One of the KEI's founding principles is that every clanless ninja is a KEI ninja. What that means depends on the individual, with dedicated activists like Kadokura at one end and Orochimaru (who likely doesn't know he is a KEI ninja, and it's doubtful anyone will dare to tell him) on the other.

None of the three live in the compound.

    In the practice of our trade, which some refer to as strategy and those who ponder great thoughts as the strategists, it is well-known that lies are the raindrops, leaves, and pebbles that send ripples out through calm bodies of water. The wise know that truth is also sent out from the same sources and these disturbances ripple outwards similarly. The strategist knows that both the lie and truth will eventually give way to still waters. Thinking only of the positions of left and right, truth and lie, yes and no, does little to mold the mind of those who must be swift of mind and body. We are the ones listening for the silence before and after movement, and of the intervals between. 'Yes' and 'no' carry weight for us, but we seek out the third answer, the silence that accompanies refusal or ignorance, and the timing of replies.

    But before we try to seek out the vast space between opposites, we must crawl and then walk before we run. Let us firmly know the meaning of that which is correct and wrong, so that we can play with the chasm that separates them.

    What is the meaning of correct conduct?

    We must first answer what correctness is. All action, speech, and thought that is fair, clean, and harmonious with the household and in the land, serving both justice and the order of The Heavens, is correct. Tread this path and The Pure Land is not barred to you.

    And what of the conduct that is wrong or incorrect?

    That which is wrong promotes the five grave offenses, dishonors our kin, and shames the ancestors; this breeds chaos, sundry practices, and ignorance in opposition to the law and order of heaven. In turn, this leads to the birth of evil spirits and imbalance on the earth that must be quelled or avoided. If in defense of the correct conduct, then there are exceptions and forgiveness is open to those who commit wrongs. Heaven is not necessarily closed to those who must make transgressions to survive in this age of Evil.

    One who embraces the need to know the signs of pure and wrong thought understands these truths and the mind that respects this knowledge is in turn refined. Whoever is a great thinker is also a person who is formidable. Do the utmost to follow in the footsteps of the great thinkers, for their path is one that sets strong foundations for the correct conduct necessary for strategists and masters of the internal work.

    This leads us to consider the question of how do we fortify the mind in order to make the strategist competent.

    Defense of the mind comes from grasping for knowledge or endurance within so that it can be used to stand firm under hardships. The mental moats and fortresses are built through the observation of correct and incorrect conduct as we experience the rigors of life. Life experience is the bestower of challenges; it is a gift and curse to humans so we are pushed to adapt to difficulties. When future difficulties arise and gain in strength against the tactics and skills you rely on, you must change once more to ensure that the enemy or obstacles cannot find or make a breach. You are only as capable as your weaknesses allow, so make use of every deception you know of if it is in the service of warding thyself from disorder. Feel neither shame nor dishonor, for even the lie can be used for the correct conduct.

    Mental fortification is the key to a strong mind, and a strong mind will resist the ravages of time. The strong folk are the dependable rocks you must look to and lean on; they are the ones who will keep the household upright as you will do when your time comes.

    To those who we instruct and have pacts with, may these words find you in good health and bring strength to you as our folk venture out into the foreign lands. May your secrets be kept close to your bosom as you cut the enemy bands and households down. Hold to your alliances and may the gods keep them fruitful.

    If the household and our allies should find themselves in lands of harmony and bounty, know that those lands prosper only under the benevolent hand of the local Lords and stewards there. Do not cause mischief for them or let discord breed there under your sight while doing nothing. Even the dead and feeble will know that the Gods might bestow their pleasure unto the just when there is order in the lands. Truly, the gods of the household will look upon the deeds of the righteous as well those who do good unto the Lords and stewards but do not carry out actions expecting rewards with handheld out - our bellies are full and we are content, not ravenous.

    Take heed that you do not grow haughty and dull while in the serene places, for they contain many pleasures, and yet you must be all the more vigilant of your heart. We are the legacy of the Wise-one, but we can still spurn heaven's gifts if we become overawed slaves to the senses. I speak of lust, greed, drunkenness, and transient distractions. Scorn these things, for they are the obstacles that are born of the five defilements of this tainted world.

    Look instead towards proper instruction and deep contemplation related back to us through the wisdom of our forefathers. Walk this path so that you may seek truth and nurture the soul, warding yourself from the evil-eye and falsehoods.

    When we speak of paths, consider that which is well-traveled by the ancestors; we should look to the timeless lessons of great strategists, masters of the Way before our time. Now, back in those days, the young were reminded by the elders to stay humble and would say unto them, 'Our struggle is one of hardship and had refinement'. Most of the students would respond, quick to say that they wished to banish away their ignorance.

    Many of them fell to the blades of the unrighteous bands, stabbed and singled out like strays to a feral pack.

    Too many children of those days were quickly-tempered in struggle yet ultimately those with weak foundations were felled. Their minds were not reliably sharpened like steel and their skills were shallow like the puddles that dot the land.

    Do not make their mistakes; your mind and techniques are to be like the oceans, vast and deep.

    Note: Took way longer than I thought to do this and I'm still not happy. Anywho, this is just me trying my hand at world building literature that might be found in mfd. Im thinking it's probably found in the konoha library. Its supposed to be an instructional letter for an extinct clan's young ninja.

        • Doublecheck with Mari to make sure these specific individuals aren't doing anything ...morally problematic behind our backs? Also that the third choice would be fitting.
    • Have a big celebratory feast-party thing in their honor, as well as for all of the other ninja working on the estate.
      • These adoptions were selected based on the extraordinary and exemplary service of these individuals. We will be working to get more slots so that no one is left waiting too long.
      • You understand that the lack of a clan name is a bit of a stressful situation for some of them, but rest assured that you are working on it.
        • You are valued. You are important. Every one of you.
      • Expectation management: it might take a couple of years, but hopefully only a handful in a worst-case scenario.
      • Tangent: We'll have to have more weekly communal dinners like this, though. It's nice seeing everyone.
        • Go talk and mingle with everyone in smaller groups. Check in on how everyone's doing and what they're all up to.
    • Chat with Keiko and Shikamaru about some politics.
      • New law idea: increase adoption slots afforded to clans, but decrease the corresponding amounts of stipend money paid to the clan from the Tower for any ninja adopted henceforth , in a manner proportional to the amount of new slots.
        • Same money paid by the Tower, more ninja for the clan.
        • More clan ninja=more awesome clan training,techniques, and resources for them=more awesome ninja
        • Angle 1:Rah rah, strengthen Leaf, rah rah.
        • Angle 2: Helps clans rebuild from this past year of horrible events and bloody battles.
      • We can clear with Asuma first and go around and privately get some support from all the clan heads we can. Surely most everyone will be in favor of this? Sasuke, Hinata, the rest of ISC, the newer clans,etc. Its in pretty much all of their interests.
      • We can call it... the "Clan Restoration Act"!

    No, I mean the two nameless crippled ninja that are listed alongside Mai. We have Atomu, Reo, Mai + 2 more crippled Chūnin, one senile Chūnin with palsy and 31 young Genin.

    Anyway. It's fixed now.

    I at least hope that "distinguished" involves at least in part a ninja's official rank somewhere. Which means one of the 5 Chūnin. Though if a genin has distinguished themselves more somehow... Hmm, you're right. Do you think it could send the wrong message to the chūnin if we give the spot to someone young, healthy, eager and with lots of future potential instead of them?

    Does that mean that Kei ninja are not KEI ninja anymore, with all that that entails? (I don't know what that entails by the way but I asume it is at least in part HDK).

    How does the KEI council vote work by the way? Does the representative just vote his conscience and get asked about it by prominent KEI ninja after or do they have some official structure of representation and accountability?

    HDK. But yes, by implication, the Kei are no longer KEI.

    Edit: It is, of course, worth bearing in mind that all the coordinators are also technically clan ninja. No organisation set up by Ami was ever going to be straightforward.

Every clanless ninja is a member of KEI, with all the rights that that entity (organization? movement? worker's union?) provides. If they get anything akin to transparent access, or even a say, in leadership decisions, wouldn't we know by now, if for no other reason than because our estate ninja regularly attend meetings or whatever and then come home to us?

    Ah well. At the latest we should know by the time we adopt Atomu. Even inter-clan adoption doesn't protect the old clan's secrets from the new one. And the KEI is by definition not a clan.

    You can ask, in which case you'll learn that the KEI hold public meetings at which every KEI ninja is offered an opportunity to present their opinion. If someone wants to propose a council vote, or argue why the KEI should vote a particular way on an anticipated issue, they can. This is followed by a discussion by the senior ninja, and then by the KEI representative making the final decision.

    Strictly speaking, it does. Nobody would ever allow one of their ninja to be adopted if it meant giving up every secret that person knew.

    Yes, if Atomu was a Gōketsu ninja and you ordered him to give up KEI secrets, he would be legally bound to comply.
