I will note that he could have been a bit more considerate of how she may feel about it being announced to the world at large. Besides that, as far as I could tell the actual Shikamaru <=> Keiko was the most preferred outcome for both of them, and that they were each on the same page there.

Unfortunately, being consistently on the same page takes a lot of work. If she changed her mind about the betrothal, stopping Pangolin Domination, the general geopolitical situation or whatever else, I would expect her to inform the relevant people about it at least.

It would help Hazou's agency problems1​, give Keiko an emotion-neutral framework to make requests and to deny them2​ absolutely terrify Jiraiya3​, and provide us with an endless source of material with which to fuck with Noburi4​ in a humorous, bros-being-dicks sort of way.

Not telling her about it beforehand was absolutely dickish. The actual outcome is definitely one of the best, but the signalling is awful, and Keiko is absolutely correct in her observation that it implies Shikamaru barely thinks of her as a person with feelings. Even if they were secretly madly in love, this kind of betrothal announcement is going to immediately affect Keiko's life in the short-term, and giving her a bit of advance warning would just be a basic gesture of respect.

Which is distinctly different from what Hazou did, by the by. Hazou absolutely did consider Keiko's feelings, and simply decided that his judgement was superior in this particular matter. Shikamaru's mistake is all the more apparent because it was essentially costless (and probably downright beneficial!) to discuss this announcement with Keiko ahead of time. But he failed to perceive the problem at all. I wonder if he asked Ino for advice.

Of course, we could spend time with her during the next update to maybe get IC knowledge of whats going on in the Shikamaru/Keiko department. She can't help but gossip about it if we spend time with her. If only one of the plans has us spending time socializing with Ino -- the person who is likely in the top three of important characters in our age group we could possibly befriend-- in a manner that is to her liking while accomplishing a few other things that we would like to do while in Mist....

That's rather interesting question! ISC relations are very friendly and they generaly prefer to double-check everything they do with each other. Shikamaru knows that Ino is superior on the topic of people's feelings and psychology. So it would be natural for him to consult her and go with her advice.

Then, if he did, it implies that Yamanaka either just downright sabotaged his relations, or was wrong in her analysis (probably first time in years).

See: her deciding that Hazou was a jerkface solely because of the Akane </=> Hazou situation, and taking the initiative to give him the cold shoulder and a dressing down because Akane wasn't going to do it and that's what she thought he deserved. Ignoring entirely the fact that this was not something she should be meddling in at all, and that if two of your friends who are dating get in a fight and are mildly okay with being friends, you should probably just become Switzerland instead of joining either side (then again perhaps those are my preconceptions).

On second thought, this could have actually been the sequence of events that led to this:

INO: Oh, Shika, you've got to do it in front of a thousand people! It's so romantic!

SHIKAMARU: You're sure about it? Hmm. That would work well with the political aspect...

INO: Yes! It will be like in Romance of the Seven Samurai when the hero samurai proposed to the princess in front of the whole kingdom! You're staking all your pride on the line in the name of love. It's perfect!

Wouldn't it be amazing if it turns out that Chouji is better at socials and planning than either Ino or Shikamaru, but he is just too laid back and considerate to correct their assumptions so he keeps letting them take center stage?

I don't think you've thought through the implications of all this. What will it mean if Ami is able to understand and respond accordingly? Are you sure you want to open that can of worms?
