More than flashbangs, I think that impulse seals would be useful. We also need to figure out if we're allowed to bring others' seals in.

Instead, we should refer to standard loadout, and figure out what we want. Or just tell the QM to specialize our seal loadout for chunin exams and have Jiraiya or Keiko keep the general loadouts in the summon realm in case of emergency.

If you're arguing that we allow the team to decide what seals are appropriate to bring in the background instead, I strongly suspect we would be dissapointed to find that others simply did not bring sufficient quantity, or certain types of seals.
That is a misunderstanding.
We should only change specifically what we need for the exam, and get rid of anything that is lethal, unless JIraiya/Mari thinks that's a dumb idea. And dump skywalkers or let Jiraiya hold on to it.

Until now we haven't been tracking these, just assuming you had a reasonable number of whatever and a boatton of explosives. Given the interest we'll start keeping an inventory. The inventory of a particular seal will only increase if you vote for Hazō to make some of that seal (or if we believe that Kagome would automatically make you some) and if there are resources to make them. "Resources" means time, paper, ink, etc. It takes an average of 5 minutes to create a blank and as a general rule we are not going to spend spoons on assigning different times to different seals.
IMPORTANT: Unless explicitly noted otherwise, seals are one-use items. Some seals, including storage seals, can be reused a number of times, but will eventually need replacing. Note that macerators in general are reusable but misterators get soaked and burning-log macerators are incinerated.
To keep things simple we'll assume that Hazō, Akane, Noburi, and Keiko all have the same current inventory -- you probably redistributed at the start of the mission to balance out the numbers.

Perhaps a layout where we have ~350 lethal seals, and ~350 non-lethal seals? Maybe something like this?I would say that we should have lethal seals, but not a full load out. Rather a partial load out. Some lethal seals for if fighting chakra beasts or other acceptable targets. Some non-lethal seals for matches where Hazou has to fight with kid gloves. I suggested a 50/50 ratio.

Our advantage is that we can be prepared for everything. We have fewer years of experience than most of the chunin contenders, and we likely have lower stats than most of the contenders, but the thing we can have that they probably won't is stupid numbers of seals. Also, note that it takes ~250 hours of sealmaster time to prep the proposed loadout for all our genin. Our advantage is basically "great power at the cost of lots of risky prep time," which means we need to actually spend the risky prep time to do it. Right now, we have access to sealing labs and two great sealmasters (though Jiraiya's time is limited). We should take advantage of that.

Interesting. Didn't know that. I'd suggest a 100-100-100 split then. I really don't think we're going to need 300 full explosive seals, especially if we can get directional explosives from Kagome.Explosive seals can be toned down to be limitted to B or A class injuries.
