QMs, we need your aid! Could a genin throw a kunai through a civilian's skull and hit someone on the other side?
 
Would this be considered an accurate general viable chunin build? Seems a bit on the expensive side.

Now that the voting period is over, we can talk economics and morality. It seems like there's a strong force to pay peasants less due to how replaceable they are. On the other hand, there is enough wealth floating around that we see things like restaurants, books, farmers cultivating drugs instead of food, etc. Besides raising the efficiency of farming to free up more peasants to have better jobs, what else historically benefits the lowest castes of society? I'm also curious about how these things are mirrored in the summon realm, whose denizens might only eat for pleasure now that I think about it.
Universal sanitation (not just "ninja sector can't be bothered to be dirty"), probably better infrastructure, maybe public education, actual straight up handouts, and that's about it.

The lowest castes usually tend to be pretty screwed, tbh; it's telling that the go-to solution for "raising general welfare" for the longest time was "create a middle tier caste".
 
I mean, the other couple of things that we should definitely get around to writing is "The Wealth of (Elemental) Nations", "Leviathan", depending on how far we manage to push the bleeding edge of thought, "The Communist Manifesto", "Applied Calculus, a primer", "National Banks, a primer", and possibly a Shinobi Union Constitution.

Really, to abolish the Merchant Council what you need to do is 1. give justification for why the Merchant Council is inefficient, and 2. give the clan heads and merchants behind the Council a good reason to defect. For step one we have to establish the concept of comparative advantage, and for the second we're going to need lots of power and quite a lot of grease for all those grabby hands.

We need to survive the Chunin exam first before turning the quest into a civilization quest.

Elemental Nations are approximately 12th century Japan, so, well, probably.

Will we be able to put all of those ideas into Hazou's head? We'd probably have better luck convincing the qms of that after getting our hands on some of the books in the Nara library. I still can't think of a good way to do these things without information leaking and all of the other nations deciding to team up against Leaf after our sudden developmental acceleration. It's hard to achieve peace unless we're stronger than everyone else but it's hard to ramp up to being stronger before peace has been achieved. It goes without saying that it would be preferable to achieve our goals with a minimum of casualties, as well.

I think we can expect mathematics to be relatively advanced given the existence of the Nara and the Mori.

Or you could donate to @OliWhail's patreon and get him to start an Elemental Nations version of his current quest :p

I feel like no matter what Hazou's doing at the time, having him form the concepts behind things like the Wealth of Nations wholesale isn't going to get past the QMs. It's more likely that we could get Hazou to conceptualize the component concepts one by one, maybe talk to Shikamaru or write up treatises on them, depending on whether Leaf at large would take his ideas seriously.

Even then, I expect the QMs will look at us funny each time we try it, because forming even a component of the economic theories of the Wealth of Nations likely pushes the envelope if we don't do it sensibly enough. Also, having him act on the theories (the aforementioned chat with Shikamaru and/or writing about them) is important because if we just ask the QMs to impart knowledge on Hazou for no direct purpose it sounds a lot more schemey since instead of provoking interesting situations or conversations it's nothing more than a pretty blatant grab for a checkpoint.

I still think we can guide Hazou to these concepts if we handle it properly, but it won't be as easy as 'Please make Hazou understand capitalism, QMs'. We'll have to work for it.

Off the cuff, no. You'd have to get the kunai to penetrate the skull twice, and I doubt a genin has that much strength or a kunai that much sharpness. Even if you did, it would throw off the trajectory something awful.

Yeah, it's a lot easier for an educated ninja to understand Moloch than Economics :V
 
I think that we can bootstrap Hazou's way to advanced maths by feeding him simple easy to understand axioms, and then building from them using irl knowledge.

Eg "

And then just keep building until we've got him to a point where Shikaku wants to have a talk.
