Let's start with the basic: food. How to grow lot more per farmers, transport it, store it, etc.

First off, as far as we know there is no one who actively studies agriculture. The Mori and the Nara have plenty to deal with in regards to economics, politics, strategy, tactics, logistics, warfare in general, and all manner of other ninja things. Farming is considered a civilian thing. The peasants go out, they tend the fields, and they give some of it to Leaf. Furthermore, most farming is done in isolated villages, without a lot of communication with Leaf.
This means that pretty much no one actually studies it as their job, and there are probably different farming methods used between villages because they have developed nearly entirely separately from each other. Some of those methods will doubtless be better than others.
Therefore, one approach that should be quite effective (but will take a long time), is to catalogue all of the different methods of farming. Then, test out each one, determine relative yields, and standardize farming methods across villages. The main downside is that it would probably take years, possibly decades before it started to bear fruit.

The next option is for Hazo to get interested in farming, and have him 'invent' new methods. Crop rotation, experimenting with different fertilizers, slash and burn if it isn't already used in areas that will grow back quickly (using C ranks for the slashing), and other methods that work well in real life.

Finally, stuff that first requires basic research. If we invent the Theory Of Evolution, or even notice that breeding is a thing (talk to the Aburame, then realize it could work with plants?), we can start breeding crops (rice or wheat is probably the staple of Leaf) for higher yields. Go full Green Revolution on this. Doing an in depth study of the food chain could allow us to use predators that are less harmful to humans to keep herbivore populations in check. Germ theory could let us develop chakra plagues that target pests, even including chakra beasts.

Unfortunately, these all require a decent amount of time to do, but it's possible that we could pay people to start some of them for us. We can do that now that we have money. :p

A nontrivial amount of production increase would likely occur if we wall up every other hamlet (and their farmland) to stop chakra wolves from eating everyone alive every few months

The issue with a wall not having a foundation is that it'll sink into the dirt and mud, I think. Adding smaller walls next to it wouldn't help with that.
 
Thats if we're actually building walls by hand: we dont have the time for this.

Better to just make a seal that creates a granite wall....

I mean honestly, just reinforce both sides of the wall with smaller MEWs if it's that big of a deal.

I am not asking to build fancy walls, just that walls that don't inadvertently kill their users.

If a builder said that reinforcing walls will do the trick, fine.
 
Say, do we know if the merchant council would be upset if we went around MEW-building schools, village walls, and homes for orphans and whatever and just giving our services away for free to people who'd never be able to afford a standard D-level or regular construction?

(Incidentally, lots and lots of MEW building might make an excellent idea for chakra reserves training for Hazou when we eventually want to do that. Generating goodwill by helping people at the same time would be two birds with one stone.)

I agree that it would be nice to get a little training first. It shouldn't take long, and it might even help with making good defenses for future Doom Fortresses.

I draw the line at "We are mad you did a bunch of free shit for the populace in the name of national security."

The MC only operates in Leaf, right? The surrounding villages should be fair game.

Once again before we start uplifting random villages I'd like us to do some discreet research into if scorch squads exist
