Right now Jiraiya can't do anything which would be interpreted as him stopping Zabuza from revealing the conspiracy, since the very act would reveal him as part of this conspiracy. He needs a different excuse, and is apparently failing to come up with one.

We have that excuse: we're really passionate about international peace, we're known to be undiplomatic about our passions courtesy of Hazou's tournament speech, and Zabuza is trying to cause trouble. If we do this convincingly, our actions wouldn't be seen as an extension of Jiraiya's: just an impolitik radical being impolitik. It wouldn't paint us/Gouketsu/Leaf in the best light, but it'd certainly be better than the alternative.
 
Dispel.
  • If successful, and you find yourself captured: attempt to escape outside and attract people's attention; if impossible, do as much damage to captors as you can.
I like that this has a contingency for if it actually is a genjutsu, but maybe change to

"Size up the situation and proceed accordingly."

It's fully possible that someone decided to genjutsu us to give themselves an advantage in the board game we're playing.

Begin a long congratulatory speech highlighting his exemplary hunting skills.

Make sure it slowly dawns on everyone that you're congratulating Zabuza on winning a game of hide and seek.

Use your ability to be painfully sincere to really drive this home. You're really glad that the jig is up and that you no longer have to wake up sweating at night wondering if Zabuza is underneath your bed roll. He truly is the best.

Maybe you could go for an interrupt of another kind of interrupt that doesn't directly address Zabuzas. Sand will be the focus, after what everyone just heard, not Zabuza. If Zabuza tries to refocus the room on himself, Hazou has plausible emotional ammo to use (Ikeda or Sand).

Maybe exaggerate Hazou's shock and confusion before snapping into IN, and then maybe have him stare at her or offer some gesture of support to Sand. The subtext would be that we're looking out for our Sand crush under the guise of supporting Sand. Press our international cooperation axe, if needed to really sell the point.

Of course, this should follow Jaraiya's lead and take into consideration Sands immediate reaction. Ideally, we'll maneuvor ourselves into getting a favor out of this from Sand.

Hmm, I'm doubtful. The goal isn't to distract the room, it's to distract Zabuza himself; the easiest way to do that is to attract his ire, and the most surefire way to do that is to explicitly verbally attack him. If we won't distract Zabuza, it'll become a contest for the room's attention between us and him, and he will win it.

Yes, but then... Hazou provokes Zabuza, Zabuza attacks Hazou, Jiraiya defends Hazou, Zabuza attacks Jiraiya, Leaf's ANBU moves in to defend Jiraiya, Mist's ninja go in to ensure Zabuza isn't overwhelmed, Sand's ninja stand up to support Leaf, Rock and Cloud oppose Leaf and Sand, the whole room turns into a chaotic free-for-all slaughter, in the aftermath most of everyone involved is dead, peace negotiations have broken down, these Chuunin Exams are deemed an international failure, everyone goes home, Jiraiya is deemed unfit to be Hokage and is replaced by Hiashi just in time for World War 4 to start; two months later 70% of ninja worldwide are dead, the rest is starving in destroyed villages, and there's no one to stop Akatsuki from completing their plan and blowing up the world.

We don't want Zabuza to actually attack us.

If Zabuza chooses to contest us, using Ikeda to refocus the room is a more grounded and known angle for Keiko, Noburi, and Jaraiya to pick up on should they wish to intervene or play off of. Heck, most of the genin should know something is going on between Hazou and her.
 
I really think that more consideration should be given to just dropping a silence mine and a screamer. The silence mine should prevent any injury, and the combined effect would render spoken communication pretty much impossible. With everybody looking at the door nobody even has to know how it was done or by whom.
 
So, I think that rather than trying to be clever in getting Zabuza to leave, the best way to go about things would be to simply use the fact that Zabuza is an S-rank jounin to Hazou's advantage. He's used to getting his way, and bulldozing his way through things by sheer dint of his power, so use that. Get him to KI Hazou (in such a way that it doesn't implicate him), and then Jiraiya has more freedom to act.
 
Alternatively, goo bombs. Whether they qualify as an attack for the purposes of the truce is at least arguable. Keiko might have a decent shot at landing at least one of two thrown at Zabuza while he's distracted in a confined space.
 
Any sort of plan to engage with Zabuza to either run out the clock or commit a party foul should keep in mind two things:
  • Team uplift is much better at socials when acting in concert.
  • Zabuza has one social weakness left alive in the whole world. Ami has thoughtfully brought them to the party.
Edit: bonus third point: give Jiraiya an option call us off. This is potentially very stupid. Say something like "I bet my fingernails that you are up to no good, Zabuza."

It depends on if he's up shit creek without a paddle or if he's already got a plan in action, at the end of the day. If its the latter, we don't want to haphazardly sprint into action without checking, since that might fuck things up a bit.

Replace "Raised eyebrow" with "Angry frown and :mad: expression and 'Can you fucking believe this shit??' hand gesture.". He'll probably get the message, thats very out of character for us, but still in character for who we want to be.
