Just use one and flip a coin or let the prospects figure it out amongst themselves. The important thing is the gesture reminding everybody that it is just a formalization of a pre-existing reality. One celebratory official adoption a year by lottery or acclaim should be plenty for morale, and much more sustainable.

[x] Authority Doesn't Come from a Rank, It Comes From The People Who Give It To You

The more we make clear that is just a formality the better.
Also instruct them not to lord it over other ninja, there won't be favoritism among our ranks.

Can we appreciate how awesome jman seal is ? He wroke the laws of the universe to design a construct that would only replicate his words, for a joke.
And how does that even work ? If I understood correctly its not the single seal that does that, it's the design. So if anyone in the word were to copy it they would get the same results. That's just wild.
Now that I think about it, if the design is the one responsable for the kind of sound it makes we can weaponize this so hard. imagine if we can replicate the mizukage's (for example) voice to spread false information.

Hey. Hey @eaglejarl @Velorien @OliWhail.

You know. It happens that there's a lot of volcanic activity in the EN. (see: multiple clans having separate hot springs within Leaf, the Wakahisa having two)

It'd be a shame if a supervolcano erupted and changed this to a post-apocalyptic survival quest with only a ragtag team of ninja surviving, doing their best to stay alive and keep the human race from dying out...
Think of all the jutsu and seals that exist in flammable scrolls or flammable people that might be lost. Think of the shinies!

Incidentally, those jutsu and seals being lost would mean the QMs don't have to define and balance-check hundreds of jutsu and seals once we get our hands on them.

!!! SHUT UP AND TAKE MY MONEY !!!

Thought/suggestion to @MMKII Should we do some investigation into Atomu/Reo/Mai's life, so that we don't get tripped up if one of them turns out to be a traitor or some shit like what happened to Ikenaga?

If Hazou or the family choose the adoptees it defeats the entire purpose. The clanless are anxious about the fragility of their situation and the potential of being booted at any movement for not being good enough. If a judgement call is made to adopt any any amount less than "all of them", the ones not picked will only get more anxious.

The choice of who gets the non-merit adoption needs to have no link to the judgement of the family. It needs to be by acclaim of their peers, or simple lottery, or seniority, or some mechanical combination. No executive discretion beyond possibly transparent and universally applied eligibility criteria.

-and as long as not everybody is getting adopted, there's no reason not to just set the gesture at one slot per year instead of creating an unsustainable expectation of three which will only lead to uncertainty and more anxiety.

I've notified the Household Guard that you have this authority and they should do whatever you order them to unless specifically countermanded by a family member."
Isn't Gaku also formally adopted into the Gokētsu?
If yes, who counts as "family member" of what I presume to be the inner or main family that can overrule Chancellor Gaku Gokētsu? Just Mari, Kagome and the original Team Uplift? Those plus Akane? Akane's parents? Haru as well? His father? All formally adopted ninja, including future ones, but only the ninja?

"Yes, My Lord. I have here the expanded version of the candidate list that Lord Noburi previously put together for you, as well as the top ten seniors at the Academy, as well as the names and backgrounds of the various ninja who live on the Gōketsu estate."
I know that this is a lot of info to write up spoon-wise, but can we get some info blurps? Or maybe single sentence descriptions?
Hell, even a number for how many people Noburi added to the list plus a number for how many ninja currently live on our estate would be useful.

Spend three adoption slots to adopt Atomu, Reo, and Mai from amongst the ninja working on the estate.
I remember Atomu, but who were Reo and Mai again? Also, why those two over other ninja staying with us? Are they the ones living with us the longest?

Do we actually want to install a policy where we adopt literally any clanless ninja that lives on our land, follows our rules and helps out? And if yes, is that only for the ones that live here right now or literally any ninja that comes to us in the future too? If the latter, why are we even sending Noburi out to look for candidates if we allow the candidates and everyone else to choose us first come first serve?

Eaglejarl said we have dossiers on our estate ninja. I'd really like to see how those look personality wise before committing to a policy of near indiscriminate adoption.

In context it means "one of the ninja".

There's a list flying around of the books who live on the estate. I'm sure @faflec has it. As to the rest, TBD.

Also, why those two over other ninja staying with us? Are they the ones living with us the longest?
They're some ninja living on our estate who have been particularly worried/anxious about if they're going to actually be adopted due to misc. injury/self-esteem reasons IIRC.

39 ninja:
  • 2 Academy students, ages seven and nine
  • 31 genin, ages twelve to sixteen
  • 1 medically-retired chūnin with palsy and the beginnings of dementia
  • 3 semi-crippled chūnin (missing leg; missing arm; horrific burns down her entire right side)
  • 2 young, healthy chūnin who were probably skinwastes These two moved back into the city after finding that some family they had thought were dead were in fact still alive.
  • 2 mature and competent chūnin: Atomu and Reo. They are both in their early thirties, charismatic and organized enough that you can delegate some leadership tasks to them. Reo is missing his right leg above the knee and is therefore not fully combat capable, although as a ninjutsu-spec he has more ability than he would if he were taijutsu-spec.
This was a while ago and there've certainly been changes, but I'm lazy and don't really want to search for them.

Being the most insecure or the most vocal should not give anyone priority. I'm all for adopting some of the estate ninja, but we've gotta do that with some system behind it.

Atomu is captain of the household guard for a reason, so I trust that he's ready and deserves priority both. As for the rest, we could go with @Lailoken's seniority or self-selection ideas, but I'd still like to see their dossiers before finalizing it. Prioritizing ninja that have internalized at least some of the Gokētsu virtues and/or seem well liked by the Gokētsu civilians doesn't seem wrong to me.

@eaglejarl @Velorien if you find time to write up some info on adoption candidates, but not all of the info, may I ask you to prioritize dossiers/one sentence blurbs for Atomu and whichever two other estate ninja A) live with us longest and b) have general seniority by Leaf standards?

Well, they work hard and are present a lot in the story (working hard doing things we want them to do) and seem to generally believe in and want to further the cause, so isn't that enough? Can you point me to some more deserving individuals that have been mentioned in the text?

Drawing lots or something similar is just implementing a system that gives these people hope or placates them, it doesn't send a message.

These people are insecure about this for a reason, they are disabled superhumans in a world where being disabled superhumans means you more or less aren't superhuman, which in this world is as close as possible to "You have no value, you are nobody, a nothing." as they will ever get.

Spending adoption slots on them is as close to sending a message to everyone else as we're going to get.

I would rather wade through months of IC shenanigans and drudgery to get enough slots to adopt literally all of them than implement some sort of emotionless systemic solution that, all things considered, they will probably not even live long enough to see any benefits from.

There's four old or crippled Chūnin other than Reo. I am very much not confident that just because Velorien and eaglejarl haven't found the time and place to feature them they are also in fact less deserving than Mai. We the players know also next to nothing about Reo, Mai or the other Chūnin (except for guard captain Atomu) beyond their physical disability. I remember for instance one ninja (a genin I think) whose every second thought was deeply racist against civilian "mudsacks". I don't expect Mai to have a similar mindset but I'd like to at least know what her mindset entails at all before calling her "sister" or "cousin". Like, more than "severely burned chūnin who lives on our paycheck and obeys our orders".
they will probably not even live long enough to see any benefits from.
If anything this here is a reason to adopt the senile chūnin with palsy before adopting Mai, or even Reo. The main reason I want to adopt Atomu despite him being strong and healthy is because he is in a position of authority and responsibility and not undermining him seems like a good idea.

[x] Action Plan: Family, Old and New

--Drink to celebrate Jiraiya's memory, share stories and memories. Keep the tone warm and upbeat. We miss him, dearly.

--Do a background check on Atomu, Reo, and a sealmaster (of Kagome's suggestion). Make sure current Goketsu are okay with them. Offer them adoption into the Goketsu, promise that nothing will change if they decline.

- Throw a "welcome to the family officially" celebration for adoptees to show appreciation for all their hard work.

- Kagome researches Reactive Armour, Hazou researches LBF -> ARS (get as far as possible for 2-3 research cycles). Hazou's SC help Kagome as much as possible.

and a sealmaster of Kagome's suggestion.
Has Kagome successfully been teaching sealing to estate genin? I can't remember.

Or do you mean some other clanless sealmaster? Because those being up for grabs without courting them first seems unlikely, even if Noburi has added any to his expanded list.
