Alright, tipping over to the side of "gift". Warm Leaf food in storage seal seems like the best bet, so I'm going for it.

Okay, so the plan I promised.

[X] Plan PARTY HARD

Word Count: 269
  • Pre-party:
    • Message the Oyabun, thanking him for cooperation and expressing hope for continued mutually beneficial relations, and gift him a sealed warm Akimichi meal.
      • Declare that we have a storage seal with a warm Akimichi meal.
    • Complete planned preparations. Collaborate with Noburi, Keiko, Jiraiya.
  • Party:
    • Arrangement:
      • Central table: Largest game (Strategic Dominance?), with 12-15 most important people from each village (representatives).
        • Nobody is seated next to a compatriot.
      • Other tables: Allow people to pick different games and rearrange tables, but all village-nin should remain in sight of their central-table representative(s).
      • Refreshment tables: two sets, in full view of the central table.
      • Special options for challenge-seekers: shogi tournaments, simultaneous games (one person plays several games/characters), continuously changing rulesets, meta-games, etc.
        • Encourage munchkins to play at tables specifically meant for them; those tables should be significantly more difficult and more accepting of munchkinry.
    • Hosting
      • Demeanor: Polite, friendly if possible.
      • When guests enter, remind them that everyone wants to have fun, which means don't start fights, use genjutsu, or cheat (obviously).
      • If a guest refuses to comply (whether verbally or by actions), escort them out of the party.
    • Precautions:
      • Each table has a social specialist to de-escalate conflicts (preferably from neutral villages).
      • Draw diagrams of the final arrangements, put them on the gaming tables/floor/walls. Label entrances and exits.
        • Optional: distribute to guests.
    • Friends:
      • Speak with Ami in private: establish an encryption scheme for letters.
      • Speak with Ikeda: she's fun, and we'd like to stay friends.
    • Miscellaneous
      • As the party ends, note that this is the last time you'll be around Poppa for... a while.

Thoughts, improvements?

Is it over-paranoia to want to check that this is an appropriate gift with Jiraiya?
I'm no longer inclined to trust Hazou-the-character's ability to handle the subtleties of interpersonal relationship building with mid-high tier players without acquiring guidance and advice beforehand. At least, not at this time.

So, it couldn't hurt.

I can think of one negative outcome: running out of time. We have literally an hour to complete all preparations and arrive at the site. If we need to run to Jiraiya, check with Jiraiya, run to the Yakuza place, run back, and then complete preparations, we're going to be a lot more screwed than if we just ran to the Yakuza, delivered our gift, and then ran back.

Unless, of course, we're allowed to say that we checked it with Jiraiya all along.

Is there any reason this needs to be done before the game night?

See, I see the logic behind it, but if we're assuming that there are Mist censors somehow picking up every single piece of correspondence to their high-ranking people, it's a gigantic red flag if every letter beforehand has had no encryption and then suddenly after just one encrypted letter one of their jonin begins acting in a way out of baseline.
Not necessarily every single one. Imagine if we exchange a series of letters, someone in Mist notices that, decides to check what we're talking about, and intercepts the next letter. If we're using encryption sparingly, it'll probably be a plaintext one, and they'll be able to see that the topics are innocuous (philosophy or something). But if we encrypt everything, it'll be a guaranteed red flag.

In general, I don't see why we should limit our options by not agreeing on both a plaintext + integrity scheme and an encryption scheme.

Why not a bottle of wine? Jiraiya had suggested a bottle of wine.

If that's the case, I'm willing to take the Oyabun stuff out of the plan entirely and make a mental note of it to do it next plan.

In general, that's because while she might remember it, it's more complexity that we have to convey, in the middle of a party that we are nominally hosting. We are saying stuff about

I do not especially think that Hazou personally escorting people out of the party will go well. Additionally, I would suggest allowing tables specifically for those who intend to cheat. I mean, ninja.

Also, draw diagrams of what final arrangements? We should absolutely not be sharing escape routes with them, either.

I'll add in the cheater tables, but the hosting section isn't just meant for Hazou; it's meant for everybody hosting the party.

I'm not sure why drawing diagrams of final arrangements and sharing escape route information is a bad idea; this entire plan is based around making each village feel comfortable by always ensuring that they can respond should the worst happen.

Making publically known the escape routes means they can't be used because they'll obviously be trapped.

I think that train of logic is not quite sound; for example, everyone knows where the doors on homes are, but ninja apparently feel comfortable entering other people's homes: should doors be unusable to ninja because their locations are public knowledge and therefore obviously trapped?

Like, if we accept this train of logic, we can't host the party because nobody can come in the door because it's public knowledge and therefore obviously trapped. This whole exercise was meant to encourage peace of mind; as is I'm eyeballing about 50 to 70 people in this party, of which a full half or more are Leaf, so the escape routes are more a safety blanket than anything that'd resemble actually being safe in a room with hostile S-Rankers.

I guess we could allow guests to personally inspect escape routes, but that also risks those guests trapping the escape routes themselves. Unsure of where I fall on this.

May be worth noting that the viewpoint character is a 14-year-old boy. If anything, I feel like we underplay those aspects of his psyche.

Actually, none of the instances I had been thinking of were from Hazo's viewpoint.
(Though as TaliesinSkye points out, his reaction to Ami could be added to the list.)
The strongest example is Mari's meeting with Tsunade. Mari also had a similar reaction to another female character.
More recently, one of the female candidates in the tournament had a scene like this.

Mari who was checking people out, one of which was a guy (Mr. Yummy)
Good point.

Look, I'm not trying to make this a moral issue - it's a personal preference. But if these scenes are included to advance the plot, my preference would be to do so with one sentence, not multiple paragraphs.

Can you point me at those instances? It's easier to internalize a concern when I can see an example.

Fair enough. Once again, I appreciate you bringing it up.

I'd have been happy to edit that out immediately if you'd said something at the time. It's not like it's important to plot or characterisation. For the same reason, I can still do it if you like.
If I can suggest an alternate phrasing that might be better while maintaining the joke @Oneiros, would something to the effect of "Gai finally had a kid, eh?" work?
