Right, so if we're thinking about this like Shikamaru, what steps do we take to stop Rock from (eventually) resolving this internal crisis, thinking "Hey, that was pretty bad for us. I wonder if we can cause it to happen to other people?", and then immediately start working on our tax system in a similar way?

One first-order method I can think of is have the tax collectors keep a year-to-year record of how much they collected from each person and how much they kept vs. how much they gave to the Kage, submitting these records in duplicate along with the tax money. With these records, we can verify transactions easily and have basically the knowledge we need to replace tax collectors if they go missing.

I'll note that an excellent reason to bring up this scheme to Asuma and co. (along with the hydroengineering scheme) is so that we can build defenses so that others can't do the schemes to us.

We should get a census on the population of fire country. That should give us a rough estimate of what we could expect to collect each year.
 
I don't think Operation Death and Taxes is good for long term instability. I would imagine it just throws the other countries logistics into a knot until they figure out how to smooth things over. This creates chaos for a couple months, but I don't think this is useful other than as an emergency stopgap measure or as groundwork for an alpha strike, and its very vulnerable to the copycat strategy.
 
I am not commenting on whether this plan is feasible, or whether it's a good idea, or what other characters will think of it, or if Asuma will have already considered it, or if it is/is not a standard idea in ninja cold war. With all that said, taxes on farmers are so high that there is zero room to raise them. They already pay everything that have above subsistence; the average rural farmer has about $34/year of disposable income.
According to the Laffer Curve, if we can bump that tax rate down to about 70% or so we can greatly increase productivity and the village's income. Normally I would just say to convince Asuma that this is a good idea, but we seem to have fallen out of his good graces by committing treason (how strange :thonk: ).

Instead, what if we ask to do a trial run in a small town, where the Gōketsu will pay enough of the town's taxes to the daimyo that the daimyo can agree to lower the tax rate to a more reasonable level. We can get permission from Asuma in case messing with a village's tax income without permission is treason, and then find a daimyo we can make a deal with.

Combined with reminders that they can pay for Till n Fills, I suspect the town will soon become a lot more productive through more problems getting fixed and people having disposable income they can spend, at which point we can take the data to the Nara and have them use it to convince Asuma to start lowering the tax rate.

Also if other villages have holes in there economy well leaf is pretty rich. Most of there jounin are dead so why don't we invade and loot everything.

The status quo really favor us right now. With FOOM we have the weight of inevitability to become Akatsuki 2.0 (this time with blackjack and hookers). All of our moves until then should be to grow our political and personal power while lowering the odds of warfare
 
I feel like it needs reiterating that the sabotage plan revolves around killing civilians. Maybe some of the tax collectors are corrupt or even evil but I won't vote for a plan where we don't actually know anything about the civilians we're killing to push our own agenda. Plus, if countries like North Korea are any indication, the upper class will be the last group to face consequences for economic hardships/pressuring through sanctions. This plan offers a low chance of success, will likely be unsustainable long term, could cause an international incident if it is uncovered, and is morally questionable even in the best case scenario.

I like it. Bottom-up Uplift at its finest: small, gradual, but lasting and systemic improvements over the status-quo that raise people's welfare and improve Leaf's power. Very low-risk, very low-profile, fairly low likelihood of accidentally committing treason, will get eyebrows raised at us but in a harmless way.

An excellent activity to engage in to mislead people about our long-term plans, as we undergo apotheosis in our soon-to-be-built Basement.
 
We already have land. It's called a mine and we hadn't done a single thing to it.
That would definitely be a good idea to clear out and start populating. We could probably clear it out on an Eaglejarl update while we're sitting around and trying not to commit treason.

We could probably convince some of the people living on the Gōketsu estate to move there once it's clear, but it might be better to advertise it to people currently living in the village itself. They're living in cramped conditions with low pay, it probably wouldn't be too hard to convince a few to improve their fortune through a Manifest Destiny type thing.

We'd have to hire permanent guards but aside from that sounds like something interesting to do and read about.

The rationale, as formulated by IIRC @MadScientist, is as follows: Minato was a hacker/sealmaster, he invented Flying Thunder God, and then Jiraiya (a world-class sealmaster) and Hiruzen (a world-class technique hacker) didn't manage to reverse-engineer it, suggesting that a cross-specialist is in some ways better than two collaborating specialists.

That was me, yes.

Bear in mind that we haven't actually done any research into how useful it is to be a cross-specialist, and it may turn out to be better to get our Sealing pumped as high as possible to make the most of SSA.

I feel as if theres decent evidence that cross-specialization will be super useful, in that the two most powerful things in setting we've seen so far barring sealing failures were jutsu-seal hybrids (summoning technique, and the Akatsuki ritual).

I'm probably going to get shouted at for privileging the hypothesis, but it seems quite reasonable to me that one would have to be an expert in both fields to create a combination technique, and that just having a super good X and a super good Y working in tandem will be about as useful as having the world's top physicist in some arbitrarily chosen subfield and the world's top computer scientist in some arbitrarily chosen subfield work together to build a robot.

Maybe it would be best to just try and stay off the radar of any S rankers for a while. Asuma is the most reasonable S ranker we know, and even he's ticked off at us. I don't think we want to find out what Tsunade or Naruto think about our little episode of totally-not-treason, nor do we want to make Orochimaru think about us at all.
