No, I didn't mean like that. I meant if there's only enough ninja that a full group can only have 17 instead of 18 ninja, then our team is going to be the one stuck with 8 ninja instead of 9.

While you're right the point is there won't be even groups of 4 x 9.

What is the point of squads here? As in, are there penalties for making one big squad of 9 people or letting people choosing how they split up? @eaglejarl already said we'd have Hazou, Noburi and Keiko in the same 9 man team anyway so I am guessing the other six will do the same if they are from the same Village.
Also it seems that being part of the Red Team last is advantageous (so we probably will be Red first) since you can turn in the documents and immediately betray your teammates and hand them to the Blue team for imprisonment. You will still be at least +75 points ahead while every imprisoned genin gets penalties only. Opportunity for retaliation is slim since you will not be grouped up with the same people anymore.

- Sleep in shifts, maintain security, get to the event on time.
- Talk with Team Asuma for a way to contact each other during the Event.
- Hazou makes extra seals: Banshee Slayers, Earbusters, Tunneler's Friend, Usamatsu's Glorious Life-Saving Preservers, explosives, Goo Bombs+LBF+5SB (for Jiraiya to infuse), macerators (OPSEC concern?)...
- Basically he makes extras of anything he thinks might be useful in a combat/infiltration mission with multiple different teams working together.
- Keiko goes to the Summoning Realm and sitreps her Pangolins on the upcoming Event (or what she knows of it).
- Give Jiraiya possible seals to infuse.
- Ask for:
- XL storage seals (fit lockboxes).
- Any (useful for this Event) seals he doesn't mind being known.
- Noburi: Introduces himself to some remaining examinees in the barracks.
- Apply practiced social-fu as appropriate.
- Tone: Respectful/professional. Adjust if appropriate.
- Purpose: Break the ice in preparation for Event.
- Hope to cooperate in Fifth Event effectively and professionally despite different origins.
- Prime people to not act like stupid brats.
- If possible talk to everyone from a village at once.
- Don't overstay welcome (limited time).
- Speak with minor villages (NOT Hot Springs/Waterfalls) + Sand.
- More likely to be paired with them.
- Go shopping (as a team).
- Try to find some nonlethal poisons that can work via physical contact or can be spread via macerator.
- Buy some extra lockboxes (+keys), put in XL storage seals, bring to Event. If possible copy Team Kurenai's lockbox description.
- Maybe also buy extra (fake) keys.
- If we don't have XL storage seals, try to get lighter lockboxes that look similar.
- Make extra copies of dossiers. Don't distribute yet.
- Pay Leaf ninja (seals/money) to refresh spent chakra, if necessary.
- Pause when we get full Event details.

There are 72 ninja left. 72 = 4 groups * 2 teams/group * 3 squads/team * 3 ninja/squad. Our squad won't be broken up, but our team might be under strength with only 8 instead of 9 ninja.

Again, any reason we shouldn't bring Nakano Ryouichi on board? A good word with the Hokage and a promise of us making him a personal seal loadout (which is expensive for a ninja to buy) later on for being willing to sacrifice for Team Uplift would be good incentive.
Also, we need LSBs for traps to secure our base. We don't know if we're blue or red first round, and if we're blue we need to be able to make as many traps as possible.
And again, getting Akane to loan us some of her seals would be good.

@Oneiros I still think the plan is too risky, but it might be a good idea to have one pangolin with each strike team. So that they can all stay in communication via Pangolin Telepathy. Another good idea is to keep the strike teams fairly close together so that they can engage in mutual aid as needed.
The main reason I don't like this plan is that most everything we can do in order to stack the odds in our favor and mitigate the risk of defeat in detail will also increase our chance of getting outright DQ'd.

We should discuss with Keiko before hand. It is possible we could pass it off as the pangolin having supernatural senses or something. They don't need to be openly communicating, just able to alert their strike team that one of the other strike teams needs help.

If you're right and Mist stacks the opposing color slightly we can distribute these in Round 1 to ensure the odds are evened out.

I'm alright with asking for LBF/implosion seals, but am not OK with asking Akane for her seal loadout. The entire fucking point was to give her those seals, and asking for them back, even temporarily, only reinforces her opinion of us treating her as a resource. Even if it's Keiko or Noburi doing it: Akane would suspect, and rightly so, that Hazou asked them to do it.
Edit: On second thought, no on implosions. They're Kagome's seal, Jiraiya has never shown to have/researched them, we have no reason to believe Jiraiya has them. Willing to be convinced on this.
