Goals: Your conversations with Keiko and Kagome were enlightening. Thinking back on it, Ami did gift you with puzzle: poetry from Karasu Goemon. Pursuing this angle to deal with the dragons might also be enough to wrangle the other sealing masters.
  • It's an intimate gift, so try to figure it out on your own first.
  • Ask Kagome's, Mari's, and Ino's help with care and only if needed.
    • Uchiha knowledge might be helpful and useful cover. Check-in with Kagome first before mentioning it.
      • Obtain Asuma's permission to debrief Sasuke.
Sasuke: Meet with Sasuke Uchiha over to collaborate on the Dragonwar.
  • Tell him that the Karasu seals might be a great counter to the dragons.
    • If they can take down dragons, then they can counter summons as well. Maybe even Crows...
      • Ask him to collaborate against the Dragons. He might get a weapon to counter Itachi's summons.
  • Of course, it will annoy Itachi if you use Crow-derived clan seals.
Haru: He's shown a talent in intelligence work that you don't see yourself too keen on polishing.
  • Make it clear that you support Haru's investigation wherever the facts lead, even if he thinks the investigation is a dead end, and resources are best spent shoring up the clan. (seals, food bank, civ assistance, etc).
  • If Mari thinks her contribution to Isan is hitting diminishing returns for now, ask if she might have advice or pointers.
    • Tell Haru beforehand that's it up to him. You're not taking this mission away from him and giving it to Mari. He's done well.
Contingencies:
  • Keep in mind Sasuke's anti-uplift leanings.
  • Also keep in mind Kagome's feelings on eye-bloodline users and their cheating eyeballs.

Sanity check with Akane and Keiko

  • Keiko
    • Obtain allies, or sway more clans in being neutrals. Use the team skillset(Ex. Mari) and contacts(Ex. Takahashi) to decide what clans, who to contact exactly and who to send.
    • Obtain more soft power, suggestions:
      • Use Ui's Pangolin Summons
      • Leverage the Pangolins to give particular people/organizations blessings, be careful about not conflicting with the High Priest authority too overtly.
      • Frame Keiko's successes and Leaf as an extension of Ui's mission, while remaining into an area of deniability.
      • Start delegating and giving "power" to Isan ninja. Nothing actionable, everything deniable, be extremely careful about that, but chose talented and pro-Keiko ninja:
        • Prefer to go on Chakra beast hunts with them
        • Let them directly talk to the Pangolins
        • Spar with them
        • Ask their input on the current status of Isan
        • Use that improve the social standing of allies.
    • Arikada situation.
      • Relay Asuma orders on Arikada.

      • An established interal power block ready to help Isan vs unified Villages willing to use the village

      • If the Leaf/Mist alliance becomes closer, Mist would be forced to weight Isan vs Leaf
    • Some arguments vs Cloud Alliance:
      • Cloud is extremely religious.
      • It would also put them in the target of every village in the world, the Leaf/Mist/Sand alliance and Rock.

I think so... And even if I didn't, I would still want Hazou to solve it, himself. To do otherwise would be impolite and... wrong, somehow. Against the spirit of the gift and against the spirit of Ami's friendship with Hazou --like Mari said, Ami plays on easy mode with Hazou, and I don't think Ami's given Hazou a puzzle he couldn't figure out with enough time.
 
Is there ancient precedent for assembling the clans and trying a War Criminal? This conflict is too big not to have the trust of the others.

Besides that we can be judged guilty (which we are) and then get executed which makes that a bad idea, probably not, also we aren't a War Criminal. The Pangolin broke the taboo.

And how does being a "War Criminal" make us untrustworthy anyway? We had a deal with the Pangolin for money, ninjutsu and more contracts (Panashe is extremly useful). Us breaking that deal makes us less trustworthy than the other way around. And we more or less knew what the Pangolin were going to do:

"Oh!" Pandā did a sudden little hop. "Oh, I almost forgot. I've got a message for you from Commissar Panteon. He says that now we're moving into the next stage of the offensive, against the Hyena Clan that secretly supported the condors from behind the scenes, we're going to need a lot more Pantokrator's Eyes from you."

Kei's mind conjured images of the subjugated condor population labouring with bound wings beneath the whips of their pangolin overseers.

And @faflec's plan actually included that detail:
  • Goal is to make a decision whether or not to supply the Pangolins with Skytowers (knowing their intended purpose).
  • Keiko should be the one to make the ultimate decision, since they are her summons.
Jiraiya decided that the deal was worth it, getting us ninjutsu from the toads and a loan from another human clan was too much to ask for. : /

Saying sorry doesn't sound really helpful, we thought that we needed every advantage for the chunnin exams and the Naruto hunt. Considering that it turned out that Akatsuki was trying some crazy stuff means we weren't even wrong. Maybe someone could communicate this to the Condors and we shouldn't pretend that we were totally ignorant.

And that Conjura doesn't like Goketsu has nothing to do with this crisis, she is stuck with the Pangolin right now, either as a vassal or as an "ally". So why should she distrust the story? Does she fear that the Pangolin invade again? While they are part of their Empire and the Trade network? Doesn't sound very plausible.

As for the rest of the clans and the combat group:
  • Slugs are pretty slow, so I doubt they are going to be able to join any attack group.
  • Turtle are also slow, but maybe they have a sea turtle navy.
  • We don't know if Orochimaru has been informed or what the Snake Clan thinks about this.
  • The Pangolin-Leopard-Hyena Clan summoner isn't here so we don't know what Pantsa thinks and Cannai is going to be very happy if they want more access to his territory.
  • The Toads are dicks and far away but know about the Dragons, according to Jiraiya's notes, so they might be able to convince others that this is real and serious, but Nobby isn't here.
  • Enma probably trusts us enough because Asuma trust that this isn't some nonsense story.
  • Porcupine's exist and should be happy that we found their scroll and added them to a trade network with close clans.
  • Cannai has send most of his forces east but trusts us.
So what can we realistically expect? The Toads also mentioned a conflict with the Capybara, so they might not want to send anything when their northern border has their old enemy and now there are problems in the south.

My suggestion would be to help Kumokōgō finding more close allies while we try to get a few more from our side of the continent. As far as we know the Great Seal isn't going to break completely anytime soon.

There really is no reason why we only consider clans that we have a summoning scroll with, for example, Nekka could be bribed? The cats are assholes but the Boss told us we could have simply negotiated, even if she doesn't really care we have 8-10 (Leopard and Hyean? I am not counting the Snakes) clans who could pay without sending a single soldier from their country and still help building a closer combat group.

(And meanwhile we get information on lot's of new summoning scrolls). Soon we will rule the West! All hail the Arachnid Emporer (Consort)!

Further suggestions like that:

Noburi could try to reach out to the Otters and Capybara (assuming that they aren't enemies already), if the Toads believe this is real than they could help that way without sending a large army.

Enma and the Kangaroos met each other, maybe he can give us something that the Arachnids could use to make friendlier conntact with them. Pretty sure that they would want to listen if a far-speaker shows up with support from the Dog clan and the Monkey clan. And then we can see if other clans would want to help (like the Squirrels).

Same with the Shark clan, if the Arachnid-Shark alliance isn't going anywhere right know.

Also Bear clan, nice guys.

And Enma could also ask Octenno? Maybe they want to help? Probably depends on the Arachnid-Shark alliance.

Sealing failures are bad.

I'm still awaiting clarification, because Kagome specifically mentioned that they were safe to destroy only as long as there was enough room in the update after Mari gave an expiring storage seal to the civilians to tear when they got to their destination instead of hauling furniture and he built his implosion seals around the operative mechanism of being destroyed. The guy who only swears during sealing failures doing that when there is even the slightest chance that destroying a storage seal under known circumstances just doesn't mesh.

Edit: This is of course ignoring that the Clans might be aware the threat is real and pretending that their dislike of Hazou is what's keeping them from sending anyone, when in reality they're hoping the other Clan Heads deal with the threat. Classic coordination problem. Everybody dies if no one goes, but if the threat is fended off, anyone who went is worse off than their neighbor who didn't.

Classic "second mouse gets the cheese" problem. I'm sure there's a multi-party game-theoretic solution on the books. I'll have to go look it up.

The answer is gonna be no, the summons don't have a central authority to motivate something like this, the most I think would have ever happened is a clan offering the life of a member to apace another clan. I don't think even the elemental nations have done something like this given the international treaty on missing-nin.
Hm...I've made some changes to that section changing "trying Hazou" to "creating reparations". I think this works better.

        • The Arachnids seem sufficiently isolated that they may not know Hazou's 7th Path history. Explain the Pangolin/Condor conflict and Hazou's role.
        • This caused clans to be suspicious of Hazou.
          • Is there precedent for establishing reparations/compensation for war crimes? The conflict is too big not to have the others' trust.
  • Cannai
    • Nekkar seemed to imply the biggest threat wasn't the Dragons. Was she trolling or was there more to it?
    • Are there any further legends about the Eaters that could be shared with Hazou? Perhaps a weakness could be gleaned from them.
    • Is there precedent for establishing reparations/compensation for war crimes? The conflict is too big not to have the others' trust.
    • How quickly can Bosses travel outside of their own domain? If we do manage to get the others on board, how long would it take them to arrive for the fight? Or rather, how many days in advance would a strike need to be?
  • Enma: He was present during our debrief with Asuma (as Farwalker), could we work with him to convince the other Bosses that we're genuine?
 
The problem (as Kagome states in the update) with sonic attacks is they aren't very lethal. The strongest soundwave possible in 1 atm is 193 dB, and that's just barely strong enough to kill via embolism in the lungs at a range of about 1.5m. If a parabolic reflector could increase the range by 10 fold then we have a weapon with less range that is vastly less damaging than a single implosion seal and attacks the same target (the lungs), plus you have to set up the reflector. Just use an implosion seal.

The nice things about banshees is the continuous power output: 193db is 2E7 Watts. Even with a transmission coefficient of 1E-3 air to water (substitute water for fleshy stinker), you have 2E4 W to cavitate blood with. Assuming isotropic radiation, a single seal stuck to a stinker will give it 1E4 W. Ultrasonic cavitation fat burners used in humans give out 8 W and "melt" 2cm fat.

Dragon souffle (serves 1E2):
Prepare a parabolic dome surface by carving one side of a canyon.
Plaster opposite wall with banshee fuckers.
Place dragon in focal point.
Activate seals until gooey on the inside and crisp outside. Times vary between 1E-3 to 1E-6 s depending on target hydration levels.
Best served hot before it deflates.
 
The whole Hazou warcrimes thing needs to be dropped. We've been told that the 7th thinks of summoners as hired mercenaries they can take or leave. Hazou was just providing a service and it was the pangolins who decided how to wield it. Given their central status as hub of the new peaceful trade network they've got the clout to tank their responsibility for it. If it's a matter of convincing clans, having a dozen summoners simultaneously telling their bosses, "yeah, this is real. We work together or we're all screwed", will count for a lot more.

We gonna ask the spiders for an info post of all the goodies they can give us anytime soon? Under the guise that any of those might help us with the great seal. Heck we can ask the dogs for that too

On the topic of storage seals. Kagome said his implosion seal targeting air made targeting a radius much easier. Did he ever say how hard it would be to extend the effect of the seal breaking not causing sealing failures? If we can make normal storage seals not cause sealing failures when broken would be nice

Hey, if we need the dragons to have an aetheric signature, can we just get them to eat one? They may already have. They've eaten multiple clans, including the Ankylosaurus. If they were a clan they must have had a summoning scroll. Find it and use that.


Speeking of compensation, we probably also need to do something for the families of our Isan ninja group, some died during the hunt after all and the Minami were extremly pissed at us for Nikko's death and that was an actual mission.

Those were extraordinary circumstances. They presented Jiraiya with a safer alternative which would have required a day or two more to implement and he chose to take the faster option to save his godson.

Dude, they are literally the second-simplest seal in common usage. This should be common knowledge even among laymen. I used this very same reasoning to predict the mechanism of the stacked implosion seal failure in advance. Kagome does not screw around with sealing failures. One of his explicit rules is "do not attempt to weaponize sealing failures." He labeled one of his ideas a "stupid-box" because making it was stupid for purely mechanical reasons. He did not sell hundreds of "Kagome's Stupid Implosion Seals" to his clan head and second-in-command of his adopted village for a critical mission.
