Dude, they are literally the second-simplest seal in common usage. This should be common knowledge even among laymen. I used this very same reasoning to predict the mechanism of the stacked implosion seal failure in advance. Kagome does not screw around with sealing failures. One of his explicit rules is "do not attempt to weaponize sealing failures." He labeled one of his ideas a "stupid-box" because making it was stupid for purely mechanical reasons. He did not sell hundreds of "Kagome's Stupid Implosion Seals" to his clan head and second-in-command of his adopted village for a critical mission.
We know seals can fail when they get wet, but sometimes they just don't function instead of doing something eldritch. I'd assume intentionally breaking a storage seal would function similarly
 
The nice things about banshees is the continuous power output: 193db is 2E7 Watts. Even with a transmission coefficient of 1E-3 air to water (substitute water for fleshy stinker), you have 2E4 W to cavitate blood with. Assuming isotropic radiation, a single seal stuck to a stinker will give it 1E4 W. Ultrasonic cavitation fat burners used in humans give out 8 W and "melt" 2cm fat.
Ultrasonic fat burners don't melt anything, I don't expect that a bunch of sound energy would transform into thermal energy without serious losses. I think the proposed timescale is unbelievably optimistic. But even with a more realistic 1-10 seconds until serious damage, we still have to place the seal on the Dragon and then activate it, a difficult prospect.

Remember that Jiraiya didn't get farther than 175 dB, I am not confident of Hazou's ability to get even that far, especially with our terrible Calligraphy. Going even further would be extremely hard, since we won't have examples to work from.

We have a system that probably works better all ready to deploy right now. I don't this is worth the extremely significant time investment to develop the seal without testing implosion seals first. If we get nowhere with that, maybe we can try this.
 
Those were extraordinary circumstances. They presented Jiraiya with a safer alternative which would have required a day or two more to implement and he chose to take the faster option to save his godson.

That was another incident:

Motoyoshi, Amori, and Kurusu have formed a power bloc on the Clan Council and are pressuring me for concessions. We've got fuck-all on Naruto aside from exactly one lead which just went tits-up and burned one of my best agents in Hot Springs. There's some sort of clan fight going on in Mist which I haven't been able to get a read on because all three fucking agents I sent in came back fucking dead and, of course, one of them was from the Motoyoshi clan. Did I mention how they've clubbed up with the Amori and the Kurusu? How about the part where they asked me not to do the mission because they had an alternative that they thought would be safer, but I overrode them because theirs couldn't go off for an extra day? Because that's a thing that happened.

Minami Nikko was the one who was killed by the Noodle/Mist ninja (it's Ami). The Minami then kept a lot of money from some scheme Jiraiya and them hatched.

We just got 3 people killed by some random chakra beast, so we should probably be careful.

Also Mari tried this with the Inuzuka, at minimum it's worth a shot.

There's a whole world of difference between designing a modified storage seal that fails in the exact same way every time and using a bog-standard seal in an unusual way. I bet we could design a seal that does this safely without too much trouble. But I'm skeptical that using off-the-shelf storage seals in this way is safe.

Explain the Pangolin/Condor conflict and Hazou's role.

We weren't really involved in the decision making process how the Pangolin were going to use the seals. And we did ask Jiraiya, who told us that he would try to get help from the Toads about this, maybe you could still add this? That we aren't the only person at fault here? Just so that Hazou explains himself better than "I am a War criminal"?

And I not sure why were asking the Spider Empress about her opinion, she takes Oaths serious enough that Hazou has to marry her, so thats one strange custom, if Arachnid war reparations are that Hazou should get executed we aren't going to make any useful progress.

At least Cannai knows what happened so asking him is safe.

If anyone's on the fence about voting for my plan, it recently occured to me that if the Karasu seals can be adapted to tackle a dragon, we might have enough proof to sell to the other summoning bosses with corpse to show and not just to whip the summoning masters into a more cohesive force. It would be undeniable evidence they couldn't shrug off as words of a war-criminal.

I'm basically laying the ground work for the summoning alliance. Or at least getting their heads out of the clouds.

Now that hazou had summoning training. Does he agree with hiruzen? Or does he have some idea of what would happen?

We aren't actually supposed to talk about this to much, so hopefully Hazou just talks about his involvement in general terms:

"You have skytower permission for this mission," Asuma went on, "but you're to respect the strictest OPSEC. If the wrong clan gets hold of those seals, or even just the insight that skytowers are seal-based technology, we could end up with a mess that makes the Pangolin War look like a playground scrap. I know for a fact Crow spies have been studying former skytower sites in abandoned Pangolin territory, though Keiko assures me the Pangolins took care to clean up after themselves.

Instead can we ask something about how to redeem ourselves in the eyes of other 7Path clans? This not only helps align the probable outcomes with Hazou's continued existence, but also does not rely on the specific framing of international law and war crime trials that we have no strong evidence has any common grounding in the Path.
