Kind of a far in the future type question, but what type of elemental chakra were you guys thinking should be unlocked for Hazo? I was thinking fire, if mostly for temperature control jutsu. Plus you know, forged in fire, now part of fire country, will of fire, etc. It's sort of symbolic.
Whichever one can most quickly break the action economy.

I was fully set on Lightning second element back when Pangolin Flash was an amazing jutsu that gave us extra Supplemental actions in exchange for a very heavy chakra cost. Now that Pangolin Flash is a meh jutsu that gives you a little bit of Alertness for a couple rounds in exchange for a very heavy chakra cost, I don't see much to gain from another element.

If I do start supporting it, it's either because Hazou is strong enough that he can afford to drop 1000 XP on getting Fire for Elemental Mastery, or because we found out some other miracle technique outside of our element and it's worth dropping 1000 XP to learn it.

I'm of the opinion that there isn't much point in unlocking any additional elements for quite a while.

Maybe lightning, if Rasengan is actually super bullshit armor piercing.

More on that in a few hours.

Yeah it's more of a light "what if in the future" type question than a serious thing to think about doing in the near future. Lightning is also a good choice.

Whichever one can most quickly break the action economy.

The best answer really

Also a good way to think about it

[X] Action Plan: Getting it out the door

I would like to repeat my thoughts that we shouldn't need to clear our shopping list with Jiraiya and those lines should be outside of the Jiraiya section so we don't bug him with something trivial and look like we have no independence.
  • Clear the "to-do list" with Jiraiya:
    • Mom
      • To be clear: are you letting her become the ambassador again once the alliance goes through?
      • Suggest politely: perhaps she can bring our dear cousin Shin to tag along as an apprentice ambassador?
        • It would be a nice friendly gesture to Mist,Ren, and the Kurosawa and Shin would owe us for advancing his diplomat career.
    • Shopping.
      • We need lots of clothes for potential future disguises.
      • Suggest: Mari might appreciate something nice.
    • Acquire some merchants/craftsmen/musicians.
      • Grant them writs of patronage/travel to allow them to come to Leaf/Fire?
      • Purposes:
        • Start up future businesses (of which we have a stake in).
          • Consistent income stream is important.
        • Start on a Merchant Intel network.
        • Travelling musicians/performers sponsored by us would be good for PR.

I've rephrased this section to be more of a "consultation doubling as asking for permission." so hopefully that works?

[X] Action Plan: Getting it out the door

  • Debrief the clan.
    • Give Keiko the message.
      • She might want to wait for Jiraiya to open it.
    • Replay the meeting as closely as you can.
    • Hazou's thoughts:
      • Ami played with him again:
        • Her gift was literally a series of distractions.
        • The kunai being potentially dangerous is a thin excuse. She accepted the stamp with no hesitation.
          • It's likely she wanted to do the striptease to begin with, and simply found a decent excuse.
        • Mood swings very similar to the first meeting.
        • Literal games. She wasn't even trying to pretend they weren't.
      • Continued signs of disillusionment with the world's systems, and cynical fatalism.
        • First meeting, it was about her friends being sent to their deaths by the village.
        • This time, inter-clan marriages.
        • That she "made sacrifices to remain outside this system" means she has leverage or an agreement with her clan head? Something else? Might be verifiable.
      • Keiko clearly means something to Ami.
        • She changed her tack from playful to stonewall immediately. Wouldn't even acknowledge the issue.
        • She got genuinely angry when accused, and immediately turned it around.
        • Went into a Frozen Skein trance, presumably making herself vulnerable. Getting the right answer was that important to her.
      • Hazou takes the time to consider Ami's tactics, and think of both countermeasures, and ways of applying them himself.
    • Debrief Jiraiya when he returns, if necessary.
  • Run by Jiraiya:
    • Shopping.
      • Consulting the legendary spymaster: Should we grab bunches of clothes for future disguises?
      • Suggest: Mari might appreciate something nice.
    • Acquire some merchants/craftsmen/musicians.
      • Grant them writs of patronage/travel to allow them to come to Leaf/Fire?

  • Go to the closing ceremony
    • Be wary. It would be just our luck for something bad to happen.
    • Mention these concerns to the J-man as well.
      • Point out a security vulnerability: Sound magnification jutsu + Sonic attack = Very bad news.

Edits:

Took out the Hana bit: She probably isn't getting the job back and I don't want to make Hazou do something that makes him more oblivious.
Clarified the Shin nonsense to *wretching noise* respect his agency as well as be clearer.

[X] Action Plan: Getting it out the door
You know my price.
Wordcount: 294.
  • Thoughts on the meeting:
    • More manipulations:
      • Ami previously accepted the stamp with no hesitation, so the kunai being "dangerous" was a blatant excuse — likely for that striptease ploy.
      • Her gift: literally a series of distractions.
      • The now-familiar mood whiplashes.
      • Literal games, explicitly described as such.
    • More dissatisfaction with the world's systems.
      • Previously, it was about her friends being sent to their deaths.
      • Now, inter-clan marriages.
      • She "made sacrifices to remain outside this system" —has leverage on Biwako? Something else? Potentially verifiable.
    • She isn't indifferent to Keiko:
      • When confronted, instantly switched from playful to stone-wall; refused to even acknowledge the issue.
      • When we accused her, acted angry, immediately turned it around.
      • Went into a Frozen Skein trance at the end, presumably making herself vulnerable: cared about not making a mistake.
    • Hazou: Consider Ami's tactics. Think of countermeasures, and how you could apply them.
  • Debriefing (Noburi, Keiko, Jiraiya):
    • Give Keiko the letter.
      • Let Jiraiya ensure it's safe first?
    • Recount the meeting in full detail.
      • Mention your thoughts (above).
  • Outside activities (run by Jiraiya):
    • Shopping. Should we grab some foreign clothes for future disguises? Buy Mari something?
    • Acquire some merchants/craftsmen/musicians.
      • Purposes:
        • Get a stake in future businesses, ensuring consistent income.
        • Sponsor travelling musicians/performers, ensuring good PR.
        • Start building a merchant intel network.
      • Grant them patronage/writs of travel to Leaf?
      • Look for book collectors. Make contact (books are useful).
        • Any signs of the Akatsuki Book? (Be discreet: it may be banned.)
    • Idea: Extract major favours out of Shin by offering him the ambassador's place in Leaf, thereby jumpstarting his career.
  • Attend the closing ceremony.
    • Be wary, combat-ready. Something bad might still happen... such as an Akatsuki alpha-strike.
    • Mention concerns to Jiraiya.
      • Note a security vulnerability: sound amplification + sonic attack = WMD.

Didn't you plan to invite Ino for shopping?

Also: the plan intends to "point out" the Banshee Fucking vulnerability. I have an idea regarding how to do it, a very surefire one — leaves no chance that our concerns will be dismissed. Maybe even solves the Akatsuki Invasion problem. Are you interested?

If we want to look for the Akatsuki book we shouldn't ask for it but just browse the shelfs or ask Kagome to help. But I doubt the book is legal in Mist, because Yagura probably banned everyone book that had any positive idealistic message.

Hazou should be giving his thoughts about the letter's content before handing it over.

Even the color of the seal is likely important so it might already distract or bias Keiko.

Either way, Ami is much better than Hazou at socials so her being angry at us could have just been a ploy to make us think the topic of Keiko makes her vulnerable (which it probably does going from OOC information but that does not exclude the possibility that she played up the effectiveness for her reasons).

And the last thing we need to do is tell Keiko that we think Ami does miss her because she was upset at us for making Keiko feeling bad when the letter says something among the lines of "Did you really think I still liked you? Foolish brother sister."

We should at least make Keiko aware that Ami could still be trying to play her for her own gains.

Something to note: we, the hivemind, know that Ino is aware of the phenomena of "personality manifolds" and that it is not treated as a clan secret. If a reason could be found to raise the subject of needing to understand a jounin's bizarre behavior for the good of Leaf she might well recognize it and inform Hazou.

Asking Ino for help understanding Ami sounds like a great idea. She might have insight.

Please note that Shin wants to be one of the Seven Swordsmen, not a diplomat.

Probably should reword this so that if the attack does happen this way it won't seem like we're involved. Maybe ask how it works and then ask if there's an upper limit to the volume, and if it can amplify seal-created sound.

You know, or we could do OPSEC.

I mean, if he wants to be like them...

Counterargument:

"I'm not stupid, Hazō. I know reality is more complicated than it looks. I think Lady Ren is the epitome of what a Kurosawa shinobi should be, but having seen her up close, I know that putting on the Mizukage's mantle hasn't magically made her omniscient or omnipotent.

He is also a social spec, according to the tournament google docs.

...

Shin is our Vegeta: "Bla bla bla Kurosawa pride"

Hazou is Goku: stack buffs punch hard, "Hey want to believe into Uplift and be friends?"

Next we go Super Kurosawa.

MMKII: Nah, we're good. Shin might want to grow up to be Zabuza though? Interesting career choice....

Be aware that this line as written comes firmly under "QMs doing the players' thinking for them".
I don't think we actually want to have you guys do the thinking with the goal of acquiring results and solutions, we want Hazou to spend a decent amount of time doing the thinking so as to get in the habit of being more analytical and observant about things.
