SC Training: Akane did 3 missions -- it's about a day's travel to the border on the Lightning side, and about a day and a half to the border on the Earth side. With 2 days average for Lightning side missions and 3 days average for Rock side missions, I'll say she was on mission for about 8 days, so 6 days of training opportunity out of 14, with XP spread evenly through the split. I'll also assume that Kei got 10 days of training opportunity, only taking part in the one Zoo Rush which involved two days travel time. Please correct me if these training opportunity guesses are wrong. Base 31, 1.0x and 1.4x:

Akane: (31 * 6/14 * 1.0) = +13.2 XP
Kei: (31 * 10/14 * 1.4) = +31.0 XP

Kei's build is pretty well optimized right now, there's not much that would improve her survivability. The main thing that I think would do so is leveling Vacuum Step, which helps get her out of a pinch -- doing so to level 20 would cost 77.5 XP, and is relatively inexpensive. Other than that though, there's really not much for her build to improve on, so I think Resolve training is a pretty safe option, especially given that she's a Summoner and unlikely to be risked on super dangerous missions with the new prominence of the Zoo Rush tactic.

Question: Why not Mist instead of Sand?
Answer: Our access to Mist is currently blocked by Cloud holding the coast, making a journey there substantially more dangerous. There's also the fact that Asuma has Sand by the balls with the power desparity and ability to cut off their food supply. Mist isn't a bad place to go (I actually have something about what we should do there in the "For a Later Date" spoiler), but it should wait until it's a safer place to journey. Sand isn't the only place we should go, but it is the first place we should go.
Personally am not all convinced about the danger. Everyone is risking their lives in this war. Plus we can just cut through tea and then head to mist which should be safe

Noburi's build is in a similar spot without clear opportunities for improvement (except Alertness, which is somehow still at 30!) -- but it seems likely that more chakra will be needed both in his capacity as a Summoner and for Sage Mode. So:

Since there is an arbitrarily high number of skills at level 0 and our charecters can invest in a Cooking skill, can Akane invest FOOM XP into a hypothetical Craftmanship (Construction) skill so we can have a team of Akane shadow clones build the underground meeting room and training facility?
You can certainly invest in such a skill. Whether she can quickly get it to high enough levels to safely build a make underground bunker is a separate question.

Adopting a ninja from another clan into your own does not require a ticket, but it does require permission from their current clan head. Adopting a clanless ninja does not require permission but does require a ticket.

Oh, words are the most powerful invention ever. So much so that they are built into human development at a biological level. Lock two infants in a room and they will grow up naturally constructing their own language. The greatest evil to ever beset humanity which killed more people than anything else in all of history is gone from the world forever because a volunteer college student who had zero formal authority and didn't even know the local language dropped into a hot zone on the opposite side of the planet and the one sentence he memorized got him an interpretor and meeting with the mayor in five minutes and blockades stopping trains ten minutes later. It's worse than useless now. The power of the sentence was pissed away before you were even born and now it'll just get you laughed in the face, but there was a time when a single sentence could shake mountains.
You have a habit of alluding to wild stories without actually telling them, even though the allusion is wordy enough that you could have simply told the story. Please don't do that. It's frustrating and, at least to me, it comes off as a little trollish.

Based on the bolded section, I highly doubt that Asuma will intefere or even be upset that we want to search for leads on the Great Seal.
Note that the information you're referencing is OOC information that Hazō dies not have.

Additionally, Asuma is currently having us devote most of our time to training Kagome (a Great Seal project not a WWIV project), which strongly suggests that this is the sort of thing he would actually prefer us to be doing
He's having you do the training in part because Hazō can't do much of anything else right now and Kagome has no other major contribution he can make, since research on war-winning seals tends to be slow and unreliable.

Are Chunin usually paired only in two person teams? I thought the 'standard' was three person teams, three person + jonin if the three are genin. That may be canon poking its head into this, but three genin + jonin seems standard in story
It varies by mission. 3+1 squads are for training up genin / letting genin be useful while also relatively safe, not specifically for accomplishing missions. Also, it's far more frequent for training squad leaders to be chūnin then jōnin, simply due to the numbers of each.

Also, it's good to see Mari isn't being made to do the work itself, only to protect another.
Oh, it's safe to assume that she was doing the job and the other person was her backup.

The purpose of the plan is not to go on a date with Snowflake, it is to bring to Hazou's awareness that Snowflake is interested at all. Then, knowing this, he can discuss with his partners the most respectful course of action that leaves everyone happy, up to and including possibly not dating her but not being an oblivious dumbass about it too

      • If all goes well, update Asuma on current Skyslider capabilities.

        • Should the team produce more of this model, or should they focus on refining it first?
        • Emphasize the contributions of the civilian team
    • Hazoulation:
      • Give the team a large bonus.

    • No guarantee, but what resources do the team need? (Labor, materials, etc?)
  • At the hokage's convenience. Do a show and tell on the current state of skyslider designs.
    • Strategic implication: Long distance penetration raid, improved skywalker efficiency, evasion, reconnaissance, and faster communication.
    • Not quite there yet. Only two working prototypes.
    • Praise the design team for doing all the design, ingenuity and the hard work for something everyone but Hazo thought impossible or crazy.
      • Skyslider credit is 99.999% the team.
    • If the hokage decided to order Skysliders, celebrate it with a formal dinner with the core Goketsu family.

Skysliders are actually working now? Damn, that's awesome! I mean, these aren't ready for any real use yet but PROGRESS!

Skysliders have the following characteristics:

  • The pilot lies down in a wooden tube that has levers up front and pedals at the back.
  • Numbers:
    • 8:1 glide ratio (about half of what a modern hang glider has), meaning that if you launch from a mile in the air then you can go eight miles before landing. Obviously, you can extend this distance by gaining altitude from a thermal, or by ridge running.
    • 40' wide by 15' long.
    • Weighs about 90 pounds, mostly from the wooden tube that the pilot lies down in.
    • Max speed under optimal conditions of 25-30 mph -- slightly faster than a running ninja. Speed under normal conditions is about 15-20 mph. Going slower than 10-15mph will offend the sky spirits which leads to, as Michiki puts it, rapid terrain approach, lithobraking, and a resulting major enlargement of the airframe's no-launch window.
  • It is possible, although dangerous, to use jutsu while flying as long as weather conditions are calm. You need to place your forearms on the steering levers in order to free your hands to make handseals. This is contraindicated by the design team, although they are a bunch of civilians so they aren't going to tell a ninja that it's incredibly dangerous and stupid. Regardless, using jutsu while flying is like driving with your knee while you use both hands to light a cigarette -- you can do it, but you shouldn't and you definitely shouldn't do it often or when you're under stress.
  • Their performance characteristics (speed, stability, etc) vary somewhat from day to day depending on how grumpy the sky spirits are feeling. [NB: This actually means atmospheric conditions such as temperature, pressure, humidity, wind, etc.]
  • They handle bad weather poorly. If it starts to rain or a major windstorm comes up, you want to get on the ground quickly or else the sky spirits are likely to become offended.
  • They turn like a barge and if you try to turn too fast you will definitely offend the sky spirits.
  • Occasionally the sky spirits get offended for no particular reason.
What about our other estate ninja, did they not have any missions?

They did not. They are all cripples of one kind or another who don't get sent on missions unless there's no other choice.

They do still sign up on missions at the mission desk of their own accord, but that's less often.

The Rats and Leopards were in fact at the Conclave despite my earlier error. Noburi and Kei spent some time talking to them. You learned the following:

  • The Rat Scroll was last held by a ninja of the Crimson Sunrise clan. No one has heard from him in a hundred years and the Scroll is presumed lost. The Rats did not recognize any of the names (Wind Country, Rock, Cloud, Land of Fire, etc) that Noburi and Kei tried on them, so presumably the summoner was from somewhere well off the beaten track. Also, notice that they haven't checked in since before the Village System came into existence.
  • The Leopard Scroll is currently in active use, although the Leopards are being cagey about the name of their Summoner or his/her location.

Also, is there any other concern from your QM-discussion [about the underground bunker/training facility] that you feel I did not adequately address? I feel like everything you mentioned could be worked around one way or another, but you mentioned the task being physically impossible so checking seems prudent.
We are not convinced that this is possible to build with the resources and knowledge available to you, and even less convinced that it's possible to maintain OPSEC while doing so.

Has anyone in Leaf (or Yuno) ever heard of the Crimson Sunrise clan? I assume our intelligence about the Eastern Continent is abysmal.

Not worth pursuing while we have much better options TBH. We have a great opportunity to grab the kraken right now and that would only require 2 more for everyone important in the clan
 
@eaglejarl @Velorien Do we know how old Gaku is? When should we start pushing him to take a dedicated apprentice, provided he hasn't already got one?

Oof. What even is the point of what we did to him. "Suffer and be humiliated to an unprecedented extent for killing these Yakuza. Now go destroy a civilian town because they make food that other civilians rely on to not die".
