I still feel like we should invent long-range positioning and communication seals, so that we can develop a seal that we can inscribe on our agent's skulls to keep track of their location and vital signs. Maybe even record audio and feed it into a central switch with basic logging and keyword detection.

It'd be much better than a silly dark mark.

Edit: Ooh, we should keep the central switch in Hidden Heaven. Then we could talk about sending data to the cloud.
I... ugh, I hate that I'm agreeing with you on this, but that's really not a terrible idea? I mean, yeah, body horror, immediate revulsion at the thought? But that aside, the skull is damned good casing for a seal. I mean, we'd need to progress farther in sealing, and Hazou'd need to be at least 50% better (~sealing 18) before I was comfortable experimenting with that, plus we'd need to do the whole animals-bandits-captured evil ninja route that'll result in mental scarring for everyone, AND we'd need to get our team on board with it... but I mean... bones do strike me as an ideal surface for inscribing seals on.

Honestly, the only part of my post that was a joke is the "cloud" pun. Hell, even that's not completely silly. Half the point of Hidden Heaven is to make it hard for our enemies to find, much less attack. Once we can, keeping infrastructure there is a good idea.
 
In terms of personal power Jiraiya is actually very low on his combat potential compared to the other S rank ninja and most of his power come from him knowing what is going on around the world.
Just so you know, this is the exact opposite of the situation in canon.

Canon!Jiraiya is not a spymaster. There's no evidence than he is. In fact, the one time he acts the part and infiltrates Rain, he is appalling at it. He doesn't even take off his signature forehead protector.

On the other hand, he is a combat monster - he's easily the strongest of the Three, being far more flexible than Tsunade, and far more of a heavy hitter than Orochimaru (whose main strengths are being utterly unkillable and Edo Tensei). He makes Itachi and Kisame flee in terror (though, granted, Itachi probably didn't want that fight for multiple reasons). He nearly solo'd Pain's six bodies, immediately after beating Konan, and only lost because of the body that can resurrect the rest.

Hm... I wonder. What if we made an undersea base instead of or in addition to the Village Hidden in the Heavens? It strikes me as moderately more achievable in the mid-term if we can find a continental shelf sufficiently close to shore that we can bore a hole into the wall of. Issues would be chakra beasts primarily, but... with the VHitH, we don't actually KNOW that there aren't chakra beasts that make their home in the air as high as we would be making our base.

Wait, is Jiraya as spymaster fanon? I've seen it in a number of fics.
 
1. Personality: She's quick-witted, clearly intelligent, and is competent enough to have the whole staff eating out of her hand.
2. Personal skills: She can read and write, smart, and personable. Also, her position makes her even better.
3. All other factors: Well she has that baggage, but that's a third factor so we should be fine!
I also think Honami is a net asset. She isn't perfect, but she is much better than average.

Regarding the information we want from her: We will eventually have our own spying network. When we do, we will want to have financial data, gossip, caravan and ninja movements, noblemen movements, etc. Honami is in a perfect position to gather noble gossip and food prices, at minimum.

I wholeheartedly support using skulls as a seal-writing medium. We should make it our priority when we have Sealing 20 (which costs 432 XP, so it won't be soon)
We should also think about other creative uses of seals on bones. Force Blade seals inscribed on knuckles under the skin to allow Wolverine-style force claws, anyone? (Of course, we will need to modify Force Wall to make it smaller and mobile, first)

I like this a lot, actually. We could still refer to it as the Village Hidden in the Heavens. Then, around when everyone's tired of looking for our hideout in the sky that doesn't exist, we'll be just getting powerful enough to build it.

As @Jello_Raptor mentioned, decompression sickness is an issue, but not an insurmountable one, and it would be extremely nice to have somewhere we're as-close-to-guaranteed safe as we would be if we were a member of a major ninja village.
 
Unrelated to the current discussion, is there a word for "horrified amusement"? Because that's what I am with respect to skull seals.
 
On that note, if we ever capture and release enemies we should give them scalp wounds that scar similarly to the seal on skull surgery. Muddy the waters a bit if there's scarring from the seal implant procedure.

It's not scalping if we don't keep the scalps, right?
 
Yup, I figured. I'm asking at his current skill level. Though knowing how skillful he'd need to be in order to prevent scarring would be useful.
Hm... surgical scars are, admittedly, a lot easier to heal without severe scarring. It's also worth noting that it'd probably be Medicine, not Medicial Ninjutsu, to actually perform the surgery. It'd just be MedNin to heal up afterwards (and in such a way as to not disturb the seal).
 
So how about the similarities between Root and the Death Eaters, can we not try be-lining for the same level of depravity. I do no think it is very productive, and in fact is counter to our goal of reducing the amount of extremism in the world.
