Don't have the extra few mins to actually find the winning plan, but I skimmed a comment I wholeheartedly agree with about telling Ino as a part of this. Highly valuable move, both in terms of results now and relationship importance down the road, please consider this strongly. Hopefully it's there already.

Regarding if the Hagoromo woman herself is to blame - it's not outside the realm of possibility that the woman is just an aimed gun. Someone known to have certain tendencies placed in a position to do maximal damage. Maybe she thinks it was her own idea, but she was placed in that position by a different hand intentionally.

Given how suspicious all of this is, as the odds of conspiracy or highly-placed-enemy action increases, the chance that this woman is individually culpable for a large share of the blame decreases.

Given that he just gave us a big speech about how he won't cross that line as Hokage, I'm not worried about it, but it's a simple change to make and I'm confident that Pilot will override it if he sees fit.

Mari is smart enough to defer to Yuno on SAR. If the party encounters enemy ninja, someone needs to be formally in charge to make the decision whether or not to engage, what tack to take if attempting diplomacy, and I would much rather that person be Mari. She's more level-headed and has more experience. This is the kind of thing where, for probably 90% of the mission, it won't matter because the Yuno and the other trackers are pulling the reins, but if something more complicated or delicate happens, the person who is formally in charge will make the final call, and I really want Mari making the final call.

I think bringing Noburi is probably a bad idea given that this is possibly a trap and Asuma really won't want him endangered like that, but Mari and Kei are likely to point that out if they agree with me, so whatever.

The clerk is probably going to get sent to T&I on Asuma or Naruto's orders, and if the Hagoromo in general were involved it will be discovered. I don't think we really need to pursue vengeance privately, nor would it be a good idea. And I think Mari will point this out and not do anything stupid. Nevertheless. This seems like it's saying to authorize her to pursue extralegal retribution. Which is possibly treason, even if she won't do anything or tell anyone. I'd skip it.

Other than that, no real objections.

If we think Akane is kidnapped/dead, we need a section where we talk specifically with Kagome and Mari rather than folding them into "rally the clan." Id even like talking to everyone in the clan together, emphasize how important that is under its own header. Ask for their help. See what their planned response is. If they wants revenge, we're for it 100% - but later, after we do what we can to recover Akane and the genins. If they wants to reassure us, we gratefully accept and try to support them in turn.

If you had to pick between knowing what happened and either retrieving Akane or finding out where she is, which would you prefer? Finding her is the focus. Figuring out what happened is a necessary component of that.

The only things we know for sure are that she's bad at her job (poor attention to detail) and that she stuck to protocol.

There's nothing to be gained from addressing it right now.

What would you see me add to the plan?

Well, if Hazou/Mari think it's as much a Problem that she's bad at her job as some players do, then it could be a matter of treason.

It absolutely is crossing a line and will be the focus of much discussion by the Clans. No argument from me. I just want her secured ASAP so she doesn't vanish before we can investigate.

She explicitly ignored protocol. Protocol is to raise alarms. And given that she (a Hagoromo, who are famed for their attention to detail and rigid following of protocol) failed to do so in a way for a duration that is essentially a murder attempt at both Goketsu and KEI members this be a big deal. Either she is a nepotism hire, advanced far beyond her ability by Hagoromo interests in such a way that has harmed the Goketsu and KEI, or she did this on purpose, and this is an interclan/KEI-targeted assassination taking advantage of the Hokage's absence. Either way, huge fucking deal.

We need to massively expand on this and I don't particularly care about getting brevity XP at this moment.

Go to the Conclave the second things are set in motion. Tell Enma there's an Emergency that requires Asuma ASAP. When one of Leaf's CE summoners appears, Enma will tell them and they will immediately unsummon and inform Asuma. Hazō will check the Conclave as much as possible while organizing the rescue.
 
Inb4 the only sabotage the Hagoromo do is be late to mark missions as done to delay payment and lower ranking, and Akane is actually on the land of hot springs on an infiltration mission, while pretending to be ignorant of the increasingly absurd and daring wooing attempts of her students, to the point that she was spying on her students on the baths to counteract their plans, which is when Asuma, a detachment of ANBU, and no less than three other political figures find her. That she says "it's for research purposes" does not help.

New theory: Akane and co were at the site of the EM Nuke, and Akane had a mental breakdown/spent the week helping civilians whose lives were ruined by our actions.

@FaintlySorcerous I am in agreement with this, and would suggest putting the "Follow his lead." sentence to the top subbullet, while leaving the rest of that bullet where it is. So something like:
  • Enma:
    • Follow his lead.
    • Hand him some (good) booze.
    • Establish yourself as his associate: you have his ear and can shield friendly clans from (some) of his ire.
    • Corroborate his experiences, discuss the Great Seal's cracks.
