Every summoner besides Hazō and possibly Asuma and Tsunade have a summoner in toad territory. We know tangos cause Noburi filled all of them

Finding them and convincing them to travel hundreds of miles to the Pangolin Territory had been one of the most difficult parts of the preparations for the assault.

Sounds like everyone is in Pangolin land.

Originally not even some of our summoning clans were attending.

Noburi should have a Toad at the Conclave. Or the whole summoning army idea needs weeks/days to set up every single time.

Open diplomacy sounds vague and probably incorrect -- the Conclave is the diplomacy. What's our ask for them?

Since we don't have a plan yet, figured I'd put something up that moves the plot forwards on a couple axes. Feedback very much appreciated! Well below word count currently, so there's lots of room to flesh things out.
 
Yeah Mist ambassadors would apparently be required to report Hazou having kids so I'm sure the relationship will change at that time. Til then, though.

Upon further consideration, I'm suspending my plan until Hazō's consequences heal. @Sir Stompy makes a great point that both the trip to Sand and the 3D Sealing research are really things that should be done once we recover. We don't know what crazy mechanics the QMs have cooked up for 3D Sealing, but I highly doubt the consequences for a sealing failure are not equally or even more horrible than for regular sealing.

Hurrah for my second ever plan! It's time to get back to the imporant duty of preventing the Great Seal from causing a premature Game Over. The HOWS are great, but they only delay the inevitable. We need more levels to pull on if we want to actually solve this problem. As far as I can tell, our best avenues of getting that are by investigating 3D Sealing directly and by searching for more information on either 3D Sealing or the lore behind the Dragons. EagleJarl pointed out that we haven't actually tapped Sand as a knowledge source yet, so we'll start with them, our "allies" who are pretty much useless in terms of fighting and also completely dependent on us for food. As long as we have Asuma willing to pressure them, we have a really good chance of actually getting whatever relevant information they have. Who knows, we might even luck out and get some lore on The Five from their loremasters. This trip will take some time to set up, so it's good to start now.

I also think we should spend a scene checking in with Asuma regarding Orochimaru, Mari's recovery, and Kagome's summoner training. Scenes with Asuma are always fun.

What else? Oh yes, I offscreened some prepatory work that should come in handy once we start seriously pursuing Project Necromancy. It also gives us some added benefit of preventing casual OPSEC breaches by training the new Gōketsu in OPSEC (a prerequiste to including them in any discussion involving clan secrets or teaching them the Pangolin Jutsu) and gives us a secure place to talk about our TOP SECRET projects. I highly doubt we'll finish this project over the course of the update (unless Velorien decides to save Kei and Tenten's wedding for a later interlude and makes the chapter cover ten days instead of two), but we should be able to get the groundwork done. From there, it should be pretty easy to finish up by just throwing on an offscreen "continue building highOPSEC facility" to the next few updates.

Anyhow, please let me know if you think there's anything I should add or modify!

I think you should step back and consider this process in more depth, as you gravely underestimate how difficult it would be.

Hazou's Consequences make this very difficult to say the least. Sealing is very dangerous, we don't want Hazou dying due to sealing failure from trying to replicate the GS in his current state.

Again unless (when it's feasible) is after Hazou's Consequences heal, in which case I don't want to timeskip that long, this is extraordinarily dangerous. Hostile territory, crippled chunin, with a Summoning Scroll. That's a tempting target for our ostensible "allies".
You make some good points. I had originally intended for the Sand trip to happen later and for this meeting to only be bringing it up with Asuma. I was going to reword it to make that more clear, but honestly it makes more sense just to do the whole thing once we're healed. Hopefully we'll be at a point of the war by then where Leaf can spare a few chunin for the delegation.

The discussion regarding Sand was quite short. Nobody was under any illusions that the poorest village, at least a generation away from being able to call itself a great power again without scornful laughter, was going to be the trump card that saved the day. Still, the Hokage said flatly, they would contribute what they could, even if it was only speciality Wind ninjutsu that could be used against skywalkers, or they could kiss Fire Country grain goodbye forever.

There was more hope for Mist. If they could get a messenger past the Cloud-held coast, Mist could join them in a hammer-and-anvil move before Cloud had a chance to dig in with lasting fortifications. In fact, the prospect of sending Ami away for an unknown length of time was in itself a significant morale boost for some of the clan heads present.
A few reasons, but the largest of which is that getting to Mist would be substantially more dangerous than getting to Sand, especially if we're moving as part of a delegation. Another fact is that we've already approached them regarding the DragonWar situation and they've been less than helpful. Sand, on the other hand, doesn't require us to get past a "Cloud-held coast" and would be far more suspectable to pressure from Leaf than Mist would be.

Of course, this is just for an initial step. We'd obviously want to go to as many non-hostile places as we can. Mist would come later, when the trip is safer.

You know, we've been getting too permissive about meme votes. If this is still in the tally when voting closes, without a higher-scoring countervote, it will happen. So will any other genuine meme votes.

Could you clarify what you mean by this? I am understand both your original statement and the edit to mean the same thing, which is obviously not the case.

Also, is there any chance that we could see short and memey scenes like this in some sort of non-canon AU (on the rare occasion that spoons permit)? I get a sense that they would be chaotic and incredibly amusing to both read and write (though forgive me if I am mistaken about that) and it would side step the issue of us acting on OOC information.

The original statement was to the effect of "If people insist on voting stupid things in just because they can, those votes will be taken seriously as additions/amendments." The correction, the return to the status quo, is "stupid things will be considered to be in competition with the action plan, and implemented if they win".

Also, is there any chance that we could see short and memey scenes like this in some sort of non-canon AU (on the rare occasion that spoons permit)? I get a sense that they would be chaotic and incredibly amusing to both read and write (though forgive me if I am mistaken about that) and it would side step the issue of us acting on OOC information.
It's a possibility, but honestly, the majority of them are either funny in the context of thread discussion or not at all.

Even if he were healed I do not think we should be infusing any 3D seals until we've done more research into non-GS 3D seals. For that matter, we can't actually infuse one yet anyways, Hazou can't leave his chakra in the ground with ES yet. Presumably that's a bonus at a higher AB.

Theorycrafting and discussing extremely simple seals like Party Trick in 3D with other Sealmasters first, and then constructing and examining basic configurations first shouldn't cause any Sealing failures and would be my preferred first step before we actually try infusing one.

More specifically, that Kei isn't reciprocating. Ino has decided to treat her as a little sister, despite the fact that Kei is older and very much not in the market for new big sisters.

Paper, I have a few concerns regarding the wording of the Asuma section.

First, I think we should be incredibly leery about how we talk about the Orochimaru situation. It'd probably be best not to give too many details. Tsunade herself warned us that we walked a very thing line to treason by threatening her in the way we did. Even if the law is techincally on our side, Asuma will definitely be happier if we don't bring it up with him. As long as we don't bring it up, he won't have to address it and it can be overlooked.
She sat back in her chair, studying him with an alarming intensity while drumming her fingers on her knee. Hazō started to sweat.

"Fine," she said at last. "Come on." She stood up and pushed past them to get to the door...and then paused and turned back to Shikamaru.

"I admire your balls, kid, but you'd best be very careful about when you play that card with me, and even more so with Asuma. It's dancing right on the line of treason."
I reccomend removing the line "Explain the situation in as much detail as he desires" from your plan. If he brings it up, he brings it up and there's nothing we can do about it. Why prompt him to do so?

Next, you use some pretty odd wording for your segment on the Arachnid summoner. Asuma told Kei directly that it's going to go to Kagome, so there's no need for us to play coy with who the summoner is going to be.

Additionally, it might not be smart to try and convince him to let us handle Kagome's training. Summoning Training is a full-time commitment that lasts for three to six months and will completely kill Hazō's ability to do much of anything in that time. The QMs literally designed it so that becoming a summoner has "a massive oppurtunity cost." Why would we want to have that for both Kagome and Hazō. Sure, we should be willing to help if Asuma requests it, but trying to convince him we're the person for the job isn't a good idea. I think I speak for all of us when I say that there's plenty of more intresting things for Hazō to be doing once his consequences heal in a few weeks.

Could you switch to the language I used in my now-abandoned plan?

Those two things are my biggest concerns. I have some hesitations about a few other things I'll try to type up if I have time later, but I do not know how likely that will be.

EDIT: Oh right, I totally forgot something. Could you please add these two lines to your offscreen section?

  • Implement a rudimentary verbal code for the Gōketsu to use for convaying information subtly during an emergency.

The most elegant solution I've seen to this problem was Wildblow's, the author of Worm, traffic light system. Whenever two Undersiders (main characters) would meet during tense times they would include colored objects in their questions and replies. Whatever color the object was would convey the current wellbeing of the villain so complicated memorization was not needed.

Green objects meant all was well.
Yellow objects meant trouble was brewing, so caution and moving to a secure place to talk was needed but not immediately.
Red objects meant immediate danger and that the speaker needed prompt assistance.

It is incredibly hard to crack an abstract system like this from an outsider's perspective. Normal people are much more likely to focus on the type of bugs in a somewhat abnormal conversation rather than the color of those bugs being important:

"I haven't seen you both in so long! Did you manage to fall asleep with all of the grasshoppers chirping in the countryside?"
"Oh, it wasn't too bad. The fireflies lighting up the dark made up for it."
"Ladybugs are prettier."

I highly recommend copying this system for our own uses, possibly with the addition of black (or some other color) object terminology as a way to say, "There's no time to explain, follow me now, ask questions later."

More colors can be added but we'd sacrifice simplicity and therefore expedience every time we added another one.

As for the plan you posted, I would be happy to vote for it after Hazou has had more time to rest and if it included learning about ninja military strategy, tactics, logistics, etc. so Hazou can help with planning WWIV more effectively. The dragon debacle is still important and I like the ideas you have for addressing it. However, I'm uncomfortable with not knowing how much danger our characters are in since a world war was just declared and Leaf's position reminds me of Germany's when our WWI began.

As simple as it is, I think that implementing it would be a little more spoon intensive than we're looking for (which is virtually none). I can also imagine that it might have the added issue of it not immediately signaling an emergency. You'd have to first notice the situation is tense or that someone has been mentioning a lot of nouns that have a particular color.

Still a really cool system tho! It's just not the best fit for our particular needs.
 
@Paperclipped I would actually recommend Noburi teach Kagome because he's not going to be deployed for a long time (Summoner Army duties, which are infrequent). Hazou on the other hand needs to be free to do Great Seal stuff and pumping out seals since Kagome can't do it right now.
