that a (somewhat) decent person is in charge, she did give her medical ninjutsu more or less to the whole world, that should count for something. Civilians would also feel save.

Also who knows, Hiashi might be a good Jonin commander. He did take control of the Leaf forces, while Tsunade went berserk.

Feel free --and this goes for @eaglejarl too--to come back to us with that sort of info post-update ("Good plan, complete nightmare to write though" or something like that) so that we might see about what we can do from our end in making that whole process more streamlined for you guys!

( On the off chance that that and/or my original statement raised some hackles: Oops, perhaps my wording was a bit careless. Sorry  Qualitatively, what I was getting at with that original statement was that now that things are more reasonable (compared to before at least) size-wise there doesn't necessarily seem to be a direct correspondence between number of things done and how much time it takes away from y'all or how unpleasant it is to work on. So we should maybe keep that in mind. Sometimes it might just be that a particular collection of actions is doomed from the outset, but otherwise keeping that in mind might be a good idea playerside.)

So yeah.

Adopt Rock Lee and Tenten! Youth and stabby things for the win!!

[To Tsunade:] Are you aiming to become Hokage?

Maybe add (something to the effect of): "We will back you 100% if you do. If not, how about Naruto (or literally any living creature aside from Hiashi)?"

Jiraiya's bequeathed

Is that supposed to be "Jiraiya's will bequeathed"? Also, minor nitpick but your plan has us reading the will later. IMO that should be first thing, since it might contain time-sensitive information, or otherwise drastically change our perspective.

Do you want to go for Hokage?

Maybe add: "Relay Tsunade's answer. Ask him if he will back Tsunade for the time being if she wants the hat."

Hrrm, it's funny to imagine the equivalent of the scene where the sad badass sharpens all their weapons and heads out to get justice, but for a seduction expert. Like Inoue is fiercely putting on makeup and choosing just the right outfit, but set to the music of 'grabbing guns off a big stack of guns' from a typical revenge movie.

That said, my guess is that she's gone out to make the acquaintance of someone who has been pining away from the glamorous foreign redhead ever since she showed up in this village. Put that high social stat to use. The next time we see her she'll be Lady Hyuga or some such.

Wait, but isn't there already a Lady Hyuga?
...
Oh. Damn, good luck with that Inoue. Killing a man's wife while seducing him? That's a real Jounin-level mission right there :D

@huhYeahGoodPoint @faflec @Oneiros

Can you add a bit asking Noburi to figure out more about Team Nakano + Extra Guy's specializations and to find out this info for prospective adoptees? Nakano is a "mid-range lightning ninjutsu specialist, with a backup penchant for CQC" per WOJ, but the capabilities of the other three are unknown. These would be good to know (if possible) for an adoption analysis effort post I'll be doing later.
