A few notes on the omake - I really liked it, especially the part where Noburi was so confused with what Hazou's pet projects were. It was a good look at what we must look like from the outside - I do think more successes will go a long way towards making us seem less eccentric and more like a visionary.

The one part I was annoyed at (maybe that's the wrong word but it conveys the concept) was how Noburi folded to Hinata. We have no obligation to the Hyuuga at all. They're reeling with Hiashi dead, Neji's slow on summoning training compared to Noburi, if Hiashi was alive he'd want to kill us, and Neji is at odds with Noburi. Furthermore, the Hyuuga shouldn't have any need to spy on allied Leaf nin. I really wish Noburi had said something more along the lines of "the Hyuuga have given us no reason to do otherwise - and since we're both Leaf ninja, I'm not sure why you would care." A little bit of wish fulfillment, to be honest, but I think we should keep in mind if this ever comes up in the future that we don't need to compromise/admit wrongdoing because they're just as at fault for potential tensions between our clans as we are, and we have plenty of plausible excuses we can use to deflect.

Anyway, don't let one pet peeve of mine take away from the overall work! Honestly really enjoyed reading it and seeing the character development - this must've taken a lot of work!

Eventually we're going to have sewers, right? And that means tunnels underneath Leaf. Which means a strategic weakness. Which probably means a guard, sealwork protections, or both. Do we know of an emergency flare seal, beyond just throwing an explosive scroll in the sky and hoping for the best? The sewer-guards are going to need a way to quickly call for backup, should an enemy village try to infiltrate via the sewers.

You're thinking of sewers as more spacious than it really is. It will be dirty, cramped and hard to navigate, not to mention potentially deadler than just clean tunneling. The enemies already have capabilities for tunneling and they will need to tunnel anyway if they plan to use the underground to get into the city.

So we'll just close up the entrance to the sewer with explosive and work on general underground detection seals and call it a day.

Things in Jiraiya's Notes
  • His Lightning Lash jutsu from Chapter 223. Creates a weapon, much like Noburi's Water Whip, but more flexible:
    • Will cut through things or wrap around them as you choose (e.g. it cut Hana's sword but wrapped around her neck)
    • Will send non-lethal shocks to a person it's wrapped around.
  • Lots and lots of seals
    • Earth Pillar Seal: when activated, extrudes a 50cm thick pillar of chakra construct stone at a respectable speed.
    • City of Pillars. Causes 1d6 dozen stone pillars of various randomly-chosen heights (5m to 30m) and diameters (10cm to 500 cm) to erupt out of the ground in a large area. For some reason, they all have either the kanji for 'Dream' or 'Sunshine' on them.
    • Twin Repulsion Seals: When both are active, they repel each other when they get too close.
    • Naruto's bijū seal. Not complete information but it's a good start.
Can we have a threadmark for this?

Maybe Noburi isn't quite stoic enough to be clan head yet. He can't even resist the demands of a cute girl who spent their whole meeting guilt tripping him! Mari would be ashamed :y

For the record, most real-life sewers are about 12" in diameter, according to the construction guy that I talked to who was in the middle of digging up the sewer line at the time. (NB: This was in San Francisco USA, so perhaps it's different elsewhere.) Most TV/movie depictions of sewers as something you can walk around in are, IIUC, based on the catacombs under Paris.

I was remarking on 1) more from an outside-the-clan perspective, especially since Uplift is still unconvincing to a vast majority of people. I do think Team Uplift understands that Hazou has a method to his madness, and you never get successes without failures and tons of attempts either.

As for 2), I was under the impression that it was still kind of a private thing (I don't think the Hyuuga would love it otherwise) and the concept wasn't that out there given that you could start by trying to block chakra emanations. I could be remembering wrong though.

I think we made a huge leap forward that a lot of people are overlooking: the Goketsu Educational Department(s). Civilians are being educated for the first time in who knows how many centuries. Not master-apprentice, trade-style of education, but a well rounded, foundational education that can then be built upon and turned into something grand. Better yet, they have Kagome serving as a sort of university board member, ensuring that everything stays true to the initial goal --preventing political games, monetary corruption, and general apathy from crawling in.

Once the GED begins to churn out skilled laborers, researchers, scientists and the like, I think that all of Leaf will be forced to take a second look at Uplift as a philosophy. We've already convinced Asuma --the Hokage --that clanless ninja are worth investing in. That's a feat worth acknowledging. And now we're well on our way to proving the same thing with nonmagical civilians.

Leaf as a whole is benevolent, or at least wants to be. Their national philosophy of the Will of Fire is proof enough of that, and the fact that it's repeatedly churned out individuals like Hiruzen, Tsunade, Minato, Jiraiya, Gai, Lee, Naruto, and Akane is a data point in favor of that. But the world they exist in mandates a certain amount of practicality. So we just have to prove to Leaf that Uplift is worth believing/investing in. And the GED goes a long way towards that.

(by the way, what do you all think about kicking the Skyglider idea to the GED as a sort of "bounty research project?")

I think, fair or not, more people would attribute the "Asuma warming up to clanless ninja" thing to the KEI than to Goketsu. That's just how I see it though.

Alright, got a sketch done. Still not sure which side of the Otters the Condors are supposed to be, but with other statements about the Capybara and so it'd be very awkward if the Condors touched the Pangolins and Toads and were south of the Otters.
Still a good deal of guesswork on the details, but this is roughly how things fit together.

Also, the Pangolins border a heckton of other clans.

I was referring to the meeting that Hazou and Ebisu had with Asuma, where they reported their training results. Asuma was skeptical and seems to still believe in clan-ninja genetic superiority, but the project results that we bring him are enough for Asuma to reconsider his beliefs and begin to implement changes along those lines.

Though, I admit that the KEI organization did a lot to make it politically convenient for Asuma to openly change his mind. If the diehard traditionalists get upset, then Asuma can point to the orgnization's growing might as a net win for the Leaf --if the clanless ninja are more powerful, then Leaf has more power at her disposal, and Leaf needs as much military power as she can recoup right now. So if the way to keep KEI appeased is to grant them similar rights as a noble Leaf clan, well, that's just a convenient moral win anyway.

If Ami --well, KEI --hadn't put in the elbow grease to change the political landscape of Leaf, then Hazou would be fighting an even steeper uphill battle in trying to enact Uplift. As it stands, there's already an amount of precedent set that previously overlooked resources can be wellsprings of payoff, if properly invested/cultivated. (Probably not the best way to put for the notion of "hey, let's not oppress the mundane civilians of this militaristic parliamentary dictatorship" but it's an effective one.)

That is a military secret, not to be leaked outside certain essential personnel.

True, I've been treating them as though they were in the inner circle of Uplift. But we could still kick the non-secret stuff towards their way. Like, for instance, the metal testing for the aquifers/sewers? It's something that needs to be done, otherwise the metal that Hazou ends up using will likely be lead --simply because if you don't know better, then lead seems like a very good building material to use. Besides, if the results of the metal testing get out to the other clans, the worst that could happen is that they don't build with lead... or, I suppose, they could connect the billions of dots that Hazou already has and build their own sewers. But that would still create better living conditions within Leaf --which is the end goal of the sanitation project anyway. So still a net win, in that scenario.

And it's worth mentioning that we're spinning a thousand different plates (skyglider included). So if we set extracurricular research bounties for GED students, that would offset the strain that it puts on Hazou's time. Not to mention there would be less things for us to incorporate into our action plans. I mean, that one salt stack has been collecting salt for months in-game and nothing more has really been done with it. So if we kick some of the less... secretive/intense R&D development to GED graduates/students, then that frees up more time to put towards helping Kagome build Project Biggest Boom the world achieve Uplift. And it would also prove that Kagome's teaching style superior is to the Leaf's current methods, not to mention that it would also serve as an additional data point to further prove that the idea of teaching civilians is a worthwhile investment.

He watered the broad, leafy palm plant Akane had given him to "spruce up the room" a few months ago. He'd been watering it with chakra water out of curiosity, but stopped doing it after the plant started producing blue-purple flowers, despite not being a flowering plant. No one had noticed thus far, and he wouldn't be the first to bring it up.

If I recall, the Romans actually did alright with lead in their pipes? It was adding lead acetate to their wine as a sweetener that caused all the problems.

Lead pipes aren't actually all that bad after the initial time for them to form a lead oxide coating inside. The primary reason we can't safely use them these says are standard cleaning fluids remove that coating.
 
Probably not a good idea to use lead pipe because of possible industrial chemicals that would be flowing down the sewer doing god knows what kind of chemical reaction.
 
So, uh...some time ago I made a post talking about whether or not we should discuss with Keiko regarding FOOM. Reactions were mixed, mostly centered around whether or not Keiko would (willingly or otherwise) eventually leak the information to others (esp. Ami) given how FOOM works (she needs chakra water to sustain it after training for a bit, my estimates were ~1 year or so), and whether or not she could figure FOOM out based on what she already knows. Probably missed a couple of arguments, some of this got on Discord and I don't read through that as well as I do the main thread.

Anyway, I want to bring the discussion back up again because after Velorien's update Hazou has the agency and timing to tell Keiko about FOOM: If we are choosing to trust her about FOOM so that she maximizes her FOOM speed, now is the time. My thoughts, to mitigate the risk of OPSEC breach, involve some combination of:
  • Talking to Mari beforehand about the likelihood that Keiko will leak info to Ami deliberately, and the likelihood that Ami will figure things out given our obfuscations.
    • Obfuscate terminology (e.g., 'the clan secret we talked about on 3/20, I wanna talk about it with Keiko, but worry about divided loyalties')
  • Swearing her to secrecy, with Mari present, and rolling Deception to make sure she isn't lying about telling Ami.
    • Obviously, we talk to her about it first, maybe phrase it as a clan secret we want her to be aware of but are concerned she may be pressured or something? Use CCnJ to make it clear.
  • Having Keiko get chakra water in the Seventh Path.
  • Having Keiko send a SC to Noburi to do training within the Gouketsu Clan.
I want to get a decision made on whether or not we tell Keiko soon, ideally so that (if we decide to do so) we can make a good plan telling her.
