I think you're counting on those involved to be rational actors and be swayed by the cost-benefit analysis and the obvious net gain instead of irrational and emotional things like pride, chivalry,crimelord honor, paranoia etc

What I don't like is inviting all these schmucks in on the operation. I don't trust them enough/ have a good enough picture of their interests, loyalties (and where those people's interests are, etc.) to be cool with bringing them into the fold here.

Whats to stop Hinata or someone from subtly sabotaging this, pinning it on us and having it all blow up in Jiraiya's face, making us look incompetent, while boosting the Hyuga in the public eye?

Jiraiya, Mari, and Nara, in that order. If they all signed off on it, I'd feel pretty confident, but yes, the Hyuuga are listed as the last possibilities for a reason and I can see an argument for not even mentioning them and even for dropping Aburame.

On the other hand, the Nara have bet really heavily on this clan alliance and their heir is due to be wed to a clan member. As long as it's not part of the competition of the exams I'm very willing to believe Jiraiya and Mari if they agree that they can be trusted. A Nara mastermind on the team is immensely valuable, and with him would likely come Ino the mind-reader sensor specialist since the Yamanaka absolutely are not going to cross the Nara. That's on top of just having two extra faces and sets of eyes to swap out to make it harder for people to pick up on the team's activities.

As for Panache, I just like the image of a small pangolin James Bond playing cards over a martini, okay? Anyway, we don't know the full range of her abilities, but her specialty is well-suited to finding ways to contribute here. With the emphasis on memory, etiquette, speed, and stealth the courier might be as well.

Hrmmm... The Akimichi focus on body modification. It wasn't relevant before the grue, but now that henge is gone what are the chances that they have a clan shapeshifting ability to emulate it as a disguise option? That information should have been filled in during the shift, and if they do have that ability they would make a really valuable addition.

Keep in mind that, in order for bringing more people to be profitable, every additional person needs to add value greater than the established average. And also that this kind of venture needs to scale vertically rather than horizontally, which increases risk.

Honestly, the more I think about it, the more certain I am that we're going to get shut down before we even start. Otherwise, what stops other Mist ninja from getting in on this game? I bet there's some kind of semi-official agreement between the Kage to let the rich bozos gamble and party in peace.

I imagine that Mist ninja dont do this to keep the Yakuza happy, and that everyone else doesnt do it to keep Host Nation happy.

We might actually be in a unique position here, friends of the Yakuza, almost allied to Mist, Auntie is the Mizukage, being good at cheating casinos is chiseled into Hazou's backstory, etc.

I think a lot of this does hinge on the fact that Hazou does all of this in disguise. I dont think it would help if someone sees a barrel carting Wakahisa around as well as Not-the-Pangolin-Summoner accompanied by Panashe-with-a-moustache

Kei can count cards and calculate probabilities better than a computer, Noburi doesn't need to bring his barrel, and Panache doesn't need to be seen, though there will probably be situations where just being open about their identities would be a benefit. Deck management and skilled dice rolling aren't actually against any rules. Nara covers Keiko's gaps and Ino is a sensor specialist who literally reads minds.

In any case, there is a reason that professional gamblers work in teams when they operate clandestinely. If nothing else, you want your characters to stay consistent, so you've got one person betting pennies every round in the game tracking the deck and potential marks while the high roller goes heavy each time he shows up, but bounces around from game to game based on where the best odds and marks currently are. There simply isn't any way for a single person to run a system without either deliberately and dramatically curbing their winnings or making it clear that they are running a system by the behavior patterns necessary to be successful. Split them up.
