I firmly disagree with the whole 'talking to Ami ignores Keiko's agency' thing. Keiko didn't want to throw Ami out of her life. If she had, we'd be obligated to respect that. But Keiko wants Ami in her life. Us helping is not ignoring her agency, it's trying to see if we can do anything to grant her dearest wish.
Hopefully Jiraiya will be interested in the results of any back channel diplomacy we can manage through trying to understand her goals better, too.

I mean, we used *two* explosives at point blank range in our tournament fight and only got off with some concert-level ear damage. I think using one explosive on a 6 second timer (enough time for us to dodge the hell out twice over) would do the trick

The difficulty with asking Keiko is that it's a knife in a fresh emotional wound. The best approach would be 'Something is fishy about what Ami did; I don't think she wanted to do that. I believe I can find out for you if I talk to her, and once we understand what's going on we might be able to work together to fix this.' but that risks getting her hopes up which is also cruel. On the other hand, maybe Hazou should offer Keiko a pact; they'll work together to get Ami back in her life, whatever or however long it takes.If that's the case, you'll be fine with asking Keiko for permission, and actually expect her to do anything other than try to murder Hazou.

I think the term you want is Border, not Barrier.
A "Border" is something that makes it harder to cross into or out of a zone. Examples would be trapped ground, a spiked fence, etc.
They come with numerical ratings (eg Border: 1) to show how hard it is to bypass them. Most zones have Border:0 and you can move into them either with 1 Supplemental action or with a Standard action spent on Sprint. Each point of Border requires an extra shift on your Sprint roll or an extra Supplemental action in order to cross.
Border:0 requires 1 Supplemental action or 1 shift on Sprint.
Border:1 requires 2 Supplemental actions or 2 shifts on a Sprint.
Border:2 requires 3 Supplemental actions (which really means 2 plus your Standard action, since you only get 2 Supplementals) or 3 shifts on Sprint.
...etc
"Barrier" is not a game mechanics term. You can certainly create them in order to generate an Aspect -- that's what Kitty Kat did when he had his clones stack rocks in order to generate the Aspect "Cover Everywhere" to help him dodge explosives if necessary.
