Point of order, I think a large amount of the clan council are still adults. Hyuga, Nara, Yamanaka, Aburame, Gouketsu, and Uzumaki are all underage ATM, but...well. Sarutobi, Akimichi, and presumably Senju aren't, they're still alive. We don't know if the Inuzuka, Kyosho, or Hagoromo Clan Heads are teenagers or not, their fates have been left ambiguous. Uchiha, Kurusu, Motoyoshi, Amori, and Minami weren't even hit by this disaster, and while it's possible that they were hit by a previous disaster and left no non-teenager to take up the mantle of Clan Head, it's not necessarily the case.

I do agree that this is a good time to push stuff through due to the new (and as of yet untested) Clan Heads, but by the same token we shouldn't go too far due to Naruto hating and possibly Rasengan'ing us if we're too hard about things. More "bribe for votes" and less "manipulate for votes".

In this case, I'm not sure that those are two different things. Ami is an exemplary Mori, which means very high Frozen Skein skill.
Extreme exposure to Frozen Skein ~= extreme exposure to Out, and for Ami resulted in ultra-pragmatist syndrome.

Done! Also, I noticed an error in her XP formula -- it was subtracting the 'spent pangolin XP' number instead of adding it, meaning that she was being doublecharged. After spending her latest pangolin XP she still has 824 XP to spend!

And yes, if you'll figure out the timeline, that would be fantastic.
+2 XP for a useful nudging and the timeline will be worth another +3 and undying thanks.
