[X] Action Plan: To Stride Forward
  1. Allies
    1. In general: invite to Goketsu mourning, strategy meeting. Provide emotional support, no speeches for those who've lost someone.
    2. Noburi
      1. Parents might've been in the strike force.
      2. There were only three Mist survivors.
    3. Tsunade
      1. Go past anyone that tries to stop you.
      2. Hand her Jiraiya's will.
      3. Are you aiming for Hokage?
    4. Naruto
      1. Insist on talking to him. Allow other people their turn, but insist on having one. Do not be deterred.
      2. See what state he's in. If he's lucid and is okay with talking, talk.
      3. Hand him Jiraiya's letter(s).
      4. We lost Poppa. Jiraiya, now. It sucks, so, so, much.
      5. We didn't get to know him much, but...he was larger than life in every way.
      6. Share our stories of Jiraiya.
      7. Wait until he's ready.
      8. Wants re:
        1. Hokage?
        2. Goketsu?
        3. Anything?
    5. Akane
      1. Ask about adoption.
      2. Help with Mari?
    6. Mari
      1. Discuss starting over.
        1. Don't go back.
        2. We don't need the evil Inoue Mari the Heartbreaker. Let her die, if necessary.
        3. We need the brilliant Mari Goketsu, jonin of the greater Team Uplift.
    7. Kagome
      1. Tell him about the runup to the attack.
        1. Including giving Jiraiya his seals.
          1. Against Akatsuki, well, it seemed like the only thing.
          2. It wasn't enough.
          3. His final suicide attack was yours.
      2. We'll patent his seals.
      3. You're a top sealmaster. Best in Goketsu, at least.
        1. Anti-Hyuuga, if we don't have it already.
        2. Give all of Jiraiya's sealing notes.
        3. Sealing instruction needs to become priority.
    8. ISC
      1. Attend services, if invited.
      2. When ready, ask about their plan.
    9. Team Gai
      1. Bring Keiko.
      2. Ask Lee about adoption.
  2. Sort through Jiraiya's will and notes.
    1. Figure out what he's leaving us.
    2. Invite anybody you can find out he wanted to invite to the funeral, or whoever he thought might work with us.
    3. Store his body. There's a chance, now.
    4. Draw skywalkers while reading, if capable.
  3. Feel out (delegating where appropriate):
    1. Sarutobi
      1. Offer condolences. We would've liked to be friends with Chiyoko.
    2. Support that Jiraiya noted.
    3. ANBU
    4. Village Bureaucracy
    5. Uchiha
    6. Aburame
  4. Strategy meeting
    1. Hokage
      1. Who are we pushing for Hokage?
        1. We can't push Hiashi. Leaf, and the Elemental Nations cannot afford an isolationist turn inwards, and absolutely cannot afford a fourth Ninja World War.
      2. How can we turn clans?
      3. Coordinate strategies; we cannot win if we don't support one candidate.
    2. Overall geopolitics
      1. We can't win if we focus on Leaf, on any level.
        1. Rock and Cloud are likely stronger, let alone Akatsuki.
      2. Aim for international alliances and cooperation.
      3. Strengthen Sand, Mist, and minor ties.
      4. Send out feelers towards Rock and Cloud. Coordinate, if not ally, against Akatsuki.
    3. Akatsuki
      1. Gather remaining information.
      2. Try to figure out next likely move.
  5. Mourning
    1. MEW granite surface at compound. Carve Jiraiya's name in.
    2. Read his will. Bequeath as per his request.
    3. Take turns reminiscing.

[x] Action Plan: Excuse Me, What Just Happened?

  • Touch base with our allies. Tsunade first (and give her Jiraiya's letter).
    • Offer condolences.
    • Shikamaru/Ino: First, be supportive if they need a friend. They've just lost their fathers.
    • Tsunade:
      • We would like you to assume the Senju seat so you can vote on the next hokage.
      • Please talk to Sarutobi and try to get him to support non-Hiashi candidates, preferably Naruto or yourself.
      • What do you think we should do?
    • Shikamaru, we know you're grieving, but we need to work quickly to secure the political situation. Is there anything the Nara had in place for such an outside-expectations scenario?
      • Kei, Tsunade, thoughts?

  • Find out what physical/mental state Naruto is in.
    • Sit him down with Tsunade, explain what happened, and offer to adopt him as our brother. Would like to get to know him before practical stuff, but we're in an emergency.
      • If Uzumaki is recognised clan then more valuable to both of us for him to assume Uzumaki seat instead of becoming Gouketsu.
    • If he's sane and willing, Naruto should make a bid for hokageship. Otherwise support either Tsunade (second choice) or Akimichi (third choice).
    • Tell Naruto re: Sasuke: We don't know how he'll react to Hazou, since Uchiha's instinctively know when they look at a Kurosawa that they're related and can potentially develop the sharingan. He might think of us as relatives or as bloodline thieves. We've been thinking of him as an estranged cousin, but we don't know if he'll see us positively.
  • Read Jiraiya's will.
    • Take stock of what he left us.
  • Store Jiraiya's body in a scroll.
    • Resurrection just got proved possible.
  • Fill Mari in on what happened.
    • Double check with Tsunade and the clan, and then...
      • Order Mari to protect the Gouketsu's political interests with her manipulations to the best of her ability.
      • If she can't stop manipulating people in every interaction, as she believes, then she can use that manipulation to keep the others safe in a way that we're aware of.
      • Keep an eye on Mari. Order her to fall back if she's starting to get too mentally unwell. Order her to not conceal her mental state from Hazou. Order her to present her true emotions and thoughts to him at all times when it is sufficiently private for this to be safe, regardless of what consequences this may have for either of them.
      • If Tsunade/clan think Mari's liable to make public mistakes: instead order Mari to give political advice to Hazou/Naruto. Still order her to be emotionally honest with Hazou regardless.
  • Kagome: learn anti-Hyuuga seal if hasn't already.
    • Explain the situation. Explain your reasoning for your actions, but understand if Kagome is angry with you for sharing his secrets with the strike force.
    • He needs to patent his seals asap.
    • Give Kagome all of Jiraiya's notes.
    • Now, more than ever, we're at risk. Prepare defences as best you can. Learn Jiraiya's best seals. Put them to use.
    • Jiraiya named his ultimate explosion suicide technique after you.
  • Discuss with the clan on continuing the international alliance to hunt down Akatsuki.
    • Reasoning: 7 S-rankers can kill everyone right now. Let's not die.
    • Can use to force temporary international peace against common foe.

  • Discuss w/ clan, then: Write official letters offering adoption into the Gouketsu to Lee, Tenten, Akane, and Nakano's group, and their families. Have Noburi deliver them and talk to them in person.
  • Hazou writes as many skywalkers as he can.

Now back to studying...

ISC
  1. Attend services, if invited.

^ this implies *much* longer timescale from this plan than I thought? I think we're aiming for one or two days for this plan; unless the funerals are very very soon this seems off.
Also unsure why this is ISC specific. We should generally attend any services that we're invited to, or ones that are open and it seems appropriate.

And that rushing Naruto might backfire.

I'd love to not rush Naruto but we seriously do not have time. Hiashi will call a vote on the next Hokage as soon as he can, and we need all our political ducks in a row before that happens. That's what this plan is about right now: the poltical setup so we're in a strong position to contend Hiashi, in the next few hours if need be.

If we take our time and don't rush Naruto then for all we know, we lose. We can't afford to take an hour or two to bond and grieve first.

Despite the brutal (and depressing) outcome of the battle, a bittersweet victory at best, there's surprisingly no salt. Players continue to soldier on with a plan anyway.

Can we ask Tsunade about Naruto before meeting him? Prevents bad surprises

We can destress and grieve with him over the course of like six hours if he's lucid before launching into 3ish Machiavellian plots though.

If Hiashi walks into Leaf while everyone is still reeling and calls for a vote immediately, everyone is going to be mega salty and flip him the bird.

If Tsunade is even mildly operational she would kill him on the spot.

ISC would be FURIOUS. Sarutobi would be mad.Minami would be pretty pissed if they ended up losing their clan head in the fight. It looks super bad optics wise to everyone else.

Also did the Minami head go to the battle?
No.

Do you guys plan to release the behind-the-scenes docs for the quest once it has wrapped up -
We hadn't thought of it but it seems reasonable -- when it wraps up some day. As much as we can even release the docs; so much of it is just in the QM logs and older versions of the docs.

Do you mean Akame? Or did her parents really name her Akane Akame?
There was a typo in the chapter. It should have said "Akame was comforting Minori." Akame with an 'm', not Akane-your-ex-girlfriend.
NB: This is not to say her name isn't Akane Akame. You don't know.

What is going to happen to Jiraiya corpse?
HDK, but it would be a reasonable guess that Tsunade brought it home in a storage scroll.

And he would be being passed up for...the Princess of Suckers. Someone who hasn't been village leadership or anywhere close to it, basically ever.
Point of information: In MfD Tsunade is well respected [EDIT: by everyone in Leaf] and is not known as the Legendary Sucker or anything similar. She has been out of the public eye for a long time or I would have said 'incredibly respected'. Your larger point stands, though.

Does anyone feel like we have a long slog ahead of us? I feel like for every step we took, we took three steps backward. It's one crisis after another and everything seems so damn difficult.
Well, that was nothing like I expected.
Also an awful outcome. Honestly don't see what path forward there is now. The assumption that Naruto is just going to join the Gōketsu is strange. I don't really see Gōketsu as having any true allies, really, so our political opponents basically auto win against us. Jiraiya was our major enabler so there goes our agency. Plus I'd bet we just got the good guys killed.
Basically all-round horrible outcome. Good luck people.
I hope this isn't an "I quit" message.

I note that yes, it is a horrible outcome and the deaths of Jiraiya and Orochimaru make me personally sad, but it's also an incredible opportunity for the playerbase. You are now the head of a clan in Leaf. You have a seat at the Clan Council table. There is political instability everywhere, and things are going to be changing a lot in the near future. You are in a position to shape that change if you make the right moves.

Honestly, this is the most power and agency that the players have had in the entire quest.

I disagree. Leaf is without a leader right now. The first thing J did when Hiruzen died was call a meeting, tell everyone what happened, and try to assume the hat. Hiashi can make a strong case that they need to elect a new kage immediately, or at least an interim kage who can sort out the recovery.

It's not. As you might have noted, I have voted and critiqued plans.

But you may want to note that constant crisis exhaust players.

Despite the brutal (and depressing) outcome of the battle, a bittersweet victory at best, there's surprisingly no salt. Players continue to soldier on with a plan anyway.
QMs: "You're ambushed by a bunch of ninja, outclassed and alone, your allies are going to be killed soon. What do you do?"
Players: *Variety of ideas, lots of people suggest things, virtually no arguing, single plan put forward, nigh-unanimous consensus.

QMs: "People want to hang out on the beach, there's nothing pressing happening. What do you do?"
Players: "It is vital to our continued survival we relax at EXACTLY the right level, performing the best relaxation activities and descriptions to achieve maximal group unity."
*Players put forward three different plans of varying levels of relaxation for the beach.
Radvic remains absolutely correct. This outcome is only just short of "The Akatsuki come for us specifically", so of course there's relatively little salt.

It also helps knowing that the Akatsuki remain nearly as bullshit as they were before the moon aliens got involved, which cuts down on a lot of that.

Right, and modulo Shikaku calming everyone down, the room was about two ill-advised outbursts from being a complete bloodbath. That only ended well for Jiraiya because Jiraiya and because Shikaku started making moves for him.

Only insofar as wanting Naruto to become Hokage goes. If we just want to adopt him into the clan or gain his support, then we can take our time.

On the other hand, Tsunade we already know and can skip a lot of this song and dance. She's also an experienced and battle-hardened adult, and should understand why we need to move quickly here. Not that a measure of sympathy wouldn't be appropriate given the circumstances. Still, she should be much easier to approach with the Hokage offer.

In conclusion, the fact that we don't have much time should make Tsunade our primary candidate. There's less uncertainty involved, and she's objectively the best person Leaf has for the job.

Political goals:

1. Make sure that whoever acquired the hat is not Hiashi.
2. Strengthen tie with our allies.
3. Strengthen tie with nations that participated in the Battle of the Gods.
4. Make sure World War 4 does not break out. (Which means stopping Hiashi)
5. Form the Ninja UN so that something like Akatsuki won't happen again or that we won't have to stop their plan at the last possible moment, and enable a process toward world peace.

J told us to choose Naruto over Tsunade for hokage, and I trust his judgement on this. I also expect Naruto (who was being trained for the position) to understand the urgency of the matter and Complete The Mission rather than throwing a tantrum because we waited until after the crisis was over to do the emotional stuff.

On which note, that makes now the ideal time for educational reform in Leaf.
This is also something we could use to convince Tsunade to run for Kage. Clanless feel like they can't be med-nin. Making a path for that in the academy for those that desire that would be ideal for her goals and ours.

Counterpoint political goals:

1. Make sure Leaf succession crisis is over quickly, lets we become international prey
2. Strengthen clan position via building ties to village S-class ninjas: Naruto and Tsunade
3. Build ties with other clans, both previous allies that may need us now, but also possibly others - everyone was hurt
4. Make sure Leaf doesn't start WW4
5. Try to keep international relations stable while all vilages rebuild.
