Her eyebrows went up, but she didn't ask the obvious question: Why was Shadow Clone, an admittedly useful but not overpowered jutsu, more important than the epic skill of Summoning?
When we talk to Akane, I think this should be addressed. There's good reason to keep FOOM secret until Akane's properly begun it, but I feel like we should still find some way to reassure her that, yes, Shadow Clone is more important than Summoning.
I also wouldn't be averse to bringing her into FOOM, since I
do trust her and she's likely to be one of the first of us to start (if not
the first). But mainly, I just want to convey to her that we weren't just making an excuse to take the Dogs for ourselves, that Akane with SC is stronger than Akane with Summoning.
edit: clarity about secrecy. There's good reason to keep FOOM as secret as physically possible, even from the people who we're having FOOM. If we clue Akane in, then even if she would never spill of it of her own accord there are still edge case scenarios where she might end up leaking it, and so therefore we should minimize the number of people beyond the absolute minimum mandatory in order to make FOOM work.
The other side of it is that her knowing makes FOOM go more smoothly, and the edge cases where she leaks it
are edge cases, but also, if Akane figures FOOM out on her own (she's smart and what's happening will become self-evident soon enough) then she might not understand that it's mega-ultra-top-secret and represent a bigger OPSEC risk. Thus we would want to clue Akane in before she figures out FOOM on her own, which we can't really know for sure when it'll happen.
After thinking about this, I'm tentatively in favour of telling her about FOOM now, to make sure she's clear on the OPSEC right from the start (with the clarity of our decision being a plus), but there's good arguments for holding off for a while too.
