Taking this entirely seriously, I don't see how it'd be. The Youthsuit Incident was characterized by Hazou unilaterally deciding to go crazy, whereas the literal first thing this plan does is asking Mari for approval. And, again, taking this seriously, Mari isn't going to let this proceed if it'll actually have grave consequences. Not to mention that it hinges on Noburi and Akane's cooperation as well.
Exactly why we're making a political move without consulting Mari, and during a supposedly stress free gaming night no less? What is our reasons for backing Sasuke, as opposed to our other allies?
If you can fix/justify that, I'll vote for ya.

By backing Sasuke and going to the Founders Day Parade with him, we increase his status from "Neutral Party" to "Probably Allied Party".
So we get another ally --one that is clearly aching for companionship and who we already have some sort of kinship with --that isn't dutybound to listen to Shikamaru's decisions every time the latter decides to recalculate the CBA of interacting with us.

I am a bit unsatisfied on the telescope. I prefer to buy/adopt the family behind the technology outright. Three telescopes is more like an OK attempt. What we want is the expertise and the knowledge on how to make it. Anyway, it's up to you to update it. It doesn't make a difference in my vote, although I would be happier.

I don't think it comes down to this.
Sasuke is the Uchiha Clan Head and only surviving member of the family. As such, he is... pretty much beyond reproach politically speaking unless he literally tries to do overt treason on the scale that gets you capital punishment.
I think that "Hey, theres a scroll up for grabs btw. If you want it, we'll throw our hat in your corner for whatever thats worth." is fine.
I maintain that a high-tier Chunin like Sasuke is pretty much the perfect candidate for a summoning scroll (moreso than a Jonin who is already uber powerful in their own right), since the relative delta of the power increase is much greater.
How about you adopt/buyout/move the family that's making telescopes instead?
