To open the seal on both sides we need?
  • Seal.
    • Minimum, the sacrificial sealmaster needs to know how to infuse a rift opening seal, leave copies on our side. Die. Somehow bring over copies to the other side or make them there from scratch. With Leaf on board, Manjiro would be a good candidate. Assist him to get progress on the seal while healing from Severe?
    • Different option. Bioseals are part of your body, more likely to naturally carry over to Pure Lands. Trade Orochimaru primordial seals to bioseal rift opening seals on humans of our choice?
  • Location.
    • Person on the other side needs to find the rift. Not easy. Unlikely to be able to make a seal that opens the rift from a random distance.
    • Rift finding seal is one more seal added to minimum research pile.
    • Easier if we have more rolls of the dice, kill more helpers to hopefully drop somewhere close. Hard if restricted to sealmasters. Makes bioseals look better.
  • Timing.
    • Seals need to be activated on both sides at same time. Need way to coordinate.
    • Different option. Make the rift opener a paired seal with a custom trigger. Stays in standby when activated until it detects the activation of partner. Risks Akatsuki interrupt if we need to babysit our side of the rift for unpredictable lengths of time.
  • Follow up.
    • Rift opens. Now what?
    • Need a strong idea of what to do + whatever preparations entailed.

Agree.

---

I'm really hopeing that dying right by the rift scar would place them nearby in the afterlife. This is a gamble.

IIRC, our séance showed Jiraiya clothed. This implies that we can transport seals to the pure lands(or at least blanks).
If we can drop someone in nearby, that solves the timeing issue.

"Does the Human Path location map to the pure lands?", and "can we get at least a smidge of chakra?" are the big gambles.
  • If we get lucky on location+chakra, any sealmaster should suffice.
  • If we get lucky on location but not chakra, sealmaster+Noburi should suffice.
  • If we don't get lucky on location, two-seal necromancy isn't very viable.
This is *risky*, especially if we commit Noburi. But it is a chance to win the necromancy race, despite the slow-and-steady approach being ruled out.

Well that's a troubling feeling, any way I can help you resolve it? Maybe if you were a bit more specific.
The chapter where Itachi's Shadow Clone walks into the War Room and everyone wants to kill him happened today. Akatsuki killed the Hokage yesterday. And you are acting like a little speaking about some abstract problem she's never heard of will make them all go kumbaya.

At the same time Itachi came in dictating terms. "There will be no negotiation" is what he said. Why would he agree to any limitations or compromises regarding his necromancy plan coming from the Hokage of Leaf?

Shikamaru hates Itachi just as much as he hates the rest of Akatsuki. Especially right now. He's not a robot.

Most people won't really believe that the afterlife rescue thing is possible, especially at first. The Will of Fire, which is the state religion, clearly states that Leaf's fallen heroes have become one with it.

Itachi is an S-ranker who clearly told us to join now or forever keep our peace. And that joining would mean going completely incommunicado with Leaf at least until the day Nagato is back on his feet and ready to become the informal head of AMITY enforcement. How exactly are you going to convince him that actually that is completely unnecessary? Just "Dragons"?

[] Action Plan: The EV of This Intervention Is Net Negative
I'm fine with the gist of it, but I don't much like that it only addresses a single point and then ends without having really prepared us to say yes or no to the offer right after.

Edit: Isn't voting open? Didn't it already open when you posted that? For me the end of the last chapter says that voting opened almost three hours ago.
This is *risky*, especially if we commit Noburi.
Lol we are not ritually sacrificing Noburi when we don't have a single clue whether:
  • The rift location is now monitored by Akatsuki.
  • Seals make it over upon death.
  • Bloodlines make it over upon death.
  • Basic items like clothing make it over instead of being facsimiles based on self-perception or whatever.
Suicide is one thing, but killing family is not the correct way to proceed.

[X] Action Plan: The Dragon War Calls, Faflec Edition
Word Count: ???
  • General:
    • Itachi almost-certainly-wanted-to-say he wanted us dead during the meeting. Itachi still does not like us. Yet now he's being polite.
    • During our first meeting, Hidan mentioned a failure related to Itachi blabbing when he shouldn't have.
    • Itachi is buttering us up/making a recruitment pitch. It is unlikely Itachi sees us as anything beyond a valuable-but-not-irreplaceable tool, to be disposed of once its use is fulfilled.
    • We need a really good excuse to say no without getting killed.
  • Mood:
    • Maintain OPSEC on anything EM-related, FOOM, and ES/lithosealing.
    • Be polite. Answer when prompted. Don't withhold information, but don't segue or waste Itachi's time with stuff he knows.
  • Discuss the Dragonwar threat.
  • Hazou is a major player against the Dragonwar:
    • He's one of three people/sealmasters able to access the Great Seal, and he's keeping up with Orochimaru in developing solutions to it failing.
    • He's gotten a Dragon killed via Skyslicers.
    • His testimony is a major factor in swaying the Conclave to march against the Dragons.
  • Hazou joining Akatsuki would dismantle his ability to support the Dragonwar.
    • We'd lose access to everyone else working on the Dragonwar (i.e., its Summoners).
    • The Conclave would never accept a turncoat-twice-over.
    • Almost all Leaf's Summon Clans will hate us for joining their Summoner's killers, and the tension will boil over in many ways.
  • Hazou doesn't know how long him and Sasori working only on rescuing Pain will take, but he can imagine it as a years-long project.
    • In this time, the Dragons may well break free fully; or the currently-free Dragons may start devouring more Clans. The situation is volatile.
  • Based on this, Hazou must decline Itachi's offer.
    • Winning the Dragonwar requires repairing/remaking the Great Seal, or killing scores of clan-killing abominations.
      • Hazou is vital for the first.
      • Pain could do the second, but he has to be rescued first.
    • As much as Hazou wants to save everyone faster, he can't take the risk of a Dragon interrupt killing everyone forever.
    • -internally- also, Hazou doesn't want to be a traitor again; he actually likes Leaf and wants to help them.
  • That being said, this doesn't mean we're unwilling to help, just that we can't go with you.

I don't think any of the discussion that happened invalidated any parts of my plan. It was all about the pros and cons of going/staying and how to handle it if we do. My plan on the other hand is about talking to Itachi and delaying decision-making by another turn. So I'll just repost it as is for now.

[X] Action Plan: What's an Akatsuki Anyway?
Word count: 296
  • Internally, Hazō is obviously conflicted.
    • Cons:
      • Leave Leaf and loved ones behind.
      • Endanger Gokētsu.
      • Knows little about Akatsuki.
        • Many of them seem not nice.
    • Pros:
      • May be only way to stay part of Necromancy. Only way to save Akane.
      • Only way to influence Nagato.
      • Nagato might have been right all along.
  • Hazō has concerns. Politely ask Itachi if he can help assuage them. Have a respectful conversation trying to touch on the following while being open himself.
    • Hazō doesn't know Pain's actual goals or Akatsuki's ideology. We spoke of him before, but only in vague terms. We want to truly understand him.
    • What exactly was the hoped for result of the Nagi Island ritual? Peace yes, but in what form? Your enemies thought it would do something horrifying.
    • Why do each of the other Akatsuki members work towards Pain's goals? Some of them don't seem to put a high priority on peace.
    • Hazō started the resurrection project partially to get back loved ones. Is there still any chance for that?
    • How can we protect Clan Gokētsu from the fallout of Hazō leaving to join Akatsuki? A Clan Head of a new Clan going traitor endangers their futures and their lives, both of which we accepted responsibility over.
    • During negotiations you said "One point, however, is already settled. Gōketsu Hazō must d–". If you were going to say "die", what changed your mind since that short amount of time? If you were going to say something else, what was it?
  • Don't give in to anger or fear.
  • Retain OPSEC.
    • EM
    • Isan
    • FOOM
    • ES
    • 3D Sealing
  • After the conversation finishes, say that you need a moment to think.
    • The answer to this will decide the future of everything you care about.
  • End chapter to vote for actual answer.

Reasoning, not part of the plan proper:

The goal of the plan is to delay the real time decision and to get information relevant to the players for making the decision. Secondary goal is to squeeze out useful information even for those players who have already decided for themselves, but without making it seem like Hazō has already decided for himself.

The method is by making the Hazō-pilot actually undecided. The cons are deliberately toned down and less emotional, while both cons and pros are kept relatively concise and non-exhaustive.

The questions are just my questions. I am more than happy to ask additional ones, though we should be careful not to overdo it. This is not an IC delaying tactic and Essies aren't big on patience. I am also happy to be argued out of asking certain questions. Either way, we should stick to questions that at least seem relevant to our decision here and that don't dig for Akatsuki secrets.

I am deliberately "forgetting" Dragonwar considerations, since those might influence either Hazō-pilot or Itachi to make a decision on the spot. This would be counter to the spirit of this being a compromise/delay vote. The Dragonwar is important enough in a vacuum that we can include stuff about it together with our actual yes/no decision. I also think that nothing Itachi has to say about it will new information that's very relevant to this decision. Faflec already mentioned the biggest problems and those are either partially covered by whatever Itachi has to say about making Hazō look like less of a traitor to Leaf or are things that Itachi can't really do much about.

I did not include stuff that's deliberately phrased to make Itachi less likely to kill us. Those can be part of a subsequent Do Not Join Akatsuki plan.

I did not much care about word count. I don't even know how much XP will matter in the grand scheme of things if we join Akatsuki in order to lighthouse until we resurrect Nagato.

Edit for changes and reasons for changes:

Itachi told us to call Nagato "Pain", so I switched to doing that.

I tried to change the questionnaire into a conversation. I don't know if I did a good job of it.

I phrased the resurrecting loved ones thing into more of a hope than a demand.

I cut the Hidan part as per request.

Since I emphasized the conversation part and tried to make Hazō be more genuine, I made the emotion suppression part more specific and less extreme while also securing OPSEC.

@Inferno Vulpix Here ya go, have some planning pseudocode.

[] Plan Snippet: Please Do not Use This Verbatim
  • There's a couple things that need answered before Hazou could responsibly join.
  • First:
    • What was Pain like? Hazou doesn't really know what he wanted, from the ritual or from the seedling, or what would he would like to make.
      • Obviously some of these questions might not be able to be answered right now but whatever information he can get would help him decide.
    • Itachi has implied it would be a world Hazou would not disagree with too strongly, but -- try to give him the pitch?
  • Second:
    • Hazou is currently collaborating with Leaf to prevent the destruction of the seventh path, which Itachi may or may not have heard from the Crows.
    • This is a real actual problem and he's not lying about it, just get in contact with Enma if you have concerns about that.
    • Therefore, it would behoove Hazou -- and Akatsuki, even -- for him to be able to continue collaborating with Leaf on this front.
    • Does Itachi have any suggestions for how to maintain this?
      • If the intent is to dissapear him for that period of time, it is, therefore unworkable, but it's possible that you could do one of the following, depending on your considerations:
        • Hire Hazou from Leaf as a long-term mission
        • Bring Hazou in as a diplomatic envoy, along with people from other nations (so it doesn't stand out)
          • Hazou is not good at lying to the point that he could lie to any of the experienced Akatsuki directly, and would be willing to submit to irregular interrogation to prevent loss of OPSEC on Akatsuki's part.

Retain OPSEC.
  • EM
  • Isan
  • FOOM
  • ES
  • 3D Sealing
Note : Why include this? By default Hazou knows to maintain OPSEC unless told otherwise, otherwise we would have to attach an endless list of things to keep secret in every plan. The conversation is unlikely to venture into these areas, as it is supposed to be a talk about Akatsuki's goals and the prospects of our friends and Clan Gouketsu within Leaf in the wake of our hypothetical disappearance.

I'm kinda worried there will be a scene shift to Rain immediately, honestly. Ultimately a discussion on Pain's philosophy and the consequences of Hazo's departure for his friends are unlikely to take up an entire chapter, I think, if Itachi is even open to discussing all that at length before we join. Regardless of our wishes for making the decision after the actual update, said decision could well be made for us through an interaction between Itachi and Hazopilot if we don't clearly resolve our choice one way or the other and merely attempt to sound out the possibilities.

If that happened, the plan as is would explicitly prohibit sharing 3D Sealing, while also making no contingencies for the possibility that the plot drags Hazou well outside its scope, all while public sentiment has (I think) shifted towards sharing 3D Sealing with Sasori as a way to build trust and contribute immediate value despte still suffering from debilitating injuries that make it impossible for us to properly display our Sealing prowess until they heal, which is something we need to earnestly explain if we join, amongst other things. Given the significance of the update, I think the plan could use a significant wordcount expansion to accomodate contingencies and "what to do ifs", allowing Hazou to make a decision dynamically based on how things go and locking in our approach for the possible meeting with Sasori, rather than leaving everything up to chance.

Occurs to me framing the dragonwar as a broader existential threat might not be the best approach. Hazo could just call it "a major sealing project I've been working on with, among others, Asuma and Orochimaru." There was a prior agreement that Akatsuki would not interfere with his work so long as he did not interfere with theirs; since then, apparently the closest Hazo has come to interfering with their affairs is constructing static defenses inside Leaf, which he could not reasonably have anticipated would be a problem unless they broke the deal first by attacking it.

Hidan, meanwhile, killed a summoner who he knew for certain was working closely with Hazo. Granted, there were mitigating factors - that's the whole meeting we just finished - but in that context, dragging Hazo away from Leaf without some sort of reasonable accommodation for his continuing the dragonwar project would amount to flagrant unilateral disregard for the spirit of that original mutual-noninterference deal.
Occasional meetings on the seventh path, with however much close supervision they deem necessary, possibly Hazo reading word-for-word from a script (which some Akatsuki opsec expert reviews in advance to prevent coded leaks), should be sufficient. Plus Tsunade approving his departure as an official mission, of course.

I would be willing to vote for this, but i can't vote for any "reject the Akatsuki plan" without at least trying to have the Akatsuki bring Akane back in case they succeed. Because we're rejecting their necromancy plan without having an alternative. Leaving Akane dead is non-starter for me.

[X] Action Plan: What's an Akatsuki Anyway But With Dragons

The only thing that gives me bad vibes is the "Hazou doesn't really know Pain's actual goals or Akatsuki's ideology", It's a lenghty discussion that we don't know if Itachi is willing to do, and it's a touchy subject for him. At the end of the day what we're interested in is "What will the Ritual do/can it be done again", because we have no idea what it will do.

I don't think it will be a problem, but if we're scared we could make it shorter, or more concentrated on the ritual.
Another thing we could do is ask what the Akatsuki's concerns regarding us are, so we can also help them, understand us better and show our goodwill.

So, not to distract from the debate or say that we shouldn't treat them with all due seriousness (assume the worst, hope for the best, etc), but I'd like to register a prediction:
Hazo and Leaf are not mission-critical for addressing the dragonwar.

Reasoning:
Hazo is not the only skilled sealmaster around even if he is the best known, and the situation is no longer obscure. If Leaf gets isekai'd by a mysterious land whirlpool tomorrow, then the summon clans would still be aware of the issue. They might not do anything for a while, but once two or three more clans get wiped out, they'll get their asses in gear and start asking and demanding help from their summoners, who can then spread the word to other hidden villages and recruit sealmasters. It becomes a Nagi Island 2: Electric Boogaloo, and the situation is resolved with heavy casualties.

[X] Action Plan: What's an Akatsuki Anyway But With Dragons

I would prefer a plan that tentatively leans towards accepting Itachi's offer in approach rather than one skeptically leaning on the side of rejecting it unless further persuaded, but alas no such plans currently exist, so I will update my vote accordingly as/if they emerge. In any case, I think its crucial we don't outright reject the offer, because even if Itachi is appearing to act sensibly, refusal might mean death like refusing to abandon Hidden Swamp when asked by Inoue Mari early in the quest likely would have. Not saying its likely, but a low chance is still too much to risk an outright "no".

Plus I would personally find Clan Head : The Quest in crumbling Leaf a lot less interesting a read than Researching in Rain, and leaving gives us greater odds of achieving a "victory condition", so as long as we can acceptably resolve the turmoil that our departure would cause in Leaf, I would prefer to disappear at this juncture.

Eaglejarl asked whether only certain things should be covered by OPSEC when only those things were mentioned in another plan. I added "be open" to my plan and wanted to make sure Hazō is not too open. It's a mere 7 words and my plan is not word optimized anyway due to being just under 300 words and unlikely to get under 200. Mentioning OPSEC has no drawbacks.

I explicitly asked if the last part of my plan is acceptable and eaglejarl said it was. That might be different if someone else writes the plan, but just tossing a coin and choosing such a big decision for us without warning when we explicitly asked them not to would be really mean.

You expect that not only will my plan lead to Hazō just accepting the deal and going with Itachi, but also his introduction and full examination by Sasori, all without another vote? At that point it would barely be a Quest anymore.

I don't really expect that to happen, no, but do consider that we need to be very careful given the stakes - after all, what happens if Itachi refuses to discuss things with us for more than a couple sentences? Does the update end in 300 words and we are asked to draft a new action plan? Or does the update continue to full length but in an unforeseen direction, one towards which we have no contingencies or preparations towards, where Hazoupilot and Itachi interact with one another and make choices which the QMs deem reasonable in character?

Hazoupilot did get recently empowered after all, and that's why I would prefer a plan that lets us gather actionable intel for our grand decision, yes, but one that already makes the decision for us based on whether the intel we were provided satisfied our expectations. I don't think anyone at all is concerned about the wordcount limit for this particular update also, since it decides the entire course of the story going forward so its better to have a long plan that minimizes the odds of things going wrong than a short one that will cause regret in exchange for 1-3 extra XP.

Basically I'd prefer something like : "Hazou is okay with going to Rain if he can ensure the following are true : <checklist of basic requirements>, otherwise he acts according to Hazoupilot and may accept or reject the offer accordingly but leans towards refusal unless persuaded".
