How it will start is pretty simple. A series of conversations with any or all of Kagome, Jiraiya, and Shikaku. Kagome to get theoretical viability, Jiraiya for the same and general approval/thoughts, and Shikaku because we'd be using Nara printing presses for all of this.

To be honest, I kind of expect that this is why they pursued printing presses to start. It's apparently been long enough since they were made for it to be not-secret (it's public knowledge that they exist, and the phrase gives away how it works), and while it's an easy way to make money, I doubt that's the only reason they'd pursue that technology.The latter, though it's less 'expect' and more 'would find unsurprising'.

When's the last time a national leader was assassinated though? '63?
If we assume that Ninja Deathworld is an order of magnitude more death-ful on every measure (that is how this works, trust me - I have a theoretical degree in statistics), then they should have a head of state be assassinated (in all of the EN) approximately once every five years or so.
I dont know what this could possibly mean....
Somehow I don't think you can just 'ten times as deathful' compare our world and the EN when leaders in our world are squishy talky types and people have long range instadeath no jutsu, and leaders in the Elemental Nations are the next best thing to walking natural disasters.Yikes.
