Yagura had no particular feelings about bearers of bad news, but there had been occasions when couriers bringing him information too late for it to be useful simply never came back from his office. Before, everyone had been avoiding Rain because it had a reputation, and nobody thought it was worth the losses to grab a tiny neutral state that wasn't in anyone's way.
Interesting to note, given that in canon Rain was a central battleground for battles given its central location between Rock, Leaf, and Sand.
 
What if we set this entire shindig up, and just bail. When people ask where the Fuck we went, we say we were there the entire time, we're just that good at hiding.

      • Itachi's the Crow Summoner, right?
      • Would it be possible for you to gather a bunch of powerful Summoners and convince the Boss Crow to yank Itachi to prepared ground?
      • (carefully) bring up the idea of inviting Orochimaru.
  • Give the Oyabun a present, to thank him for everything he's done for us during the Exams.
    • Tell him that we hope for a continued mutually beneficial relationship into the future.

Didn't Itachi do a miniature Uchiha Massacre on the crows so that anyone opposed to him wouldn't do this?

I am sure that there are no lingering feelings of resentment over this and that acting in such an extreme manner has earned him their uniform and undying loyalty.

Unless they're all a bunch of sniveling cowards who are too afraid of Itachi to do anything, in which we just perform the copycat strategy and start murdering them left and right until they agree to our demands.
